1 Welcome

7 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days’ notice of subject matter and applications are approved by the Chairperson of the Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

9 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Summary of submissions to the Draft Aotea Great Barrier Local Board Plan 2014

Purpose
1. This report provides high-level analysis of key themes contained in submissions to the Draft Aotea Great Barrier Local Board Plan 2014.
Executive summary
2. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Aotea Great Barrier Local Board Plan 2014. This includes ensuring any person submitting on the Draft Aotea Great Barrier Local Board Plan 2014 is given reasonable opportunity to be heard.
3. 77 submissions were received to the Draft Aotea Great Barrier Local Board Plan 2014. Of these, 30 were submissions received to all draft local board plans, 12 of which were proforma submissions relating to Smoke Free issues.
4. No submitters from the Great Barrier Local Board area submitted on other boards, and 36 submitters from outside the Great Barrier Local Board area submitted on the draft plan.
5. 24 submitters requested the opportunity to speak in support of their submission at a public hearing.
6. The Great Barrier Local Board asked submitters for feedback on four questions.
7. Question one asked submitters whether they agree that “improving our environment is the best way to improve our lives as it will attract visitors”. Of the 34 responses, 33 agreed with the statement.
8. Question two asked submitters to rank three outcomes in order of importance. The outcome Infrastructure that fits with our environment received the highest ranking, closely followed by The environment is at its best here.
9. Question three asked submitters whether they believed there was anything missing from the plan. 30 comments were received which will be detailed further for the board’s deliberations meeting.
10. Question four asked submitters whether they had any other comments on the Draft Aotea Great Barrier Local Board Plan. 148 comments were received which will be detailed further for the board’s deliberations meeting.
That the Local Board Plan Hearings - Great Barrier Local Board: a) receive submissions on the Draft Aotea Great Barrier Local Board Plan 2014. b) hear the relevant submissions on the Draft Aotea Great Barrier Local Board Plan 2014. c) thank submitters for their verbal presentations on the Draft Aotea Great Barrier Local Board Plan 2014. d) consider any potential amendments to the Draft Aotea Great Barrier Local Board Plan 2014.

Comments
Context
11. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Aotea Great Barrier Local Board Plan 2014. This includes ensuring any person submitting on the Draft Aotea Great Barrier Local Board Plan 2014 is given reasonable opportunity to be heard.
12. This report provides statistics on submissions received to the Draft Aotea Great Barrier Local Board Plan 2014 and a brief high-level analysis of key themes and topics.
13. More detailed analysis of submissions will be provided to the local board deliberations meeting on 28 August 2014.
14. The consultation period for the Draft Aotea Great Barrier Local Board Plan 2014 was held from 7 July 2014 to 5pm 6 August 2014.
Submissions
15. Council received and processed 77 submissions to the Draft Aotea Great Barrier Local Board Plan 2014 with 24 submitters requesting to be heard.
16. Copies of submissions to the Draft Aotea Great Barrier Local Board Plan 2014 are provided in attachment A of this report.
Overview of feedback from submissions to the Draft Aotea Great Barrier Local Board Plan 2014
17. The Great Barrier Local Board asked submitters for feedback on four questions.
18. Question one asked submitters whether they agree that “improving our environment is the best way to improve our lives as it will attract visitors”. Of the 34 responses, 33 agreed with the statement.
19. Question two asked submitters to prioritise and rank the plan’s three outcomes between 1 (most important) and 3 (least important).
20. Table 1 below shows the results. Overall ranking was determined allocating 3 points to first preference, 2 points to second preference and 1 point to third weighted total for overall preference).

21. The results in the table above indicate that the overall preference was for the third outcome “Infrastructure that fits with our environment” although outcome two with a total of 78 was only just ranked second.
22. Question three asked submitters what ideas they would prefer to be sacrificed or put on hold if all of the ideas cannot be afforded. The table below lists the ideas that submitters would be prepared to sacrifice or put on hold.

Next steps
25. Decisions on the final Aotea Great Barrier Local Board Plan 2014 will be made at the decision-making meeting on 8 October 2014.
Consideration
Local board views and implications
26. The Great Barrier Local Board will consider all submissions to the Draft Aotea Great Barrier Local Board Plan 2014 at the Local Board Plan 2014 hearings meeting on Thursday 28th August at the Claris Conference Centre, 19 Whangaparapara Road, Claris, Great Barrier Island.
Māori impact statement
27. The Great Barrier Local Board has worked with Aotea mana whenua Ngati Rehua Ngatiwai ki Aotea in developing the Draft Aotea Great Barrier Local Board Plan 2014. It has endeavoured to capture and reflect Maori aspirations it is aware of through regular discussion with mana whenua. In most cases these reflect the thinking of the Board and its view that supporting Maori aspirations is good for the Great Barrier community as a whole.
28. The draft plan includes proposals for the Great Barrier Local Board and Ngati Rehua Ngatiwai ki Aotea to establish a relationship agreement as a key vehicle to deliver on the above and to work more closely together on key projects. Initial feedback from mana whenua on the draft Aotea Great Barrier Local Board Plan has indicated strong support for this direction and the Great Barrier Local Board is committed to building on this.
Implementation
29. Implementation issues on the various matters raised in submissions will be considered when making decisions at the decision-making meeting on the Draft Aotea Great Barrier Local Board Plan 2014 on 8th October 2014.
