Summary of submissions to the Draft Ōtara-Papatoetoe Local Board Plan 2014

Purpose
1. This report provides high-level analysis of key themes contained in submissions to the Draft Ōtara-Papatoetoe Local Board Plan 2014.
Executive summary
2. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Ōtara-Papatoetoe Local Board Plan 2014. This includes ensuring any person submitting on the Draft Ōtara-Papatoetoe Local Board Plan 2014 is given reasonable opportunity to be heard.
3. 129 submissions were received to the Draft Ōtara-Papatoetoe Local Board Plan 2014. Of these, 46 were proforma submissions relating to Smokefree issues, 34 submissions were received to all draft local board plans.
4. 22 submitters requested the opportunity to speak in support of their submission at a public hearing.
5. The Ōtara-Papatoetoe Local Board asked submitters for feedback on three questions.
6. Question one asked submitters to prioritise and rank three initiatives between 1 (most important) and 3 (least important). The initiative that received the most number 1 rankings was local jobs for local people. This also received the highest overall number of responses.
7. Question two asked whether submitters had any other comments about the objectives and initiatives detail in the draft Local Board Plan.
8. Question three asked submitters whether they felt that anything was missing from the draft Ōtara-Papatoetoe Local Board Plan 2014.

Comments
Context
9. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Ōtara-Papatoetoe Local Board Plan 2014. This includes ensuring any person submitting on the Draft Ōtara-Papatoetoe Local Board Plan 2014 is given reasonable opportunity to be heard.
10. This report provides statistics on submissions received to the Draft Ōtara-Papatoetoe Local Board Plan 2014 and a brief high-level analysis of key themes and topics.
11. More detailed analysis of submissions will be provided to the local board workshop on 10 September 2014.
12. The consultation period for the Draft Ōtara-Papatoetoe Local Board Plan 2014 was held from 7 July 2014 to 5pm 6 August 2014.
Submissions
13. Council received and processed 129 submissions to the Draft Ōtara-Papatoetoe Local Board Plan 2014 with 22 submitters requesting to be heard.
14. 46 pro forma submissions were received to the Ōtara-Papatoetoe Local Board Plan 2014. These all advocated for a SmokeFree policy in the Ōtara-Papatoetoe Local Board area.
15. Copies of submissions to the Draft Ōtara-Papatoetoe Local Board Plan 2014 are provided in attachment A of this report.
Overview of feedback from submissions to the Draft Ōtara-Papatoetoe Local Board Plan 2014
16. Question one asked submitters to prioritise and rank three initiatives between 1 (most important) and 3 (least important).Owing to an error in the online form submitters were able to rank items between 1 and 4.
17. Table 1 below shows how submitters ranked each of the projects proposed to them. Overall ranking was determined by allocating 4 points to first preference, 3 points to second preference, 2 points to third preference and 1 point to fourth preference giving a weighted total for overall preference).

18. The results in the table above indicate that the overall preference was for the initiative Local jobs for local people.
19. Question two asked whether there was anything else important that submitters thought needed to be included in the plan for the next three years.
20. Table 2 shows the numbers of suggested items for each outcome.

21. There were no common themes within the individual outcomes.
22. There were also 41 comments relating to SmokeFree initiatives.
23. Question three asked submitters whether they agreed with the outcomes and initiatives contained in the draft Ōtara-Papatoetoe Local Board Plan 2014. Owing to the large number of outcomes, objectives and initiatives, the data is widely spread, with small numbers responding to individual items.
24. Table 3 shows the total number of responses supporting each outcome and its associated objectives and initiatives

25. The responses are spread amongst a large number of outcomes and initiatives. However the Town Centre Vitality outcome contained six responses in support of the initiative Safer town centres, more CCTV, policing, better design, better lighting and footpaths. There were also six responses supporting the initiative Smokefree, alcohol and legal high free town centres.
26. The outcome Thriving communities received the highest number of responses in support, however, these were spread between 14 different initiatives.
27. There were a total of seven responses that specifically did not support specific initiatives and these were spread across seven different initiatives.
Next steps
28. Decisions on the final Ōtara-Papatoetoe Local Board Plan 2014 will be made at the decision-making meeting on 13 October 2014.
Consideration
Local board views and implications
29. The Ōtara-Papatoetoe Local Board will consider all submissions to the Draft Ōtara-Papatoetoe Local Board Plan 2014 at the Local Board Plan 2014 hearing meeting on Friday 29th August at 9.00am.
Māori impact statement
30. The Otara-Papatoetoe Local Board has given consideration to Maori outcomes throughout the development of the Otara-Papatoetoe Local Board Plan, and consequently the implementation of the Plan has the potential to contribute to positive outcomes for Maori.
31. In collaboration with other southern local boards, local mana whenua were invited to a hui to seek their views on the issues to be addressed in the local board plans, including the Otara-Papatoetoe Local Board. Following the hui, contact was made (via letter) to local mana whenua to promote continued engagement.
32. The Otara-Papatoetoe Local Board also aimed to engage with mataawaka through engagement activities that were accessible to the general public as well as targeted stakeholder events in the early stages of the plans development and throughout the consultation period.
33. The Ōtara-Papatoetoe Local Board has also sought insight from representatives of local mana whenua and mataawaka organisations via a Maori focus group. This group will advise on how to better engage Maori in local board decision-making in future. The Board hopes to receive late feedback from the focus group at this meeting.
34. The draft Local Board Plan describes some of the ways the Otara-Papatoetoe Local Board have and will continue to work together with mana whenua and mataawaka in the area that will support kaitiakitanga and the guardianship of our environment and special places in this local board area.
Implementation
35. Implementation issues on the various matters raised in submissions will be considered when making decisions at decision-making meetings on the Draft Ōtara-Papatoetoe Local Board Plan 2014 on 10 September 2014.
