8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days’ notice of subject matter and applications are approved by the Chairperson of the Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and

(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Summary of submissions to the Draft Orākei Local Board Plan 2014

Purpose
1. This report provides high-level analysis of submissions to the Draft Orākei Local Board Plan 2014.
Executive summary
2. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Orākei Local Board Plan 2014. This includes ensuring any person submitting on the Draft Orākei Local Board Plan 2014 is given reasonable opportunity to be heard.
3. We received 3943 submissions on the Draft Orākei Local Board Plan 2014. Of these, 3457 were pro forma and 30 related to all the draft local board plans.
4. 469 submitters wish to speak in support of their submission at a public hearing; however, approximately 380 of these were part of the Auckland Netball pro forma. Auckland Netball have agreed that they can speak on behalf of these submitters, but individuals can still make a verbal submission if they choose to do so.
5. The Orākei Local Board asked submitters for feedback on four questions: their overall evaluation of the plan, the top five projects or initiatives, whether they had any other comments and whether there was anything missing from the plan. Of the 1238 who responded to the first question, 94% agreed or strongly agreed that the plan was on the right track.
That the Local Board Plan Hearings - Orakei Local Board: a) receive submissions on the Draft Orākei Local Board Plan 2014. b) hear the relevant submissions on the Draft Orākei Local Board Plan 2014. c) thank submitters for their verbal presentations on the Draft Orākei Local Board Plan 2014. d) consider any potential amendments to the Draft Orākei Local Board Plan 2014.

Comments
Context
6. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Orākei Local Board Plan 2014. This includes ensuring any person submitting on the Draft Orākei Local Board Plan 2014 is given reasonable opportunity to be heard.
7. The consultation period for the Draft Orākei Local Board Plan 2014 was from 7 July 2014 to 5pm 6 August 2014.
8. This report summarises the submissions received to the Draft Orākei Local Board Plan 2014. More detailed analysis of submissions will be provided to the Orakei Local Board Plan deliberations workshop on 10 September 2014.
Submissions
9. Council received and processed 3943 submissions to the Draft Orākei Local Board Plan 2014 with 450 submitters requesting to be heard. Of the submitters wishing to be heard, around 380 are netball pro formas. Auckland Netball have agreed that they can speak on behalf of these submitters, but individuals can still make a verbal submission if they choose to do so.
10. We received 3457 pro forma submissions on the draft plan. Some pro-forma submissions may have been generated without the express approval of the identified submitters. There were 14 requests from submitters to have pro forma submissions in their name withdrawn.

Overall evaluation
13. Question one asked submitters whether, on a scale of one to five, Orakei Local Board are on the right track with their proposed projects, initiatives and advocacy. Out of 1238 submitters who responded to this question, 94% agreed or strongly agreed that the board is on the right track. Figure 1 indicates the responses received.

Next steps
15. Detailed analysis of the submissions will be included in the report to the Orakei Local Board Plan deliberations workshop on 10 September 2014. Following this meeting, decisions on the final Orākei Local Board Plan 2014 will be made at a board meeting on 25 September 2014 and the plan will be formally adopted on 16 October 2014.
Consideration
Local board views and implications
16. The Orākei Local Board will consider verbal submissions to the Draft Orākei Local Board Plan 2014 at a hearing meeting on 27 August at St Chad’s Community Centre and Church. Depending on the number of submitters wishing to be heard, further hearings may be scheduled.
Māori impact statement
17. The Orakei Local Board has given consideration to Māori outcomes throughout the development of the Orakei Local Board Plan, consequently the implementation of the Plan has the potential for positive outcomes for Māori.
18. The Orakei Local Board invited the Orakei community, including local mana whenua, to several consultation events in the early stages of development of the Local Board Plan. Local mana whenua also attended a joint central and western boards hui on 14 July 2014. Discussion with Ngāti Paoa in particular identified a number of areas where the Board and the Iwi can work together on Plan initiatives.
19. The draft Plan documents a number of initiatives where the Board intends to work with mana whenua, particularly Ngāti Whātua Orākei. These include: the Mission Bay to Whenua Rangatira (and Bastion Point) walkway urban design and public art project; stream ‘daylighting’ (un-piping) at Okahu Bay and Mission Bay; as well as projects for the still to be developed Mission Bay Action Plan, and the implementation of the Tamaki Drive Master Plan and the Orākei Visitor Strategy (e.g. the Ngāti Whātua Whai Maia (Tamaki Hikoi) visitor trail.
20. The priorities and preferences expressed by Māori rate payers and residents have been considered in the development of the Draft Orakei Local Board Plan.
Implementation
21. Implementation of Draft Orakei Local Board Plan 2014 initiatives raised in submissions will be considered at decision-making meetings on the Plan.
