Manukau Harbour Forum : Work Programme and Proposed Budget

 

Resolution number PPK/2014/145

MOVED by Member DG Purdy, seconded by Deputy Chairperson MV Turner:  

a)            That the Papakura Local Board accord the Chair of the Manukau Harbour Forum speaking rights for this item.

b)            That the Papakura Local Board support the Manukau Harbour Forum action plan and work programme in principle.

c)            That the Papakura Local Board agrees to contribute $8,500 in the 2014/2015 financial year towards the Manukau Harbour Forum action plan and work programme, with $5,000 from the Manukau Harbour Budget and the balance of $3,500 from the Local Board discretionary operational budget.

d)            That the Papakura Local Board agree in principle to provide additional funding for these Manukau Harbour Forum work programme, of $15,800 in 2015/2016 and $15,800 in 2016/2017, subject to budget being provided in the new long-term plan.

Annual Report 2013/2014

a)      That the Papakura Local Board notes the monitoring and reporting requirements set out in the Local Government (Auckland Council) Act 2009 and the local board information proposed for the Auckland Council Annual Report 2013/2014.

b)      That the Papakura Local Board approves:

i)     The message from the Chairperson, which provides the Local Boards comments on local board matters in the 2014 annual report; and

ii)    The list of achievements and the list of capital projects that form part of the local board information for the Auckland Council Annual Report 2013/2014.

c)      That the Papakura Local Board gives authority to the Chair and Deputy Chair to make typographical changes and any corrections before submitting for final publication.

Request For Additional Funding For Papakura Fireworks Spectacular 2014

MOVED by Deputy Chairperson MV Turner, seconded by Member SR Britnell:  

That the Papakura Local Board approves an additional $5,000 toward the Papakura Fireworks Spectacular 2014 from the Local Board Discretionary Operational Budget, which is likely to ensure that the event delivers an improved fireworks display.

Psychoactive substances – draft Local Approved Product Policy

a)      That the Papakura Local Board recommends a consistent approach be taken in regard to distances from schools, i.e. 300m from all schools.

b)      That the Papakura Local Board requests staff ensure the map is updated to include all schools and neighbourhood shopping centres within the area, i.e. currently missing Drury Christian School, Drury Shopping Centre.

Swimming Pool Fencing Exemption – Special Exemption (Section 6) Fencing of Swimming Pools Act 1987

MOVED by Member KJ Winn, seconded by Member BS Catchpole:  

a)        That the Papakura Local Board receives the application for a special exemption under section 6 of the Fencing of Swimming Pools Act 1987 by J & J Jennings – 10a Hinau Road, Papakura.

b)        That the Papakura Local Board GRANTS the application by J & J Jennings – 10a Hinau Road, Papakura as recommended by Council officers, for special exemption under section 6 of the Fencing of Swimming Pools Act 1987 subject to the following conditions:

i)       that this exemption is personal to the owner of the property , so that on a sale of the property a new owner will need to apply for a new exemption.

ii)      that the spa pool is not moved from its location as inspected on 23 January 2014.

iii)     that the conditions in the NZS 8500:2006 Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-ground spas and hot tubs’ 3.10 i) to xii) inclusive are met:

1.         The top of the spa pool or hot tub shall be positioned with the entire top surface not less than 760mm above the surrounding ground or deck;

2.      The cover shall be lockable and shall be kept locked when the spa pool or hot tub is not being used or supervised. A locking device shall contain a mechanical locking mechanism or a self-locking mechanism in addition to latching shut;

3.      The locks shall not be able to be readily opened or released by a child of up to the age of six years;

 

4.      When locked the cover shall be fitted so that if lifted it does not release the locking device or provide a clearance greater than 100mm.

5.      The cover shall be made of a material that if walked on cannot collapse and can withstand the weight of at least 20kg to ensure that it will more than take the weight of a child up to six years old;

6.      The cover shall be constructed of material that meets ASTM F1346-91 to allow easy movement on and off the spa pool or hot tub;

7.      The cover shall be constructed with a taper from the centre hinge to the outside edge of the cover so that water will not pond on top of it;

8.      The cover shall have an evenly spaced mechanical locking device as required in b) which shall be positioned to ensure the cover cannot be lifted more than 100mm by a child up to six years of age, and ensures that the cover is fixed securely to the spa pool or hot tub;

9.      The cover and locks shall be maintained at all times in a good state of repair;

10.    Warning stickers/sign shall be placed on the cover to advise that it shall be locked in place when the spa pool or hot tub is not being used or supervised;

11.    Removable steps, movable furniture, or other objects that can assist a young child to climb onto the cover, shall be stowed/stored away at least 1200mm from the side of the spa pool or hot tub.

12.    Any plant material that can support the weight of at least 20kgs shall be no closer than the edge of the deck where the spa pool stands.

c)        That the Papakura Local Board receives the application for a special exemption under section 6 of the Fencing of Swimming Pools Act 1987 by J and D Lasenby – 24 Perotti Place, Conifer Grove.

d)        That the Papakura Local Board GRANTS the application by John and Dianne Lasenby – 24 Perotti Place, Conifer Grove, as recommended by Council officers,for special exemption under section 6 of the Fencing of Swimming Pools Act 1987 subject to the following conditions:

i)     that this exemption is personal to the owner of the property , so that on a sale of the property a new owner will need to apply for a new exemption.

ii)    that the spa pool is not moved from its location as inspected on 29 May 2014.

iii)   that the conditions in the NZS 8500:2006 Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-ground spas and hot tubs’ 3.10 i) to xii) inclusive are met:

1.       The top of the spa pool or hot tub shall be positioned with the entire top surface not less than 760mm above the surrounding ground or deck;

2.       The cover shall be lockable and shall be kept locked when the spa pool or hot tub is not being used or supervised. A locking device shall contain a mechanical locking mechanism or a self-locking mechanism in addition to latching shut;

3.       The locks shall not be able to be readily opened or released by a child of up to the age of six years;

 

 

4.       When locked the cover shall be fitted so that if lifted it does not release the locking device or provide a clearance greater than 100mm.

5.       The cover shall be made of a material that if walked on cannot collapse and can withstand the weight of at least 20kg to ensure that it will more than take the weight of a child up to six years old;

10.     Warning stickers/sign shall be placed on the cover to advise that it shall be locked in place when the spa pool or hot tub is not being used or supervised;

11.     Removable steps, movable furniture, or other objects that can assist a young child to climb onto the cover, shall be stowed/stored away at least 1200mm from the side of the spa pool or hot tub.

12.     Any plant material that can support the weight of at least 20kgs shall be no closer than the edge of the deck where the spa pool stands.

e)        That the Papakura Local Board receives the application for a special exemption under section 6 of the Fencing of Swimming Pools Act 1987 by B Chibnall & J Allan – 69 Awanui Rise, Papakura.

f)         That the Papakura Local Board GRANTS the application by B Chibnall & J Allan – 69 Awanui Rise, Papakura, as recommended by Council officers, for special exemption under section 6 of the Fencing of Swimming Pools Act 1987 subject to the following conditions:

i)     that this exemption is personal to the owner of the property , so that on a sale of the property a new owner will need to apply for a new exemption.

ii)    that the spa pool is not moved from its location as inspected on 29 April 2014.

iii)   that the conditions in the NZS 8500:2006 Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-ground spas and hot tubs’ 3.10 i) to xii) inclusive are met:

h)        That the Papakura Local Board GRANTS the application by D & S Bennett – 92 Awanui Rise, Papakura, as recommended by Council officers, for special exemption under section 6 of the Fencing of Swimming Pools Act 1987 subject to the following conditions:

i)     that this exemption is personal to the owner of the property , so that on a sale of the property a new owner will need to apply for a new exemption.

ii)    that the spa pool is not moved from its location as inspected on 16 May 2014.

iii)   that the conditions in the NZS 8500:2006 Safety Barriers and Fences Around Swimming Pools, Spas and Hot Tubs 3.10 ‘Above-ground spas and hot tubs’ 3.10 i) to xii) inclusive are met:

1.      The top of the spa pool or hot tub shall be positioned with the entire top surface not less than 760mm above the surrounding ground or deck;

2.    The cover shall be lockable and shall be kept locked when the spa pool or hot tub is not being used or supervised. A locking device shall contain a mechanical locking mechanism or a self-locking mechanism in addition to latching shut;
