1 Welcome
The Chairperson opened the meeting and welcomed those present.
2 Apologies
Resolution number WTK/2014/103 MOVED by Chairperson S Coney, seconded by Member SR Tollestrup: That the Waitākere Ranges Local Board: a) Accepts the apologies from Deputy Chair Denise Yates and Member Greg Presland for absence.

3 Declaration of Interest
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.
At its meeting on 28 November 2013, the Waitakere Ranges Local Board resolved (resolution number WTK/2010/5) to record any possible conflicts of interest in a register.

Resolution number WTK/2014/107 MOVED by Chairperson S Coney, seconded by Member S Toms: That the Waitākere Ranges Local Board: a) Notes the outcomes and outputs from the 2013/14 Waitākere Ranges Heritage Area Implementation Programme b) Requests a report to the local board on the Heritage Site Survey within the next 3 months c) Requests a report to the local board on the Auckland Transport design guide for the Waitakere Ranges Heritage area

Resolution number WTK/2014/108 MOVED by Chairperson S Coney, seconded by Member S Toms: That the Waitākere Ranges Local Board: a) Receives the report and expresses its satisfaction with the progress that has been made on the Waitakere Ranges Heritage Area programme. b) Supports the current level of funding for monitoring in the Waitakere Ranges Heritage Area as it is critical to inform the implementation of operational activity throughout the area c) Directs officers to report back to the local board on the future of the West Coast Plan and the West Coast Plan Liaison Group

Resolution number WTK/2014/109 MOVED by Member NR Henderson, seconded by Chairperson S Coney: That the Waitākere Ranges Local Board: a) Approves the Waitakere Ranges Foothills Design Guide (Version 2 – June 2014) in Attachment A. b) Approves the amended wording of the existing property condition included in all Land Information Memorandum issued for sites in the Waitakere Ranges Heritage Area to read as follows (additions underlined and deletions struck-out):

Smoke-free Policy Implementation- Waitakere Ranges Local Board |

Resolution number WTK/2014/110 MOVED by Chairperson S Coney, seconded by Member NR Henderson: That the Waitākere Ranges Local Board: a) Approves the allocation from within existing operational budgets for the cost of printing and installation of additional smoke-free signs in 11 high priority sites which include: i) Bethells beach car park area ii) Ceramco Park and Function Centre iii) Glen Eden Library iv) Harold Moody Recreation Ground and Duck Park v) Lopdell House vi) Parrs Park vii) Titirangi Library viii) Waitakere Ranges Piha Domain ix) Waitakere Ranges North Piha Strand x) Les Waygood Park xi) Waitakere Ranges North Piha Esplanade b) Delegates authority to the Chair and Deputy Chair to approve the location of signs in sensitive areas c) Promotes the smoke-free status of smoke-free public places in Waitakere Ranges as the Board deems appropriate

Review of local government electoral arrangements for 2016 - Local board views |

Resolution number WTK/2014/111 MOVED by Chairperson S Coney, seconded by Member S Toms: That the Waitākere Ranges Local Board: a) Supports retaining the First Past the Post (FPP) voting system in preference to a change to the alternative, Single Transferable Vote (STV) system which is overly complex.
b) Supports staying with the status quo for representation arrangements in 2016 for the Waitakere Ranges Local Board area and Waitakere ward. The representation arrangements for Auckland Council are still relatively new and residents are still getting to grips with Auckland Council’s governance arrangements so voter awareness needs to be given time to grow.
c) Supports, in principle, the introduction of Maori wards.
