3 Declaration of Interest
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.
At its meeting on 28 November 2013, the Waitakere Ranges Local Board resolved (resolution number WTK/2010/5) to record any possible conflicts of interest in a register.

Resolution number WTK/2014/123 MOVED by Deputy Chairperson DA Yates, seconded by Member SR Tollestrup: That the Waitākere Ranges Local Board: a) Agree to transfer $75,000 from the 2014/2015 contestable local events support fund to the 2014/2015 discretionary local events fund.
b) Affirms the allocation of funds for two events which have multi-year funding agreements: i. Titirangi Festival of Music – $25,000 ii. Glen Eden Christmas Parade - $5,000 c) Approves indicative budgets for the delivery of five local board events for 2014/2015, subject to the conditions stated for each: i. Volunteer Appreciation Event – $5,000 – subject to satisfactory scoping of the event being brought back to a local board workshop, with the Events Portfolio Holder and Chair being given delegated authority to authorise the event details. ii. Disco for Youth with Disabilities - $5,000 iii. Glen Eden Christmas Movie – $10,000 - subject to satisfactory scoping of the event being brought back to a local board workshop, with the Events Portfolio Holder and Chair being given delegated authority to authorise the event details. iv. Movies in Parks – $6,250 – subject to the Events Portfolio Holder and Chair being given delegated authority to authorise the event details (date, venue, and movie selection). v. Kauri Carnival - $18,750 - subject to satisfactory scoping of the event being brought back to a workshop for development, and reported to a local board meeting for approval. d) Approves grants for event applications to round one of the contestable local event support fund 2014/2015, as follows:

Resolution number WTK/2014/124 MOVED by Chairperson S Coney, seconded by Deputy Chairperson DA Yates: That the Waitākere Ranges Local Board: e) Approves the draft Waitakere Ranges Local Board Event Funding Criteria 2014/2015 in Attachment A for future funding rounds, subject to the following amendments agreed at the meeting:
i) Add the additional criteria: preference will be given to events which are accessible for people with disabilities.

Consultation Findings for the Piha Dog Bylaw Signage Proposal and Approval for a Revised Work Programme |

Resolution number WTK/2014/126 MOVED by Chairperson S Coney, seconded by Member GB Presland: That the Waitākere Ranges Local Board: a) Notes the consultation findings for the Piha Dog Bylaw Signage Proposal. b) Approves the revised work programme to upgrade dog bylaw signage at Piha. c) Notes that installation of the dog bylaw signs is only one aspect of improving dog control at Piha, and that this will be accompanied by education of dog owners and more visibility of dog control officers.

Resolution number WTK/2014/127 MOVED by Chairperson S Coney, seconded by Member SR Tollestrup: That the Waitākere Ranges Local Board: a) Notes the monitoring and reporting requirements set out in the Local Government (Auckland Council) Act 2009 and the local board information proposed for the Auckland Council Annual Report 2013/14 b) Approves: i. The message from the Chairperson, which provides the Local Boards comments on local board matters in the 2014 annual report ii. The list of achievements and the list of capital projects that form part of the local board information for the Auckland Council Annual Report 2013/14 c) Gives authority to the Chair and Deputy Chair to make minor editing changes before submitting for final publication

Waitākere Ranges Heritage Area Programme Allocation For The 2014/2015 Financial Year |

Resolution number WTK/2014/129 MOVED by Chairperson S Coney, seconded by Member GB Presland: That the Waitākere Ranges Local Board: a) Allocates the 2014/15 financial year Waitākere Ranges Heritage Area Act Programme budget as follows: i) Local Area Plan for Bethells Beach / Te Henga and the Waitākere Valley - $20,173 ii) Web site development - $2,000 iii) ‘Living in the Bush’ - information and advice - $15,000 iv) Annual Local Board/community forum on WRHA Act implementation (across all topics/objectives) - $5,000 v) Heritage Area Conservation Network forum – $4,000 vi) Sustainable Neighbourhoods Programme – $90,000 vii) Strategic Weed Projects – $25,000 viii) Long Tailed Bat research/protection/recovery - $5,000 ix) Heritage Site Mapping – Phase 1 - $12,500 x) Local business stocktake – $5,000 xi) Small business facilitation - $3,000 b) Defers its decision on the Category 2 project, Catchment Corridor. c) Defers its decision on all Category 3 projects, except for the Auckland Transport road corridor design guidelines which it wants to see developed with a high priority. d) Notes a midyear review of all projects will be provided if required to the Local Board at its February 2015 meeting. e) Notes that the Waitakere Ranges Heritage Area gateway signage project listed in Category 3 (Attachment A) will be consulted on through the draft Waitakere Ranges Visitor Management Plan.
