That the Ethnic Peoples Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Wednesday, 23 July 2014, as a true and correct record.

Election of the Chairperson and Deputy Chairperson

 

 

 

The Interim Chairperson vacated the Chair.

 

 

 

The Deputy Lead Officer assumed the Chair.  The meeting agreed by show of hands 7-2 that the chairperson and deputy chairperson be elected by closed ballot.

 

 

 

Resolution number ETH/2014/19

MOVED by Member Y Lee , seconded by Member F Ali:  

That the Ethnic Peoples Advisory Panel:

b)        agree that the chairperson and deputy chairperson will be elected using voting system A (as described in Schedule 7, Clause 25 of the Local Government Act 2002).

The Deputy Lead Officer:

a)         declared Member F Ali elected as chairperson of the Ethnic Peoples Advisory Panel 2014-2016 term.

 

 

 

The Deputy Lead Officer vacated the Chair.

 

 

 

Member F Ali assumed the Chair and called for nominations for the position of Deputy Chairperson.

That Member D Tomu be elected Deputy Chairperson of the Ethnic Peoples Advisory Panel 2014-2016 term.

Consultation on the draft Community Facilities Network Plan

That the Ethnic Peoples Advisory Panel:

a)      provide feedback on the draft Community Facilities Network Plan which will guide Auckland Council’s provision of community facilities.

 Draft Arts and Culture Strategic Action Plan (ACSAP) update

Resolution number ETH/2014/23

MOVED by Member F Ali, seconded by Member Y Lee :  

That the Ethnic Peoples Advisory Panel:

a)      advise of any issues particularly relevant to ethnic communities that should be considered in the final draft Arts and Culture Strategic Action Plan (ACSAP) and in the development of the implementation plan.

b)      advise of any ethnic organisations that should be included in further targeted consultation, as follows:

i)          use of existing organisations, such as: ARMS; Auckland Refugee Coalition Community; access community radio; Aotearoa Ethnic group.

Local Approved Product Policy - psychoactive substances - preferred option report to EPAP

 

Resolution number ETH/2014/25

MOVED by Member F Ali, seconded by Member D Tomu:  

That the Ethnic Peoples Advisory Panel:

a)      agree that the proposed draft Local Approved Product Policy will not allow licences for the retail sale of approved psychoactive substances to be granted:

i)     in high deprivation areas as defined by the Ministry of Health’s Deprivation Index score of 8, 9 or 10 indicating areas that fall in the bottom 30% of deprivation scores;

ii)    in neighbourhood centres as defined by the unitary plan;

iii)   within 300m of a high school (students of 11 years or older);

iv)   within 100m of a primary school;

v)    within 300m of a mental health or addiction treatment centre;

vi)   within 500m of an existing psychoactive substance retail license.

b)        request that a report be brought back seeking advice on engagement for the consultation of the proposed draft Local Approved Product Policy.

Ethnic Peoples Advisory Panel - Work Programme Update

That the Ethnic Peoples Advisory Panel:

a)      receive the Ethnic Peoples Advisory Panel Work Programme 3 September 2014.

b)      request that advice to the International Relations Unit be added to the 2014/2015 work programme as a sub-programme.

c)      request that advice on engagement to the draft Local Approved Product Policy – Psychoactive Substances – be added to the 2014/2015 work programme as a sub-programme.
