Purpose
1. To update the Great Barrier Local Board on the Lovebirds weekend event planned for 7-9 November 2014.
2. To approve the allocation of $2,000 from the Local Board to assist in funding towards the Lovebirds weekend event for the 2014-2015 financial year.
Executive summary
3. Lovebirds is a new event planned for Great Barrier Island to attract visitors to view native and sea birds in their natural environment. The event will include guided walking tracks to view native and sea birds and a visit to Glenfern Sanctuary.
4. ‘Destination Great Barrier Island’ will support the event with their local knowledge and assistance with event management and destination packages. This would ensure adequate resourcing for this event. The cost of this, plus an allowance for disbursements is estimated to be $2,000.
5. Approval of $2,000 from the Great Barrier Local Board towards Lovebirds weekend is sought. There is an option for funding to be drawn from the local board discretionary budget.
That the Great Barrier Local Board: a) adopt the Lovebirds weekend event to be held 7, 8, 9 November 2014 b) adopt the support and contribution of $2,000 to ‘Destination Great Barrier Island’ for their additional event management and destination packages c) delegate the chair, event portfolio holder or alternative local board member to work with council staff to tailor the Lovebirds weekend event for the Great Barrier Local Board. |

6. Lovebirds is a new event planned for Great Barrier Island to attract visitors to view native and sea birds in their natural environment.
7. Council staff in conjunction with ‘Destination Great Barrier Island’ have developed a proposal for a weekend event to be held 7-9 November 2014 based on an initial concept from the Great Barrier Island Local Board to host this event in their area. Events staff have worked in conjunction with local board members ideas to identify a different visitor market for the island. The natural environment and abundance of bird life links well to encourage birdwatchers to view the island’s ecology and protected bird life areas.
8. The proposed Lovebirds programme is as follows:
Friday, 7 November night: talk at Claris Club with John Ogden, Chairman Great Barrier Island Charitable Trust
Saturday, 8 November: visit to Glenfern Sanctuary
Saturday 8 November night: dinner and social gathering
Sunday 9 November: guided walk to Hirakimata
Elizabeth (Biz) Bell - Senior Ecologist or view sea birds at Whangapoua Beach with John Ogden
9. Participants in the event will pay for their travel and accommodation costs plus an event registration fee covering transport and lunches during the event.
10. ‘Destination Great Barrier Island’ will support the event with their local knowledge and assistance with event management and destination packages. The Great Barrier Local Board funds Destination Great Barrier Island. Currently it is not feasible for them, within their existing workloads to support Lovebirds event. However, in conjunction with council event staff, Destination Great Barrier Island can manage Lovebirds, with additional financial support from the Local Board. This would ensure adequate resourcing for this event. This activity is likely to take 80 hours of staff time which would be outside their existing activities. The cost of this, plus an allowance for disbursements is estimated to be $2,000.
Consideration
Local board views and implications
11. The Great Barrier Local Board showed an interest in increasing visitation to the island and supporting events. The proposal to support the Lovebirds weekend has received informal support.
Māori impact statement
12. The Lovebirds weekend event is designed to benefit the local community as a whole, including Maori.
Implementation
13. Following agreement from the Local Board to adopt the Lovebirds weekend event, discussions around tailoring the event, need to be finalised by 26 September 2014 to enable marketing deadlines to be met and ensure a successful campaign is delivered.
