LGNZ Making Community Governance Work for You and Your Community workshop - Member registration

Purpose

1.       This report provides an opportunity for the Henderson-Massey Local Board to consider member attendance at the upcoming Local Government New Zealand (LGNZ) hosted workshop titled Making Community Governance Work for You and Your Community.

2.       The workshop in being held in Wellington on Thursday 25 September.

Executive summary

3.       LGNZ has joined with sister organisations in Australia to commission a research paper into different options of community-level governance and how provision might be made for establishing them. The Making Community Governance Work for You and Your Community workshop is being held in Wellington on Thursday 25 September to share these learnings. 

4.       At the workshop attendees will learn what’s happening in community governance internationally from leading researchers and practitioners.

Themes covered will include:

·        What’s happening with community governance including the growing role of central governments - is local government being bypassed?

·        The value proposition. Why community governance is not just good for democracy, but good for improving service delivery and reducing cost.

·        How to build and maintain a network of self-identifying neighbourhoods (including capacity, capability, resilience, legitimacy and representativeness).

·        The role of neighbourhood associations in facilitating better planning and expenditure by local councils and higher tiers of government.

5.       Registration fees per LGNZ member attendee is $350 + gst.

6.       Local board members should consider the relevance of the workshop programme and its relevance to roles and portfolio responsibilities when considering and deciding on attendance.

 

Recommendation/s

That the Henderson-Massey Local Board:

a)      Considers nominating local board member/s to attend the Making Community Governance Work for You and Your Community workshop in Wellington on Thursday 25 September.

b)      Approves the payment of workshop registration fees and associated travel and accommodation expenses from its local board professional development allocation.

c)      Agrees that any additional member expenses for attending the Making Community Governance Work for You and Your Community workshop be provided for in line with Auckland Council’s Elected Members Expense Rules.

d)      Requests that following the workshop local board member/s provide a written report on the conference and lead a workshop discussion with Henderson-Massey Local Board members to share learnings and insights.

Executive summary

1.       The purpose of the report is to respond to Local Board requests on transport-related matters and to provide information to Elected Members about Auckland Transport’s activities in their Board area.

 

Recommendation/s

That the Henderson-Massey Local Board:

a)    Receives the Auckland Transport update report

 

b)    Approves $90k to commence the detail design phase for both sides of the identified 340m length of Glen Road for the Glen Road, Ranui Drainage Extension project.

 

c)    Approves $50k to start with the scheme design phase for the Waitemata Drive Cycle & Foot Bridge project to help both the Henderson/Massey Local Board and Auckland Transport’s Delivery team to understand the likely cost that will be involved in this project, before committing to the next stage of the project.

LOCAL BOARD TRANSPORT FUND APPLICATIONS

 

Waitemata Drive Cycle & Foot Bridge

 

Background

2.       As part of the Local Board Transport Capital Fund, the Henderson/Massey Local Board is considering to allocate some of their LBTF to build a cycle & foot bridge linking Waitemata Drive to Waitemata Drive West to reduce the distance for cyclists & pedestrians, and to improve the connectivity between the two communities on both sides of the stream.

Conclusion

4.       The initial phase will require some investigation work to produce some concept design options and a rough cost estimate for the 30m span bridge. Auckland Transport will need to engage with the local community and obtain their feedback on the identified options.  Auckland Transport will also need to analyse the pros & cons for each option to choose the preferred one to take to the preliminary design phase.  The Local Board will need to approve each phase to allow Auckland Transport to deliver this project,

Recommendation

5.       Auckland Transport recommends that the Local Board allocate $50k to start the scheme design phase to help both the Local Board and Auckland Transport’s delivery team understand the likely cost that will be involved in this project, before commencing the next stages of the project.

 

Glen Road, Ranui Drainage Extension Project

Background

6.       Part of the Local Board Transport Capital initiative budget, the Henderson / Massey Local Board have identified a site that extends approximately 340 metres between Scarlet Drive and Karepo Crescent for drainage extension.

7.       The existing carriageway edge consists typically of side drains that are connected to the stormwater reticulation system that outfalls into the open watercourse that runs through the Te Rangi Hiroa / Birdwood Winery.

8.       Two options were identified, and the project site has been divided into four work packages to allow, if necessary, the works to be staged to suit available budgets.

·    Since malfunctioning swale drainage systems are difficult to detect, there is an inherent risk of relatively large volumes of water entering the pavement foundation with serious risk to the pavement.

·    The consequences resulting from the changes to the stormwater reticulation have not been allowed for within the rough order estimate and, represent a financial risk to the project.

Conclusion

10.     Of the two options, the kerb and channel provides the better carriageway detail. This detail should extend the life of the pavement since it is sealed and, have a lower maintenance cost (when compared to the swale option).

11.     The foreseeable risk with the kerb and channel detail is the stormwater drainage.  Whilst the kerb and channel detail does not significantly alter the stormwater runoff characteristics, it does however alter the routing characteristics. The kerb and channel detail will tie into and extend the existing provision on Glen Road.

 

12.     An assessment of the downstream stormwater reticulation would have to be made to ensure there is no impact on the system’s ability to cope.

13.     Therefore whilst the kerb and channel has a higher construction costs this is offset by the anticipated lower maintenance costs over the life cycle of the asset, with this borne in mind the kerb and channel detail is the better option.

14.     It’s recommended to allocate $90k to commence the detail design phase for both sides of the identified 340m length of Glen Road. After completing the design works it is intended to report back to the HMLB with the detailed cost estimate of the project, and seek their direction on how much funding they want to commit for the construction phase. As there will be an opportunity to stage the physical works into packages that could suite budget availability.

 

RESPONSES AND PROGRESS REPORTS  

 

DANGEROUS OBSTRUCTION ON RAILSIDE AVENUE FOOTPATH – SAFETY ISSUE

15.     The Local Board have requested Auckland Transport to look at the location of the black utility box that is obstructing passengers when boarding their bus.

Response

16.     Auckland Transport has forwarded these safety concerns onto the utility company responsible for this box.  Once a solution has been agreed on between the parties the Local Board will be advised.

FLANSHAW ROAD CYCLING REQUEST

17.     The Local Board Portfolio Lead has requested Auckland Transport to look at concerns from the local school requesting a better cycleway facility.

Update

18.     Auckland Transport Community Transport team is talking with the school to work through their issues.  An update will be given once the meeting has occurred.

 

TE ATATU CORRIDOR IMPROVEMENT PROJECT – SEPTEMBER 2014

19.     Auckland Council Property Limited (ACPL) is undertaking the acquisition phase of the Te Atatu Corridor Improvement Project.


At this stage ACPL has been working on this project for over two years and reports that:

·        106 property interests have been acquired, either by agreement with the owner, or, in two cases, by proclamation (under the Public Works Act).

·        2 properties belong to 1 party for whom notices under the Public Works Act 1981 could not be served, due to the land already being held for a public work. AT has completed the negotiation, and settlement is timed for mid-September, at time of writing.

 

20.     The remaining 3 property interests are proceeding to the final stages of acquisition, either by agreement or by proclamation under the Public Works Act.

PEDESTRIAN CROSSING REQUEST -TE ATATU ROAD AND GLORIA ROAD SHOPS.

21.     The Local Board has requested Auckland Transport to consider installing a Pedestrian Crossing at Te Atatu and Gloria Road shops to enable access to Rutherford Primary School.

Update

22.     Auckland Transport has visited the site and undertaken an initial review of the issue raised.  Further detailed investigation now needs to be undertaken to ensure a comprehensive review of this issue.  This investigation has been prioritised and programmed, with an expected completion date of late October 2014, following which AT will be able to provide the outcome and recommendations based on their assessment.

 

STEVIES LANE SIGNAGE

23.     A request from the Local Board to look at the signage on Stevies Lane and installing a 10km speed sign as there is always a problem with vehicles trying to access the Lane from the wrong direction as the directional signage is not very clear.

Response

24.     Auckland Transport has investigated this request and can confirm that the speed Limit for Stevies Lane is 50kph not 10kph.

25.     It was a 50km/hr zone under the Waitakere City Council Speed Limits Bylaw 2005.

It was a 50km/hr zone under the Waitakere City Council Speed Limits Bylaw 2010.

It is still a 50km/hr zone under the Auckland Transport Speed Limits Bylaw 2012.

 

26.     50km/hr is the standard speed limit that applies in urban areas. Under the Land Transport Rule: Setting of Speed Limits 2003 Auckland Transport cannot impose a lower limit than 50km/hr unless there are sufficient engineering measures (traffic calming) in place to force mean operating speeds to within 5km/hr of the proposed restriction. This is because the police simply don’t have the resources to enforce lower speed limits than 50km/hr and consequently they need to be self-enforcing. In practice this means if AT want to force lower operating speeds it needs to be achieved through traffic calming and if AT put in the traffic calming there is very little value in spending additional money (and proliferating signage) to sign post a lower limit that won’t be enforced. There are a few exceptions to this in locations with high pedestrian risk (school zone variable limits, Queen Street 30 zone, and Ponsonby Road 40 zone), however Stevies Lane would not justify as an exceptional case.

27.     There is a "No Entry" sign at the Henderson Valley Road end of Stevies Lane and pavement arrow markings are installed at the Railside Avenue end and on the mid-way of Stevies Lane.  These signs and arrow markings provide adequate warning and guidance for drivers that Stevies Lane is a one-way street.

28.     Auckland Transport encourages the Local Board or any member of the public to contact the police if vehicles are observed driving in the wrong direction on Stevies Lane.  The Police can enforce and educate those drivers.


BARRY ROAD STREET LIGHTS

29.     A request has been received by Auckland Transport through the Local Board Plan - Special Consultative Procedure Public Meeting requesting that they look into the street lighting on Barry Road.

Update

Auckland Transport is investigating this request and will report the outcome of this investigation back to the Local Board.

 

PROPOSED BUS STOP – 215 SWANSON ROAD, HENDERSON

30.     Auckland Transport is proposing to install a bus stop outside 215 Swanson Road, Henderson. The plan is attached for your information.

31.     The Local Board Transport Portfolio Leads were consulted on the proposal and were happy with what was being proposed.

 

PROPOSED BUS STOP RELOCATION OUTSIDE BRUCE MCLAREN INTERMEDIATE, HENDERSON

32.     Safety Around Schools Programme

Auckland Transport is working with Bruce McLaren Intermediate to implement a Safety Around School Programme.  Through surveys and meetings conducted within the school’s community, a number of road safety issues were raised which require upgrading work to occur in the neighbouring streets to improve safety and accessibility.

 

33.     Auckland Transport has investigated safety improvement options at the location referred to in the attached plans. The improvement aims to make the road and foot path environment safer as part of the coordinated plan to develop safer road layouts, promote sustainable travel and ensure the ease of passage for pedestrians.   The proposed changes comprise of the following works:

 

Bruce McLaren Road Bus Stop Relocation Outside School

34.     Bruce McLaren Road is classified as a collector road and serves a high volume of daily traffic. It is also a designated bus route. The existing bus stop adjacent to the main entrance of Bruce McLaren Intermediate is very close to the school staff car park and the school drop – off zone. 

35.     Moreover, Heremai Road which has a large proportion of commercial properties and consequently a high number of heavy vehicles is directly opposite the existing bus stop location. Lastly, the gradient of the footpath at the existing bus stop location is rather steep and not very pedestrian friendly especially for disabled / mobility scooter users.

It is therefore proposed to:

·        Relocate the bus stop north of its existing location to outside No.55 Bruce McLaren Rd (as shown in the attached plan) to minimise the potential conflict between buses, pedestrians and other vehicles and reduce congestion at the school gate

·        Install a new bus shelter and regrade the level of the footpath at the new proposed location to provide better amenity and accessibility for pedestrians

 

36.     However, when upgrading or installing facilities such as this, there may be some loss of on street parking.  (Please refer to the attached plan for more details.)

37.     The Local Board Transport Portfolio Leads were consulted on the proposal and were happy with what was being proposed.


PROPOSED CYCLE LANE SEPARATORS - CENTRAL PARK DR, HENDERSON

38.     Auckland Transport is proposing to install separators for the cycle lane on Central Park Drive near Lincoln Road.  The proposed work was initiated after a number of complaints from cyclists.  Central Park Drive has heavy Westbound traffic volumes and motorists often form two lanes of traffic during the morning peak hours.  This forces motorists to partially encroach onto the cycle lane.  The proposal will discourage motorists from driving on the cycle lane, and thereby improve cyclist’s access and safety.

39.     This section of Central Park Drive is to be widened and upgraded as a part of the proposed Mitre 10 Development at No.297-301, Lincoln Rd.  Therefore, the changes to the road layout are kept to a minimum in designing the separators.

40.     Attached also is a photo showing the proposed separators.  It is expected this work could be implemented within the next 6 weeks.

PROPOSED PARKING CHANGES OUTSIDE 104 CENTRAL PARK DRIVE, HENDERSON

42.     Auckland Transport has received a request for the provision of evening Taxi Parking for The Hangar Bar. Auckland Transport has identified a location outside 104 Central Park Drive which Auckland Transport believes would be suitable.

Auckland transport is proposing the following new parking restriction

·        Taxi Stand for 4 vehicles  Monday to Sunday  6pm to 8am

43.     The Local Board Transport Portfolio Leads were consulted on the proposal and were happy with what was being proposed.

 

PROPOSED GIVE WAY PRIORITY CONTROL – BAYSIDE AVENUE /WHARF ROAD INTERSECTION, TE ATATU PENINSULA

44.     Bayside Avenue/Wharf Road intersection was investigated for safety improvements as per a public request to install priority control at the intersection.  The intersection is located on a slight crest and there are two driveways located opposite Bayside Avenue at the intersection. Motorists approaching the intersection from Bayside Avenue who are not familiar with the intersection can have difficulties identifying it as an intersection.  The installation of Give Way priority control on Bayside Avenue at Wharf Road will enhance driver awareness of the intersection and encourage traffic to slow before turning into Wharf Road from Bayside Drive.  This intersection complies with a Give Way control in accordance with TCD rules regarding sight lines.

45.     The Local Board Transport Portfolio Leads were consulted on the proposal and were happy with what was being proposed.

PROPOSED NO STOPPING AT ALL TIMES (NSAAT) PARKING RESTRICTIONS – STURGES ROAD, HENDERSON

46.     Auckland Transport has been made aware of road safety concerns for vehicles relating to parked cars close to the crest at No.237, Sturges Road.   AT is proposing to install a short section of no stopping at all times restriction, on Sturges Road as shown on the attached plan.   Sturges Road is classified as a collector road and carries moderate volumes of traffic throughout the day.  Forward visibility for vehicles on Sturges Road is very limited at this location due to the crest on the road.  The road is not wide enough for parking on both sides and two-way thoroughfare.  Therefore, the proposed broken yellow lines will improve sight lines and access for opposing vehicles, and reduce the risk of head-on type crashes.

 

Local Board Response

47.     The Local Board Transport Portfolio Leads were consulted on the proposal and were happy with what was being proposed.

PROPOSED NSAAT RESTRICTIONS – SWANSON ROAD NEAR FRESH CHOICE ENTRANCE, RANUI

48.     Auckland Transport has been made aware of road safety concerns for vehicles to parked on Swanson Road near the entrance to the Fresh Choice shopping centre.   It is proposed to install 17m long no stopping at all times restriction on Swanson Road (to the right of the entrance) as shown on the attached diagram.  The driveway of the shopping centre is regularly used by the  public and Swanson Road carries large volumes of traffic throughout the day.  Therefore, the proposed broken yellow lines will improve safety for vehicles exiting the shopping centre driveway by improving visibility.

Local Board Response

49.     The Local Board Transport Portfolio Leads were consulted on the proposal and were happy with what was being proposed.

FAIRBANKS PLACE FENCE & WALKWAY

50.     Complaints have been received through the Local Board in regards to Fairbank Place walkway.  The Local Board has requested Auckland Transport to look into the ownership of the piece of land and what Auckland Transport is able to do to address the accumulated rubbish and lack of maintenance of the walkway.

Response

51.     Auckland Transport has looked into this and have reached the conclusion that closing off this walkway is the best option.

 

The reasons being:

·        It is no longer a street to street walkway as it leads to private property (Unlimited Church) See attached map;

·        Auckland Transport is unable to allocate any budget to continually maintain the walkway

·        The path & railing fencing are becoming very hazardous and unsafe.

·        The calls and requests that Auckland Transport has been receiving to undertake works are increasing due to littering and damage caused by people utilising this path.

·        Litter and dumped rubbish appear to be mostly  coming from the church grounds

·        The walkway is also a perfect escape route for criminals trying to avoid police apprehension.

 

52.     Auckland Transport has preliminarily programmed the work for October 2014.  Comments from the Local Board are requested.

SUMMERLAND AND CHADLINGTON AVEUNE, HENDERSON HEIGHTS.

53.     Auckland Transport has been requested to look at the parking issues on Summerland and Chadlington Avenue.

54.     Auckland Transport is investigating this request.

HICKORY STREET/RAILSIDE BRIDGE

55.     The Local Board are aware that the bridge is not in an “as new” condition and that it does have a number of defects. However, Auckland Transport’s current assessment of the residual life of the bridge is that AT will be looking to replace the bridge in around 25 years. However, this assumes regular deck maintenance and painting and the possible replacement of the deck panels within 5 to 10 years.  The bridge condition is regularly monitored through an inspection regime.


LUCKENS ROAD SHOPS - PARKING

56.     Auckland Transport has been requested to look at the parking issues at the Luckens Road Shops.

TRIANGLE ROAD - FOOTPATH

58.     Auckland Transport has been requested to address the concerns from residents about the new footpath that has been installed by Auckland Transport.

60.     Auckland Transport has been requested to look at the street lighting on Wattle and View Roads.

The footpath on Great North Road outside the depot is raised such that the door to the historic depot building cannot be opened. Would like a solution so that the interior of the building can be properly and permanently accessed.

Auckland Transport is awaiting approval to access the Historic Depot Building. Will report back to the Local Board in October 2014 on assessment.

Wadier Place footpath improvements/widening and pedestrian crossing

To make the footpath wide enough for mobility scooters and safer for people to walk. The footpath is too narrow in places – car bays take up all the room. A pedestrian crossing across Wadier place outside the back gate of Waitakere Gardens has also been requested.

Being assessed by Auckland Transport.  Will report back to the Local Board in October 2014.

Glen Road Safety improvements

To improve the safety of the area in preparation for increased usage of Te Rangi Hiroa. Investigate and implement appropriate safety improvements e.g. speed platforms, signage, and pedestrian crossings. There is a need to prepare for increased traffic and pedestrians once Te Rangi Hiroa developments are completed. Safety measures would help to both improve speed limit compliance and improve pedestrian access to the area.

Outcome of assessment report presented to the Local Board at it’s September meeting for consideration.

Henderson Central shared space

 

Investigate creation of shared space - Great North Road between Railside and Edmonton Roads to make the town centre more attractive and amenable to pedestrians.

Henderson North Home and School Zone

Investigate and cost options for safety capital works starting with Rathgar Road and surrounding roads off Rathgar Road.

Removal Of “Pedestrian Give Way To Traffic” Signs On Great North Road

Controlled pedestrian crossing facilities within 100m close proximity can result in a reduction in driver compliance with them and can lead to more serious safety concerns for pedestrians.  Auckland Transport at this stage will not be removing the signs from Great North Road.

Auckland Transport’s on-going campaigns will continue to get the message out to “Share with Care” on the shared pathways. Attached is the signage that Auckland Transport currently uses, and a number of these corflute signs will be installed along Henderson Creek and the Twin Streams pathways as fixed signs
