Resolution number HM/2014/153 MOVED by Member BA Brady, seconded by Member LW Wilson: That the Henderson-Massey Local Board: a) Receives the Auckland Transport update report b) Defers the Glen Road, Ranui Drainage Extension project as it needs to be considered alongside other local board transport fund applications. c) Approves $50k to start with the scheme design phase for the Waitemata Drive Cycle & Foot Bridge project to help both the Henderson-Massey Local Board and Auckland Transport’s Delivery team to understand the likely cost that will be involved in this project, before committing to the next stage of the project. d) Requests that Auckland Transport provide an update on Heavy Traffic bylaw for the Henderson-Massey local board area, with particular respect to Great North Road and Railside Avenue, and how it is being enforced. |

Review of Alcohol Control Bylaws - Proposed bylaw for local board feedback |

Resolution number HM/2014/154 MOVED by Deputy Chairperson SP Henderson, seconded by Member MFP Chan: That the Henderson-Massey Local Board: a) Provides the following feedback on the Proposed Auckland Council Alcohol Control Bylaw 2014 for the hearings panel: i) Supports the allocation of decision making on local alcohol bans to local boards as provided for by the bylaw ii) Supports the use of local board review panels to make decisions on local alcohol bans iii) Notes the need of the local board review panel for staff support iv) Supports enforcement of alcohol bans by the New Zealand Police v) Requests a practice note on conflicts of interest for board members considering appointments to the review panel, including the potential appointment of police officers, employees of organisations in the liquor industry, members of licensing trusts and their relatives, persons who have publically stated their views on alcohol and any other circumstance the hearings panel considers appropriate. b) Notes that the local board is seeking guidance with regards to Panel membership and will formally resolve its membership once clarification has been received. |

LGNZ Making Community Governance Work for You and Your Community workshop - Member registration |

Resolution number HM/2014/155 MOVED by Member LW Wilson, seconded by Member WI Flavell: That the Henderson-Massey Local Board: a) Nominates member Tracy Kirkley to attend the Making Community Governance Work for You and Your Community workshop in Wellington on Thursday 25 September. b) Approves the payment of workshop registration fees and associated travel and accommodation expenses from its local board professional development allocation. c) Agrees that any additional member expenses for attending the Making Community Governance Work for You and Your Community workshop be provided for in line with Auckland Council’s Elected Members Expense Rules. d) Requests that following the workshop local board member/s provide a written report on the conference and lead a workshop discussion with Henderson-Massey Local Board members to share learnings and insights. |
7 Ward Councillor’s Update
Councillor Hulse addressed the board on the Capex deferral, Unitary Plan hearings and the Long Term Plan hearings.
