Summary of submissions to the Draft Devonport-Takapuna Local Board Plan 2014

Purpose
1. This report provides high-level analysis of key themes contained in submissions to the Draft Devonport-Takapuna Local Board Plan 2014.
Executive summary
2. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Devonport-Takapuna Local Board Plan 2014. This includes ensuring any person submitting on the Draft Devonport-Takapuna Local Board Plan 2014 is given reasonable opportunity to be heard.
3. 390 submissions were received to the Draft Devonport-Takapuna Local Board Plan 2014. Of these, 32 were proforma submissions relating to Smokefree issues and 34 submissions were received to all draft local board plans.
4. 96 submitters requested the opportunity to speak in support of their submission at a public hearing.
5. The Devonport-Takapuna Local Board asked submitters for feedback on four questions.
6. Question one asked submitters whether they would support shifting budgets from other areas to fund keeping beaches free of debris. 130 of submitters who answered the question agreed with shifting the budget.
7. Question two asked submitters to select from four options to address/improve traffic congestion in the area. Of the 533 responses to this question, 31.5% selected more accessible and frequent public transport.
8. Question three asked whether submitters had any other comments regarding the outcomes, objectives and initiatives contained in the Draft Devonport-Takapuna Local Board Plan 2014.
9. Question four asked submitters whether they believed there was anything missing from the plan. 56 comments were made relating to the board’s outcomes, and 171 comments were made relating to issues unrelated to these outcomes. Of these 72 comments were related to Smokefree initiatives.

Comments
Context
10. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Devonport-Takapuna Local Board Plan 2014. This includes ensuring any person submitting on the Draft Devonport-Takapuna Local Board Plan 2014 is given reasonable opportunity to be heard.
11. This report provides statistics on submissions received to the Draft Devonport-Takapuna Local Board Plan 2014 and a brief high-level analysis of key themes and topics.
12. More detailed analysis of submissions will be provided to the local board workshop on 9 September 2014.
13. The consultation period for the Draft Devonport-Takapuna Local Board Plan 2014 was held from 7 July 2014 to 5pm 6 August 2014.
Submissions
14. Council received and processed 390 submissions to the Draft Devonport-Takapuna Local Board Plan 2014 with 96 submitters requesting to be heard.
15. 32 pro forma submissions were received to the Devonport-Takapuna Local Board Plan 2014. These all advocated for a SmokeFree policy in the Devonport-Takapuna Local Board area.
16. Copies of submissions to the Draft Devonport-Takapuna Local Board Plan 2014 are provided in attachment A of this report.
Overview of feedback from submissions to the Draft Devonport-Takapuna Local Board Plan 2014
17. The Devonport-Takapuna Local Board asked submitters for feedback on four questions.
18. Question one asked submitters whether they would support shifting budgets from other areas to fund keeping beaches free of debris. 130 (56%) of submitters who answered the question agreed with shifting the budget.
19. There were 40 responses to the associated question regarding which budget areas funds should be moved from there were no common themes in these responses.
20. Question two asked submitters to select from four options to address/improve traffic congestion in the area. Of the 533 responses to this question, the results are shown in figure 1 below.

21. Question three asked submitters if they had any comments on the outcomes, objectives and initiatives detailed in the Draft Devonport-Takapuna Local Board Plan 2014. Owing to the large number of outcomes, objectives and initiatives, the data is widely spread, with small numbers responding to individual items.
22. Outcome – Our heritage and environment is cherished and looked after and its initiatives received 66 comments in support. Seven responses supported the initiative Upgrade Lake Road recycling centre.
23. Outcome – Open space that allows us to live together with its objectives and initiatives, received 258 comments in support. Of these, 11 were in support of initiative Upgrade Bayswater Reserve playing field, 10 were in support of initiative Upgrade playfields at Barrys Point Reserve. There were 10 responses in support of Improve Green Route for walking and cycling. 29 responses were in support of Dacre Park surface and toilets. 87 responses supported the objective Sports Fields are fit for purpose.
24. Outcome – Active connected and supported neighbourhoods received 58 responses in support. Of these, 11 related to the initiative Neighbourhoods and community led initiatives are supported and encouraged.
25. Outcome – Facilities that enable community wellbeing received 75 supporting comments. Within the outcome, 16 responses were received in support of appropriate facilities and the same number in support of Ensure we have sufficient playgrounds and skate parks to meet our needs.
26. Outcome – Increased opportunities for local new business development and economic growth received 54 responses in support. 10 of these related to the initiative Great town and metropolitan centre infrastructure that encourages new business
27. Outcome – Easy safe and reliable journeys that reduce congestion received 208 responses in support. Initiatives with the highest numbers of responses are detailed in Table 1 below:

28. Question four asked submitters whether they believed there were any items missing from the Draft Devonport-Takapuna Local Board Plan 2014. Table 2 indicates the number of missing items for each outcome.

29. There were no common themes identified within comments to these outcome areas
30. Other items identified as missing from the plan that did not fit within the outcomes, objectives and initiatives, included 12 related to local parks services and 14 related to local governance. There were no common themes identified.
31. There were 72 comments received in relation to Smoke Free initiatives.
32. Submitters also made comments unrelated to the board’s outcomes, objectives and initiatives. The most notable topic areas are listed below:
· 30 submitters made general comments about the plan, although no common themes emerged
· 26 submitters generally agreed with the plan.
Next steps
33. Decisions on the final Devonport-Takapuna Local Board Plan 2014 will be made at the decision-making meeting on 14 October 2014.
Consideration
Local board views and implications
34. The Devonport-Takapuna Local Board will consider all submissions to the Draft Devonport-Takapuna Local Board Plan 2014 at the Local Board Plan 2014 hearing meeting on Wednesday from 1pm on September 3 and from 9.30am September 4. A workshop is scheduled for the evening of September 9 to discuss the submissions and to provide feedback about any changes to be made to the local board plan. .The board will formally resolve any changes to be made to the local board Plan at its business meeting on September 16 2014.
Māori impact statement
35. The Devonport-Takapuna local board has given consideration to Māori outcomes throughout the development of the Devonport-Takapuna Local Board Plan; consequently the implementation of the plan has the potential to contribute to positive outcomes for Māori.
36. The Devonport-Takapuna Local Board met with mana whenua and mataawaka during the early stages of the development of the local board plan. Views expressed by mana whenua and mataawaka during this hui have been considered and helped inform the development of the plan.
37. The outcomes, objectives and initiatives included in the plan will support the delivery of the Auckland Plan. All of the draft plan will benefit Māori as part of the Board’s community. A number of initiatives focus directly on issues of importance to Māori such as improving and maintaining the natural environment or documenting and marking sites important to Māori heritage. Other areas of the draft Plan such as its initiatives focusing on youth (employment, cultural and recreational) or public transport initiatives will particularly benefit impact on Māori due to the Māori community’s demographic and socio-economic characteristics.
Implementation
38. Implementation issues on the various matters raised in submissions will be considered when making decisions at decision-making meetings on the Draft Devonport-Takapuna Local Board Plan on 16 September 2014.
