Summary of submissions to the Draft Henderson-Massey Local Board Plan 2014

Purpose
1. This report provides high-level analysis of key themes contained in submissions to the Draft Henderson-Massey Local Board Plan 2014.
Executive summary
2. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Henderson-Massey Local Board Plan 2014. This includes ensuring any person submitting on the Draft Henderson-Massey Local Board Plan 2014 is given reasonable opportunity to be heard.
3. 224 submissions were received to the Draft Henderson-Massey Local Board Plan 2014. Of these, 49 were proforma submissions related to Smoke Free issues. 34 submissions were received to all draft local board plans.
4. 46 submitters requested the opportunity to speak in support of their submission at a public hearing.
5. The Henderson-Massey Local Board asked submitters for feedback on four questions.
6. Question one asked submitters what they thought of the idea of a shared space on Great North Road in Henderson. A total of 80 responses were received, 71 of which were in support.
7. Question two asked submitters what they thought of the idea of renaming the Red Hills area of Massey and asked for suggestions for a new name. Of the 61 responses to this question, 34 supported the idea and there were 27 suggestions for new names.
8. Question three asked whether submitters had any other comments regarding the outcomes, objectives and initiatives contained in the Draft Henderson-Massey Local Board Plan 2014. These comments are examined in more depth in paragraphs 21 to 27 of this report.
9. Question four asked submitters whether they believed there was anything missing from the plan. 82 comments were made relating to the board’s outcomes, and 137 comments were made relating to issues unrelated to these outcomes. Of these 49 comments were related to Smokefree initiatives.

Comments
Context
10. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Henderson-Massey Local Board Plan 2014. This includes ensuring any person submitting on the Draft Henderson-Massey Local Board Plan 2014 is given reasonable opportunity to be heard.
11. This report provides statistics on submissions received to the Draft Henderson-Massey Local Board Plan 2014 and a brief high-level analysis of key themes and topics.
12. More detailed analysis of submissions will be provided to the local board workshop on 16 September 2014.
13. The consultation period for the Draft Henderson-Massey Local Board Plan 2014 was held from 7 July 2014 to 5pm 6 August 2014.
Submissions
14. Council received and processed 224 submissions to the Draft Henderson-Massey Local Board Plan 2014 with 46 submitters requesting to be heard.
15. 49 pro forma submissions were received to the Henderson-Massey Local Board Plan 2014. These were related a SmokeFree policy in the Henderson-Massey Local Board area.
16. Copies of submissions to the Draft Henderson-Massey Local Board Plan 2014 are provided in attachment A of this report.
Overview of feedback from submissions to the Draft Henderson-Massey Local Board Plan 2014
17. The Henderson-Massey Local Board asked submitters for feedback on four questions.
Question one asked submitters what they thought of the idea of a shared space on Great North Road in Henderson between Henderson Valley Road and Edmonton Road.
Of the 80 responses received to this question, 71 agreed with the idea.

19. Question two asked submitters what they thought of the idea of renaming the Red Hills area of Massey and asked for suggestions for a new name. Of the 61 responses to this question, 34 supported the idea.
20. There were 27 suggestions for new names. There was a range of suggested names, the one that occurred the most times was “West Hills”. This was suggested by 5 submitters.

21. Question three asked submitters if they had any comments on the outcomes, objectives and initiatives detailed in the Draft Henderson-Massey Local Board Plan 2014. Owing to the large number of outcomes, objectives and initiatives, the data is widely spread, with small numbers responding to individual items
22. Outcome –Extraordinarily liveable growth together with its objectives and initiatives received 25 comments.
23. Outcome – A vital business sector that creates valued local employment opportunities received 20 comments.
24. Outcome – A community where we know our neighbours, work together on issues and value diversity received a total of 33 responses. Nine responses were received in support of People feel safe in our area.
25. Outcome – A good life for young and old received 35 comments, 30 of which were in support of the outcome and its initiatives.
26. Outcome – Getting back to our eco-city roots received 46 responses in total. Within this outcome the objective Improve our coastal and waterway environment received nine responses in support seven responses in support were received to Extend community stream projects to waterways in greenfield growth areas to preserve water quality in Waitemata Harbour.
27. Outcome – Real transport choices between walking, cycling, public transport and cars received a total of 173 comments. An integrated walking and cycling network providing active transport choices received 15 responses in support and 32 other comments. 10 responses were received in support of North Western motorway is built to dedicated busway standard. Complete trail network around Te Atatu Peninsula Cycle/walkway from Westgate to Fred Taylor Park received 6 comments in support and a further 32 other comments.
28. Question four asked submitters whether they believed there were any items missing from the Draft Henderson-Massey Local Board Plan 2014. Table 1 indicates the number of missing items for each outcome.

29. Of the 37 responses related to the Real transport choices between walking, cycling, public transport and cars 32 related to the Te Atatu Peninsula Moving Forward Initiative.
30. Other items identified as missing from the plan that did not fit within the outcomes, objectives and initiatives, included 10 related to local arts, culture and events services, 17 related to local parks services, 15 related to local recreation services and 12 related to local built and natural environment. There were 49 comments in relation to Smoke Free issues and a further 16 comments on Smoke Free issues were included in the submissions directed to all boards.
31. Submitters also made comments unrelated to the board’s outcomes, objectives and initiatives. The most notable topic areas are listed below:
· 11 submitters made general comments about the plan, although no common themes emerged
· 45 responses were regarded as being out of scope. Of these, 35 were related to the Avondale Community Preschool.
· 12 submitters generally agreed with the plan.
Next steps
32. Decisions on the final Henderson-Massey Local Board Plan 2014 will be made at the decision-making meeting on 16 October 2014.
Consideration
Local board views and implications
33. The Henderson-Massey Local Board will consider all submissions to the Draft Henderson-Massey Local Board Plan 2014 at the Local Board Plan 2014 hearing meeting on Tuesday 9th September at TBC.
Māori impact statement
34. The Henderson-Massey Local Board has given consideration to Māori outcomes throughout the development of the Henderson-Massey Local Board Plan; consequently the implementation of the Plan has the potential for positive outcomes for Māori.
35. Along with western and central local boards, the Henderson-Massey Local Board met with mana whenua authorities to review its draft Local Board Plan. Views expressed by mana whenua authorities during this hui have been considered in the development of the draft Plan.
36. The Henderson-Massey Local Board has also engaged with mataawaka through activities that were accessible to the general public, as well as holding an engagement event during Waitangi Day celebrations at Hoani Waititi marae in the early stages of the Plan’s development and has met with mataawaka during the consultation period.
37. The outcomes, objectives and initiatives included in the Plan will support the delivery of the Auckland Plan Transformational Shift 6 – “significantly lift Māori social and economic wellbeing”. The draft Local Board Plan describes some of the ways the Henderson-Massey Local Board will work together with mana whenua and mataawaka. This includes partnering with Te Whanau O Waipareira on a community project, investigating partnering with Māori organisations to upskill Māori for employment opportunities, and partnering with manu whenua as kaitiaki to express kaitiakitanga aspirations through community environmental leadership.
Implementation
38. Implementation issues on the various matters raised in submissions will be considered at deliberation meetings on the Draft Henderson-Massey Local Board Plan on 16th and 17th September 2014.
