Summary of submissions to the Draft Upper Harbour Local Board Plan 2014

Purpose
1. This report provides high-level analysis of key themes contained in submissions to the Draft Upper Harbour Local Board Plan 2014.
Executive summary
2. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Upper Harbour Local Board Plan 2014. This includes ensuring any person submitting on the Draft Upper Harbour Local Board Plan 2014 is given reasonable opportunity to be heard.
3. 150 submissions were received to the Draft Upper Harbour Local Board Plan 2014. Of these, 28 were proforma based submissions relating to Smokefree issues, 34 submissions were received to all draft local board plans.
4. 30 submitters requested the opportunity to speak in support of their submission at a public hearing.
5. The Upper Harbour Local Board asked submitters for feedback on four questions.
6. Question one asked submitters whether indoor sports facilities or outdoor sports fields are more important to them at the moment. 57% of those who responded to this question selected indoor sports facilities.
7. Question two asked submitters to identify the one thing that is missing in the Upper Harbour area that is extremely important for the future. There were 43 responses, with 11 being related to transport.
8. Question three asked whether submitters had any other comments regarding the outcomes, objectives and initiatives contained in the Draft Upper Harbour Local Board Plan 2014. Owing to the large number of outcomes, objectives and initiatives, the data is widely spread, with small numbers responding to individual items.
9. Question four asked submitters whether they believed there was anything missing from the plan. 15 comments were made relating to the board’s outcomes, and 65 comments were made relating to issues unrelated to these outcomes. Of these 20 comments were related to Smokefree initiatives.
That the Local Board Plan Hearings - Upper Harbour Local Board: a) receive submissions on the Draft Upper Harbour Local Board Plan 2014. b) hear the relevant submissions on the Draft Upper Harbour Local Board Plan 2014. c) thank submitters for their verbal presentations on the Draft Upper Harbour Local Board Plan 2014. d) consider any potential amendments to the Draft Upper Harbour Local Board Plan 2014.

Comments
Context
10. The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Upper Harbour Local Board Plan 2014. This includes ensuring any person submitting on the Draft Upper Harbour Local Board Plan 2014 is given reasonable opportunity to be heard.
11. This report provides statistics on submissions received to the Draft Upper Harbour Local Board Plan 2014 and a brief high-level analysis of key themes and topics.
12. More detailed analysis of submissions will be provided to the local board workshop on 2 September 2014.
13. The consultation period for the Draft Upper Harbour Local Board Plan 2014 was held from 7 July 2014 to 5pm 6 August 2014.
Submissions
14. Council received and processed 150 submissions to the Draft Upper Harbour Local Board Plan 2014 with 30 submitters requesting to be heard.
15. 28 pro forma based submissions were received to the Upper Harbour Local Board Plan 2014. These all advocated for a strengthened SmokeFree policy in the Upper Harbour Local Board area.
16. Copies of submissions to the Draft Upper Harbour Local Board Plan 2014 are provided in attachment A of this report.
Overview of feedback from submissions to the Draft Upper Harbour Local Board Plan 2014
17. The Upper Harbour Local Board asked submitters for feedback on four questions.
18. Question one asked submitters whether indoor sports facilities or outdoor sports fields are more important to them at the moment. Of the 69 submitters that responded to this question, 39 indicated that indoor sports facilities were more important to them at the moment.
19. Question two asked submitters to identify the one thing that is missing in the Upper Harbour area that is extremely important for the future. 43 submitters responded to this question. The responses covered a range of items with transport being the most numerous with 11 responses.
20. Question three asked submitters if they had any comments on the outcomes, objectives and initiatives detailed in the Draft Upper Harbour Local Board Plan 2014. Owing to the large number of outcomes, objectives and initiatives, the data is widely spread, with small numbers responding to individual items.
21. Outcome – An attractive built environment together with its objectives and initiatives, received 18 comments.
22. Outcome – High quality sports and recreation facilities received 71 comments, 11 responses supported the objective Complete the construction of the Albany Stadium Pool and promote its use.
23. Outcome – An expansive business environment received 13 responses in support.
24. Outcome – A protected natural environment received 76 comments, 74 of which were in support of the outcome and its initiatives. Of these, the largest single number related to Smokefree initiatives.
25. Outcome – A well connected the accessible Upper Harbour received 74 responses in support. Within this outcome the objective Well connected and easily accessible public transport received 25 responses in support and 18 comments were received in support of the objective Improve the road network and access to walkways and cycleways.
26. Outcome – Accountable and transparent reporting received a total of nine comments.
27. Question four asked submitters whether they believed there were any items missing from the Draft Upper Harbour Local Board Plan 2014. Table 1 indicates the number of missing items for each outcome.

28. There were no common themes identified within comments to these outcome areas.
29. Other items identified as missing from the plan that did not fit within the outcomes, objectives and initiatives, included seven related to local transport and seven related to local governance. There were 20 comments in relation to Smoke Free issues and a further 16 comments on Smoke Free issues were included in the submissions directed to all boards.
30. Submitters also made comments unrelated to the board’s outcomes, objectives and initiatives. The most notable topic areas are listed below:
· 21 submitters made general comments about the plan, although no common themes emerged
31. At a high level most submitters who commented were supportive of the draft plan, notwithstanding the fact that many submitters made suggestions for changes.
Next steps
32. Decisions on the final Upper Harbour Local Board Plan 2014 will be made at the decision-making meeting on 14 October 2014.
Consideration
Local board views and implications
33. The Upper Harbour Local Board will consider all submissions to the Draft Upper Harbour Local Board Plan 2014 at the Local Board Plan 2014 hearing meeting on Tuesday 2nd September at 12.30 pm at the Upper Harbour Local Board office, off of Kell Drive, in the Albany Village.
Māori impact statement
34. The Upper Harbour Local Board has given consideration to Māori outcomes throughout the development of the Upper Harbour Local Board Plan; consequently the implementation of the plan has the potential to contribute to positive outcomes for Māori.
35. The outcomes, objectives and initiatives included in the plan will support the delivery of the Auckland Plan. All of the plan will benefit Māori as part of the Board’s community. As part of the draft Plan the Board intends to work closely with mana whenua on a number of initiatives such as assisting in the creation of a marae at Onekiritea – Bomb Point, the completion of the Albany Community Hub and environmental initiatives where mana whenua have a role as kaitiaki. Other areas of the draft Plan such as its initiatives focusing on youth (employment, cultural and recreational), smoke-free parks or public transport initiatives are also likely to benefit Māori in the community.
Implementation
36. Implementation issues on the various matters raised in submissions will be considered when making decisions at decision-making meetings on the Draft Upper Harbour Local Board Plan on 14 October 2014.
