Summary of submissions to the Draft Waitematā Local Board Plan 2014

Purpose

1.       This report provides high-level analysis of key themes contained in submissions to the Draft Waitematā Local Board Plan 2014.

Executive summary

2.       The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Waitematā Local Board Plan 2014. This includes ensuring any person submitting on the Draft Waitematā Local Board Plan 2014 is given reasonable opportunity to be heard.

3.       213 submissions were received to the Draft Waitematā Local Board Plan 2014. Of these, 69 were proforma submissions relating to a variety of issues. 33 submissions were received to all draft local board plans.

4.       58 submitters requested the opportunity to speak in support of their submission at a public hearing.

5.       The Waitematā Local Board asked submitters for feedback on four questions.

6.       Question one asked submitters whether, on a scale of one to four, where four means the board have got it absolutely right, Waitematā Local Board are on the right track with their draft Local Board Plan. Out of 62 submitters who responded to this question, 48 gave a ranking of 3 or 4.

7.       Question two asked submitters to indicate their most important initiatives in the Draft Waitematā Local Board Plan.

8.       Question three asked whether submitters had any other comments regarding the outcomes, objectives and initiatives contained in the Draft Waitematā Local Board Plan 2014.

9.       Question four asked submitters whether they believed there was anything missing from the plan. 55 comments were made relating to the board’s outcomes, and 124 comments were made relating to issues unrelated to these outcomes. Of these 71 comments were related to Smokefree initiatives.

 

Recommendations

That the Local Board Plan Hearings - Waitematā Local Board:

a)   Receive submissions on the Draft Waitematā Local Board Plan 2014.

b)   Hear the relevant submissions on the Draft Waitematā Local Board Plan 2014.

c)   Thank submitters for their verbal presentations on the Draft Waitematā Local Board Plan 2014.

d)   Consider any potential amendments to the Draft Waitematā Local Board Plan 2014.

 

 


Comments

Context

10.     The Local Government Act 2002 and Local Government (Auckland Council) Act 2009 require Council to use the special consultative procedure in adopting the Waitematā Local Board Plan 2014. This includes ensuring any person submitting on the Draft Waitematā Local Board Plan 2014 is given reasonable opportunity to be heard.

11.     This report provides statistics on submissions received to the Draft Waitematā Local Board Plan 2014 and a brief high-level analysis of key themes and topics.

12.     More detailed analysis of submissions will be provided to the local board special meeting on the Tuesday, 16 September 2014.

13.     The consultation period for the Draft Waitematā Local Board Plan 2014 was held from 7 July 2014 to 5pm 6 August 2014.

Submissions

14.     Council received and processed 213 submissions to the Draft Waitematā Local Board Plan 2014 with 58 submitters requesting to be heard.

15.     Copies of submissions to the Draft Waitematā Local Board Plan 2014 are provided in attachment A of this report.

Overview of feedback from submissions to the Draft Waitematā Local Board Plan 2014

16.     The Waitematā Local Board asked submitters for feedback on four questions.

17.     Question one asked submitters whether, on a scale of one to four, Waitematā Local Board are on the right track with their proposed projects, initiatives and advocacy.  A ranking of four means that the Waitematā Local Board are on the right track.

Question two asked submitters to indicate what initiatives in the Draft Waitematā Local Board Plan are most important to them. Owing to the large numbers of initiatives contained in the Plan, individual items received a low number of responses. The top 4 are shown in table 2 below.

19.     Question three asked whether submitters had any other comments regarding the outcomes, objectives and initiatives contained in the Draft Waitematā Local Board Plan 2014.

20.     Outcome - A distinctive, high quality built environment that embraces our heritage and its initiatives– received a total of 63 comments.14 comments related to the objective Identify, promote and protect our distinctive heritage and historic places.

21.     Outcome – Connected, accessible and safe transport choices and its initiatives received 81 comments. Of these 19 related to the objective Improve and increase pedestrian, cycling and public transport options and connections and 13 were related to the objective Improve parking and traffic management on our streets.

22.     Outcome - Waitemata, the innovative economic Hub of Auckland received 15 comments.

23.     Outcome - Protecting and enhancing natural environment received 35 comments. 19 submitters indicated they supported the outcome Reduce waste as we work towards zero waste to landfill by 2040.

24.     Outcome - Quality parks, open spaces and community facilities created for people to use and enjoy received 62 comments.

25.     Outcome - Strong Communities that are inclusive, vibrant and engaged across Waitemata received 35 comments.

26.     Question four asked submitters if there was anything missing from the Waitematā Local Board Plan 2014. The details are shown in table 3 below.

27.     Of the 24 responses to the items missing from the theme Protecting and enhancing natural environment, 16 were related to the disposal of plastic.

28.     There were no common themes identified within comments to the other outcome areas.

29.     Amongst items identified as missing were a further 71 comments in relation to SmokeFree initiatives, with a further 16 comments on this subject directed to all boards.

30.     There were 22 general comments about the Waitematā Local Board Plan 2014, but these contained no common themes.

Next steps

31.     Decisions on the final Waitematā Local Board Plan 2014 will be made at the decision-making meeting on 14 October 2014.

Consideration

Local board views and implications

32.     The Waitematā Local Board will consider all submissions to the Draft Waitematā Local Board Plan 2014 at the Local Board Plan 2014 hearing meetings on Tuesday 2 September and 3 September 2014.

Māori impact statement

33.     The Waitematā Local Board has given consideration to Māori outcomes throughout the development of the Waitematā Local Board Plan, consequently the implementation of the Plan has the potential for positive outcomes for Māori. 

34.     Local mana whenua were invited to a sub-regional hui on the 14 July 2014 where they were consulted on the draft plans of Central and West local boards including Waitematā.

35.     The Waitematā Local Board aimed to engage with Māori rate payers and residents through engagement activities that were accessible to the general public as well as targeted stakeholder events both in the early stages of the Plan’s development and throughout the consultation period. The priorities and preferences expressed by Māori rate payers and residents have been considered in the development of the draft Plan.

36.     This draft Local Board Plan describes some of the ways the board would like to work in partnership with mana whenua, including kaitiakitanga, inclusion and recognition of Maori culture and heritage, and the guardianship of our environment and special places.

Implementation

37.     Implementation issues on the various matters raised in submissions will be considered at a decision-making meeting on the Draft Waitematā Local Board Plan 2014 on Tuesday, 16 September 2014.
