1          Apologies

MOVED by Member M Devlin, seconded by Member J Clews:  

That the Seniors Advisory Panel:

a)         accept the apology from member Roger Fowler for lateness.

2          Declaration of Interest

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

 

Member Richard Northey declared a non-pecuniary interest at item 7.

 

3          Confirmation of Minutes

 

Member R Fowler entered the meeting at 10:05 am.

That the Seniors Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Monday 4 August 2014, as a true and correct record.

4          Extraordinary Business

There was no extraordinary business.

 

Secretarial note:       The Lead Officer Support took the Chair for the election of the chairperson.

Election of the Chairperson and Deputy Chairperson

 

Resolution number SEN/2014/20

MOVED by Member J Clews, seconded by Member J Lardner-Rivlin:  

That the Seniors Advisory Panel:

a)      agree that the chairperson and deputy chairperson be elected by closed ballot

b)      agree that the chairperson and deputy chairperson be elected using voting system A (as described in Schedule 7, Clause 25 of the Local Government Act 2002)

c)      elect Margaret Devlin as chairperson.

That the Seniors Advisory Panel:

d)         elect Russell Rigby as deputy chairperson.

Housing for older persons - work programme 2014/2014

MOVED by Member RJ Northey, seconded by Member J Blakey:  

That the Seniors Advisory Panel:

a)      receive the report

b)      be updated on the housing related workshop being held by council on
22 September 2014 (as per the Auckland Development Committee resolution of 11 September, Item 9.d)) at the earliest opportunity for discussion and response

c)      be asked for feedback on the policy of rental for housing for older persons.

Resolution number SEN/2014/24

MOVED by Member M Devlin, seconded by Member RJ Northey:  

That the Seniors Advisory Panel:

a)      advise of any issues particularly relevant to older people that should be considered in the development of the implementation plan

b)      advise of any relevant organisations that should be included in further targeted consultation.

Feedback on the Financial Policies

 

The working parties feedback was tabled for discussion.  Copies of the original feedback, and the amended final version, have been placed on the official copy of these minutes and can be viewed on the Auckland Council website as a minutes attachment.

That the Seniors Advisory Panel:

a)         receive and thank the working party for the information

b)        forward the panel’s feedback to the Financial Plan Policy and Budgeting team.

International Day of Older Persons (IDOP)

 

Staff spoke to the item in more depth.

 

Resolution number SEN/2014/26

MOVED by Member M Devlin, seconded by Member J Clews:  

That the Seniors Advisory Panel:

a)        provide advice to the council on ways the visibility of International Day of Older Persons might be increased in Auckland

b)        endorse the option of a Community Summit early 2015 to gather input on options to raise the profile of the International Day of Older Persons (IDOP)

c)        appoint the Chair to attend and speak at the IDOP function on 1 October 2014.

Seniors Advisory Panel - Work Programme Update

 

Staff distributed an updated copy of Attachment B for the ‘Pacific Peoples Work programme’ as it was incorrect in the agenda.

A copy of the programme has been placed on the official copy of these minutes and can be viewed on the Auckland Council website as a minutes attachment.

 

Resolution number SEN/2014/28

MOVED by Member RJ Northey, seconded by Member J Clews:  

That the Seniors Advisory Panel:

a)      note that its work programme has been ratified by the Regional Strategy and Policy Committee on 4 September 2014

b)      receive the work programme of the Ethnic Peoples and Pacific Advisory Panels and the recommended key priorities of the Youth Advisory Panel

c)      discuss opportunities for integration, alignment and collaboration between its work programme and that of the other panels.
