That the Unitary Plan Committee:

a)         accept apologies from Crs AJ Anae, CM Casey, Cr DA Krum and Josie Smith for non-attendance and Deputy Mayor Penny Hulse for lateness and early departure.

3          Confirmation of Minutes

MOVED by Cr MP Webster, seconded by Member  Ngamane:  

That the Unitary Plan Committee:

a)         confirm the ordinary minutes of its meeting, held on Tuesday, 12 August 2014, as a true and correct record.

7          Extraordinary Business

 

Resolution number UNI/2014/16

MOVED by Cr MP Webster, seconded by Member  Ngamane:  

That the Unitary Plan Committee:

a)         approve an extraordinary item regarding the EPA on King Salmon. This information was not included in a report on the agenda.

b)        note that the reason for urgency is that this information has implications for the Unitary Plan and must be included in a report that is in the process of being written.

Proposed Auckland Unitary Plan - delegations for mediation and hearings

 

 

Deputy Mayor Penny Hulse entered the meeting at 1.56pm

Cr W Walker retired from the meeting at 1.56pm

 

 

Resolution number UNI/2014/17

MOVED by Chairperson AM Filipaina, seconded by Cr MP Webster:  

That the Unitary Plan Committee:

a)      delegate to the Chair, Deputy Chair and two other members of the Unitary Plan Committee, (to be appointed by the Chair and Deputy Chair) the authority to confirm the council’s position in respect of submissions on the Proposed Auckland Unitary Plan at mediation sessions held by the Auckland Unitary Plan Independent Hearings Panel. A least three members are required for an urgent decision to be made.

b)      delegate to the Manager Regional and Local Planning and Manager Unitary Plan, the authority to confirm the council’s position in respect of technical matters (as opposed to policy matters) at mediation sessions held by the Auckland Unitary Plan Independent Hearings Panel and at the hearings.

c)      monitor the actions of the working group on a regular basis and if necessary review delegations in a) above as required.

That the Unitary Plan Committee:

a)         request feedback on the implications of the King Salmon Supreme Court decision on Unitary Plan provisions.

11        Procedural motion to exclude the public

Resolution number UNI/2014/19

MOVED by Chairperson AM Filipaina, seconded by Cr MP Webster:  

That the Unitary Plan Committee:

a)      exclude the public from the following part(s) of the proceedings of this meeting.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
