Purpose
1. The purpose of this report is to request that the Rodney and Hibiscus Coast Subdivision Local Board Funding Subcommittee consider a change of purpose to a grant allocated to the Te Awaroa Youth Club in November 2012.
Executive summary
2. In November 2012, the Te Awaroa Youth Club was granted $10,000 from the Rodney and Hibiscus Coast Subdivision Local Board Funding Subcommittee towards the Youth Vision development tool, to provide disadvantaged youth with constructive ways to address and better their situations.
3. On 10 February 2014, a letter was received by the Rodney Local Board chairperson to request the reallocation of the $10,000 to be used to cover an increase of $600 in rent, per week, in their current location;10 Awaroa Road, Helensville.

That the Rodney and Hibiscus Coast Subdivision Local Board Funding Sub Committee: a) approve the request from Te Awaroa Youth Club for a change to the purpose of a grant of $10,000 (allocated to the youth vision development tool, which provides disadvantaged youth with constructive ways to address and better their situations) to be reallocated to rent, at 10 Awaroa Road, Helensville, between March 2014 to March 2015.

4. On 16 November 2012, the Rodney and Hibiscus Coast Subdivision Local Board Funding Subcommittee resolved to grant $10,000 to the Te Awaroa Youth Club towards the Youth Vision development tool, which provides disadvantaged youth with constructive ways to address and better their situations (RHBF/2012/6).
5. The funding awarded for the Youth Vision development tool was to be spent between November 2012 to November 2013. Te Awaroa Youth Club (the club) uplifted the funding of $10,000 on 21 February 2013.
6. Subsequently, a request in writing, was received on 10 February 2014, from the manager of the Te Awaroa Youth Club, advising the subcommittee that they were seeking a reallocation of this grant (see Attachment A).
7. The club advised that they were no longer able to deliver the Youth Vision development programme due to a lack of support for the programme.
8. The club are therefore seeking approval to reallocate this grant, to cover the $600 per week increase in rent, at their current location;10 Awaroa Road, Helensville between March 2014 to March 2015.
Consideration
Local board views and implications
9. Local board feedback on the request for change of purpose was sought at a workshop with the Rodney and Hibiscus Coast Subdivision Local Board Funding Subcommittee on 14 October 2014.
Māori impact statement
10. Community Funding is a general programme of interest and accessible to a wide range of groups, including Maori. Maori are therefor likely to benefit alongside other groups in the community.
Implementation
11. Following the decision made, Community Development, Arts and Culture will notify the applicant of the subcommittee decision.
