Community Facility Development Fund - Kaipatiki Project

Purpose
1. To update the Funding Committee on the status of the Kaipātiki Project Community Facility Development Fund grant allocation of 2012 and recommend the grant be revoked and allocated back into the 2014/15 funding round.
Executive summary
2. Kaipātiki Project Inc applied to the Community Facility Development Fund in 2012 for funding to lodge resource and planning consents for the development of a new education centre on the North Shore. The organisation sought $52,500 and was granted $15,000.
3. The project stalled while more accurate costing’s and drawings were developed. During this time a new Business Proposal was developed which saw the project grow and change considerably. The group plan to seek support from the Kaipātiki Local Board and work towards gaining landowner approval and a lease over the proposed site on Eskdale Reserve. After this stage the group will then apply for resource consent and develop a funding plan. The group then hope to reapply to the Community Facility Development Fund for funding support for the new project.
4. This process may take some time so the group have elected not to uplift their $15,000 grant in the hope to gaining further funding at a later stage.
That the Devonport-Takapuna, Kaipatiki, Upper Harbour and ECB Subdivision Local Board Funding Committee: a) revoke resolution DTKUF/2012/13 which allocated $15,000 to the Kaipātiki Project in 2012. b) transfer the $15,000 to the contestable pool for the 2014-15 funding round of Community Facility Development Fund. |
Comments
5. The Community Facility Development Fund is a legacy North Shore City Council fund established to support the investment in physical infrastructure via the development or creation of key community facilities that fulfilled City Plan outcomes.
6. The Kaipātiki Project Inc was successful in receiving funding through the Community Facility Development Fund in July 2012 for resource and planning consents for the development of a new Education Centre at Eskdale Reserve. The organisation sought $52,500 and was granted $15,000. The funds were not uplifted during the twelve month term of the initial funding agreement. The funding agreement for this grant was extended further on 26 June 2013 for another twelve months.

Local board views and implications
9. The Kaipātiki Local Board Plan recognises the role that community facilities play in building a sense of pride and belonging and the need to ensure any new facilities are well planned and utilised.
Māori impact statement
10. Participation in communities is identified as a key direction for Maori in the Maori Plan for Tamaki Makaurau. The return of the Kaipātiki Project grant will offer opportunities for other community groups to develop community cohesion through community development projects in the Northern area.
Implementation
11. The Council Financial Control department has approved the process of the return of unspent grants to the contestable Community Facility Development Fund that have not met the terms of their funding agreement.
12. Any future application from the Kaipātiki Project group will be administered by the Community Facility Development Fund advisor and be considered by the Devonport-Takapuna, Kaipātiki, Upper Harbour and East Coast Bays subdivision Local Board Funding sub-committee.

Community Facility Development Fund applications 2014/15

Purpose
1. This report outlines the 2014/2015 Community Facility Development Fund applications and recommends funding allocations.
Executive summary
2. The Community Facility Development Fund supports the development of new facilities, or the re-development of existing facilities that clearly provide benefit to a wider community. This year the fund has a total allocation of $1,129,546, including $100,000 specifically for artificial turf or rubberized courts.
3. This fund had been run by the former North Shore City Council and at the 26 September 2012 meeting, the Northern Joint Funding Committee resolved: Resolution number NJFC/2012/7
‘That the Northern Joint Funding Committee establishes two sub-committees to be named respectively Devonport-Takapuna, Kaipatiki, Upper Harbour and East Coast Bays subdivision Local Board Funding sub-committee, and Rodney and Hibiscus Coast subdivision Local Board Funding Sub-committee, to consider and determine the funding applications and funding amount of the Legacy Rodney District and North Shore City councils; and
i) delegates to the Devonport-Takapuna, Kaipatiki, Upper Harbour and East Coast Bays subdivision Local Board Funding sub-committee the authority to consider and determine all the North Shore City Council legacy funding applications to the …Community Facility Development Fund…'
4. A funding round of the Community Facility Development Fund was advertised and received 18 applications when the applications closed on 15 August 2014. Funding support requested was $3,201,477 with a total project value of $6,947,813.
5. A copy of the legacy North Shore City Council Community Facility Development Fund Guidelines is attached (Attachment A) along with a summary of the applicant groups’ projects (Attachment B).

6. The Community Facility Development Fund is a legacy North Shore City Council fund established to support the investment in physical infrastructure via the development or creation of key community facilities that fulfilled City Plan outcomes. This report gives an overview of the level of interest in the 2014/15 funding round and asks the Devonport-Takapuna, Kaipatiki, Upper Harbour and East Coast Bays subdivision Local Board funding sub-committee to consider projects put forward by the groups, against the areas of community benefit, meeting identified community need, business viability and demonstrated links to community outcomes.
Purpose and General Overview of the Community Facility Development Fund
7. The purpose of the facilities fund is to support community focused organizations develop facilities, whose projects and service delivery outcomes contribute to the strengthening of community wellbeing in the former North Shore City area.
8. The facilities must be located within the areas of the Devonport-Takapuna, Kaipatiki, or Upper Harbour local boards or the East Coast Bays subdivision of the Hibiscus and Bays Local Board, and must be owned either by Council or by North Shore domiciled non-profit community organisations. Proposals from not-for profit community organisations that fall into one or more of the categories listed under the title “Who is not eligible for funding” will not be considered for funding.
9. One-off major maintenance or renewal projects may be considered but, in general, costs of programmed maintenance of an ongoing nature will not be funded through the Facilities Fund. Additionally debt servicing and retrospective costs are ineligible.
10. Generally the council is a partner funder rather than a primary funder with priority for funding allocations dependent on the merit of each proposal. Priority will also be given to predominantly voluntary organizations who have limited resources to other sources of funding.

Local board views and implications
11. This report is for a sub-committee of local boards. The former North Shore City area local boards are represented on this subcommittee.
Māori impact statement
12. Community Facility Development projects benefit all communities in the North Shore area. In particular projects that link to Council’s Auckland Plan Strategic Priorities for Maori. Priority five states Council wishes to “support sustainable development of Maori customs’, leadership, community and partnerships.”
13. The Maori Plan for Tamaki Makaurau includes key directions; “Improve Quality of Life” and “Promote Distinctive Identity”. These key directions include sections encompassing health and wellness and sport and leisure. The Community Facility Development Fund projects will contribute towards achieving these key directions. This Fund is promoted by Council’s Community, Arts, Sports Advisors and community stakeholders who have local connections to Maori community, arts and sports groups.
Implementation
Financial and Resourcing Implications
14. There are no financial implications as the budget is already available and the scheme is being operationally supported by council officers.
15. Grants to community organisations do not involve a transfer of goods and services and therefore GST is not applicable on Council grants.
Legal and Legislative Implications
16. Council will enter into funding agreements with successful applicants. The timeframe in which funding agreements will need to be entered into is adequate, 30 June 2015.

North Shore Heritage Fund Allocation 2014/2015

Purpose
1. This report requests that the Devonport-Takapuna, Kaipātiki, Upper Harbour and East Coast Bays Subdivision Local Board Funding subcommittee consider the allocation of $50,000 to the North Shore Heritage Trust for the 2014/2015 financial year.
Executive summary
2. This report provides the Devonport-Takapuna, Kaipātiki, Upper Harbour and East Coast Bays Subdivision Local Board Funding subcommittee with background information on the North Shore Heritage Trust and requests that the Funding Committee consider the allocation of $50,000 to the North Shore Heritage Trust.
3. The North Shore Heritage Trust has administrative responsibility for a community funding scheme aimed at raising public awareness and encouraging the retention of heritage in the area of the former North Shore City Council.

Comments
4. Auckland Council considers there is a net public benefit derived from providing individuals and community groups caring for privately owned heritage features with funds towards maintenance and conservation costs. The Auckland Council Annual Plan for the 2014/2015 financial year sets aside $50,000 in funding for North Shore Heritage.
5. The current interim approach to community funding endorsed by the Regional Development and Operations Committee (RDOC) in May 2011 allocated decision-making responsibility over the North Shore Heritage Fund to the Northern Local boards. In March 2014, the Regional Strategy and Policy Committee endorsed the extension of this interim approach to community funding for the 2014/2015 financial year.
6. In May 2014 the Northern Joint Funding Committee resolved to establish two sub-committees to consider and determine the funding applications and funding amounts of the legacy Rodney District and North Shore City councils. Authority to consider and determine all North Shore City Council legacy funding applications, including allocation of North Shore Heritage Funding was delegated to the Devonport-Takapuna, Kaipatiki, Upper Harbour and ECB Subdivision Local Board Funding Committee.
7. The North Shore Heritage Trust was established as a Charitable Trust in 2002 for the purpose of raising public awareness and encouraging the retention of North Shore’s heritage. Along with providing advice and encouragement to owners of heritage properties, the Trust administers a fund that provides grants with an average value of $5,000 towards the restoration and repair of heritage buildings. The North Shore Heritage Trust receives advice and assistance from the Auckland Council Principal Heritage Advisor North when assessing applications, and makes funding decisions using the attached assessment guidelines.
8. Grant allocation decisions are made by the North Shore Heritage Trust trustees at bimonthly meetings. The current trustees are Patricia Stafford-Bush (Chairperson), Denys Oldham, Genevieve Becroft, Carolyn O’Neil, Bruce Wilde, Jonathan Cutler and Alastair Fletcher and the current Council trustee Dianne Hale of the Devonport-Takapuna Local Board. The minimum number of Trustees is seven including one council appointed trustee, and the maximum is nine. Non-Council Trustees are appointed by the existing Trustees through a process of advertising and obtaining expressions of interest.
9. The Trust deed includes a provision for Council to provide further funding to the North Shore Heritage Trust, to provide funds to enable the trustees to carry out the charitable purposes of the Trust. Since 2002, when the Trust was established, the North Shore Heritage Trust has received annual Council funding of $50,000. Though the Trust is able to receive donations from other sponsors, it has not been successful in securing any other funding sources. To date all funds managed by the Trust have been granted by Council. Any funding not allocated in the financial year in which it was granted remains in the Trust account to be granted to future applications. The Trust currently holds a total of $86,949 in two accounts, of which $47,449 remains unallocated
10. Grants allocated by the Trust are valid for two years from the date of the funds being committed. The applicants are notified and they have two years in which to complete their project and uplift the funding. Grants are only paid out once projects have been completed and inspected by two Trustees and the Auckland Council Principal Heritage Advisor North to ensure the restorations are made to the required standards. All grants are paid by cheque requiring two signatures from the Trustees appointed as signatories to the Trust account. The Trust is audited annually after the 30th June financial year end by Audit New Zealand as required by the Auditor General of New Zealand. The Trust then provides an audited annual report and audited financial report to the Auckland Council in October.
11. Any grant funding that has been allocated to projects but is not uplifted (due to project costs being less than expected, grants expiring or projects being cancelled) goes back into the general pool of funding available to be reallocated. Any funds received by Auckland Council and not allocated within the financial year also stay within the general funding pool to be allocated in subsequent years.
12. In addition to financial support, Auckland Council currently supports the Trust through the provision of fund administration services, provision of expert heritage advice and secretarial support.
13. During the 2013/14 financial year the North Shore Heritage Trust met 6 times and considered 15 applications, two applications have been declined due to not meeting the fund criteria. In total $40,000 has been allocated out of the 2013/14 funding received, and from carried-over previous years’ funds. Further information on the actions of the North Shore Heritage Trust is provided in the attached Annual Report 2013/2014.
14. The current support from Auckland Council for the North Shore Heritage Trust is subject to change pending the adoption of the Community Grants Policy. Should the Community Grants Policy be adopted and implemented for the 2015/2016 financial year, all legacy funding schemes including the North Shore Heritage funding scheme will no longer be delivered. Community funding to support heritage outcomes would be delivered through proposed local and regional grants programmes.
Consideration
15. It is recommended that the Devonport-Takapuna, Kaipatiki, Upper Harbour and ECB Subdivision Local Board Funding Committee approve the allocation of $50,000 to the North Shore Heritage Trust.

17. The provision of community funding to support historic heritage initiatives provides opportunities for all Aucklanders to undertake projects, programmes and activities.
General
18. Finance and resourcing requirements for support of the North Shore Heritage Trust are within current heritage incentive budgets provided in the Long Term Plan.

19. No implementation issues have been identified. The fund will be allocated in accordance with the decision of the Devonport-Takapuna, Kaipatiki, Upper Harbour and ECB Subdivision Local Board Funding Committee.

Purpose
1. The purpose of this report is to present the applications received for round one of the Strengthening Communities Fund – Round One, 2014-15. The Devonport-Takapuna, Kaipatiki, Upper Harbour and East Coast Bays Subdivision Local Board Funding Subcommittee is required to fund, part-fund or decline these applications.
Executive summary
2. For the 2014-15 financial year, the subcommittee set a total community funding budget of $474,614. This is the first round for the financial year.
3. Forty-nine applications were received in this round, with a total request of $1,215,786.

4. In March 2014, the Regional Strategy and Policy Committee resolved to continue the interim community funding approach for the 2014/2015 financial year (REG/2014/36).This interim community funding approach remains in place until the adoption and implementation of the new Community Grants policy.
5. Two community funding rounds are scheduled for this financial year. This first round closed on 15 July 2014.
6. The purpose of the Strengthening Communities Fund is to support activities that align with Council’s strategic goals and to enhance or strengthen community cohesion and participation. The Strengthening Communities Fund focus is to support organisations and activities that benefit multiple local communities in the subcommittee area.
7. Grants support operational funding, one-off projects, events and small capital works up to $30,000.
8. This fund is allocated at the subcommittee’s discretion. In accordance with its fiduciary duties, the subcommittee is to act honestly, avoid conflicts of interest and act in what the subcommittee believes to be the best interests of the community.
9. Round one of the Strengthening Communities Fund closed on 15 July 2014. The fund was advertised through local community networks, local publications and on the Auckland Council website.
10. For the 2014-15 financial year, the Devonport-Takapuna, Kaipatiki, Upper Harbour and East Coast Bays Subdivision Local Board Funding subcommittee set a total community funding budget of $474,614. None of this budget has been allocated to date.
