TERMS OF REFERENCE
Purpose
· Provide advice to the council in relation to:
- the direction and content of strategies, policies and initiatives
- any matter that the panel considers to be of particular interest or concern to the historic heritage of Auckland
· To deliver advice for improving the promotion and management of historic heritage of the Auckland region
· Advise Auckland Council on council processes and mechanisms for engagement with the historic heritage community, including owners of heritage buildings in Auckland.
· To recommend historic heritage expert membership and provide advice to the Auckland Urban Design Panel.
Scope
To provide a forum for the consideration of issues affecting historic heritage of the Auckland region and provide advice to the council.
Priorities
The priorities for the panel include:
· Historic Heritage Plan
· Issues relating to the Unitary Plan
· Council processes
· Input into the Auckland Urban Design Panel.
Membership
The panel’s spokesperson is its chairperson.

4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

(a) That item may be discussed at that meeting if-

Purpose
1. Providing the opportunity for people to address the Panel on various important heritage issues.
Executive summary
2. Michael Wood, Puketapapa Local Board member will present on the 143 White Swan Road, Mt Roskill heritage building, Turret House.
3. Paul Baragwanath and Helen Schnabel, representing Friends of St David’s, will voice their concerns regarding St David’s Church, Khyber Pass, Grafton.
4. At the Chairman’s request, Tipa Compain, Maori Policy and Engagement Manager of Auckland Transport (AT) will present on the very sensitive archaeological cultural heritage work AT is doing in regard to the Auckland Manukau Eastern Transport Initiative (AMETI) highway construction works at Panmure.

Demolition of 43 Arthur Street, Grey Lynn
File No.: CP2014/25780
Purpose
1. To discuss the demolition of a pre-1940 bungalow in the Residential 1 zone, located at
43 Arthur Street, Freemans Bay.
Executive summary
2. The applicant was originally granted resource consent for additions and alterations in August 2014. After beginning works on the existing building the applicant found the wood to be rotten and borer was present. As a result most of the building was demolished.
3. The applicant has since sought resource consent for demolition (retrospective). The applicant intends to build the dwelling as per the previous resource consent for additions and alterations.
4. The consent has been identified as contentious and a decision will be made by independent commissioners, who were appointed by the Hearings Committee on 4 November.

Work programme - Sites of Significance and value to Iwi

Purpose
1. To provide a brief update on council’s work programme relating to Sites of Significance and value to iwi.
Executive summary
2. Council has provided, through the Annual Plan, significant budget to develop and implement a long term work program focused on improving the identification, assessment and management of sites of significance/value to iwi.
3. There are two work streams currently underway.
4. The first is a desktop review of the accuracy of the archaeological records relating to 3600 sites of value within the PAUP. This work only relates to archaeological records and does not assess Iwi values. The first stage of this work is expected to be completed at the end of the year. There will be ongoing work as a result of the findings of this work. The extent and nature of the work will be dependent on the relationship with the second stream of work as well as on the PAUP hearings outcome.
5. The second work stream is a program to identify and assess sites of value and significance to iwi. The outcomes of this work would lead to agreed management approaches including scheduling in the Unitary Plan via a plan change.
6. Subject to funding through the Long-term Plan (LTP), it is intended to establish a resource (two - four staff) within the Heritage Team to advance this work. Initially however, this work is being progressed by reallocating internal staff and engaging a team of consultants experienced in this area. The team is:
i. Keita Kohere, Heritage Unit
ii Consultants:
- Amelia Linzey, Beca Carter
- Max Smitheram, Due North
- Antoine Coffin, Boffa Miskell
7. Hui have been held with Iwi who have established a working group to assist and advise on the project. A work program has been prepared and agreed with Iwi. The work program consists of the following steps:
- the identification of a process and protocol for collection and appropriate dissemination of information on SSI, including the protocols for managing information in respect of these sites.
- develop communication protocols –with Iwi and Landowners
- develop methodology for assessing and mapping
- identify management approaches to improve the protection of these sites.
- a pilot assessment of priority sites (approx. 20)
- review results
- apply tested methodology to an ongoing programme.

Issues raised by panel members

Purpose
1. To list issues that the panel members have raised since the last Heritage Advisory Panel meeting.
Executive summary
2. The Heritage Panel has previously discussed the contribution chimneys make to the heritage values of bungalows and villas, and the threat to them from potential requirements for their removal to address perceived earthquake risks. Members have recently raised the issue of the impact of council’s draft open fire policy on retention of chimneys.
3. The restoration of the Symonds St cemetery project – the Panel had noted a desire for a presentation from the Waitemata Local Board on their plans for the restoration of the cemetery.
4. Panel members have raised the issue of the future of the St James building following recent announcements.
5. Panel members recently raised concerns with regards to the risk to Maori heritage sites around Auckland.
6. The function of panel meetings. Housekeeping matters include whether we might discuss topics by email if there appears to be too few items on the agenda to justify a meeting in person and/or deadlines for submission of agenda items so that ‘light’ meeting agendas can be ‘filled in’ with some of the things we have identified in the past that we would like the panel to take a lead on.
