Kaipātiki Local Board Community Forum

 

The Kaipātiki Local Board holds two meetings a month – a business meeting for Council staff to present reports and a Community Forum meeting to enable greater community input.

 

The Kaipātiki Local Board’s Community Forum meetings are held on the fourth Wednesday of every month at 6:00 pm. These meetings enable the community to engage with the board via deputations, public forum, petitions, and reports from community and volunteer groups, with speakers allowed more time than is possible at ordinary business meetings. Community Forum will operate as a normal business meeting, with agendas and minutes published and resolutions passed.

6          Acknowledgements

 

6.1       Michelle Vergel de Dios - Auckland Council’s Youth Video Challenge

Purpose

1.       The Kaipātiki Local Board would like to acknowledge Michelle Vergel de Dios for winning the Auckland Council’s Youth Video Challenge.

Executive Summary

2.       The competition challenged young people to make a one minute video answering the question: “What should Auckland spend money on to become the world's most liveable city?” The aim of the competition was to encourage younger Aucklanders to engage with the early work on Long-term Plan 2015-2025 which sets the budget for the next ten years.

3.       Finalists were shortlisted by the Youth Advisory Panel and the winners were chosen based on the number of views that were generated on YouTube.

4.       Twenty-three year old Michelle Vergel de Dios from Totara Vale on the North Shore took out first place for her video titled ‘What is a city?’ which generated over 12,000 YouTube views.

 

Recommendation/s

That the Kaipātiki Local Board Community Forum:

a)      congratulate Michelle Vergel de Dios for winning the Auckland Council’s Youth Video Challenge.

 

 

 

6.2       Stephen Farrell - Gold Medalist at the Triathalon World Championships

Purpose

1.       The Kaipātiki Local Board would like to acknowledge Stephen Farrell, who won three gold medals in the men 50-54 age group at the triathlon world championships held in Edmonton in August and September. 

Executive Summary

2.       Birkenhead resident, Stephen Farrell, raced three events in five days and won them all - the aquathon (750m swim / 5 k run); the sprint distance event (750m swim / 20km bike ride / 5km run); and then the standard distance triathlon (1,500m swim / 40km bike ride / 10km run). His winning margins were 4 seconds; 7 seconds and then 35 seconds.

3.       It is thought no other competitor has ever won all three events.  Stephen then drove four days across Canada to compete in the World Half Ironman (70.3) Championships (2km swim / 90km bike ride / 21km run) and finished 7th.

 

Recommendation/s

That the Kaipātiki Local Board Community Forum:

a)      congratulate Stephen Farrell for winning three gold medals in the men 50-54 age group, at the Triathlon World Championships and his success in the World Half Ironman Championships .

8          Deputations

 

Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Kaipātiki Local Board Community Forum. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

 

8.1       Birkenhead Playcentre

Purpose

1.       The purpose of this deputation is to address the Kaipātiki Local Board regarding Birkenhead Playcentre.

Executive Summary

2.       Sabina Croll, PR Officer and Leanne Barnes, Property Officer, will be in attendance to address the Kaipātiki Local Board.

 

Recommendation/s

That the Kaipātiki Local Board Community Forum:

a)      receive the deputation from Sabina Croll and Leanne Barnes regarding Birkenhead Playcentre.

b)      thank Sabina Croll and Leanne Barnes for their attendance and presentation.

 

 

9          Public Forum

 

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from www members.

10        Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”
