8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days’ notice of subject matter and applications are approved by the Chairperson of the Board. Total speaking time per deputation is ten minutes or as resolved by the meeting.
9 Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

Monitoring Research Quarterly Report

Purpose
1. Providing the quarterly monitoring research report produced by Council’s Research, Investigations and Monitoring Unit (RIMU) for the Forum’s information.
Executive summary
2. The quarterly monitoring report was sent to elected members via email at the end of October (refer Attachment A) and covers the following topics:
· State of the Auckland environment report cards
· Research projects for 2015/2016
· Research strategy
· Threats to Auckland’s best agricultural land
· Auckland’s restored wetlands
· Auckland’s construction and engineering sector
· Changing transport trends
· Recent research activities.
3. The state of the environment report card for the Manukau Harbour is also attached for information (refer Attachment B).

Update on allocation of budgets by member Boards
File No.: CP2014/24870
Purpose
1. Providing an update to the Manukau Harbour Forum on the request to the nine member Local Boards for funding to implement the Forum’s action plan.
Executive summary
2. To achieve the Forum’s Vision & Strategy outcomes the Forum adopted a proposed work programme for 2014-2015 at their meeting held on Monday, 14 July 2014, where it was resolved:
Resolution number MHFJC/2014/1 MOVED by Member LT Fuli, seconded by Member BM Graham: a) That the Manukau Harbour Forum adopts the following projects as presented to the forum to deliver on the Manukau Harbour Forum Action Plan 2013 - 2015.
b) That the members of the Manukau Harbour Forum advocate to their local boards to allocate to the Manukau Harbour Forum, $8,500 for year one, and $15,800 for years two and three, per local board to implement the projects as listed above. c) That the Manukau Harbour Forum requests speaking rights for the Chair of the Manukau Harbour Forum at each of the Local Board meetings when they are considering this report. CARRIED |
3. The report and Forum resolutions were forwarded to the nine Local Boards to consider in their August round of meetings, for which the Chair and/or officers explained the proposed action plan and request.
4. The Forum were advised at their September meeting that seven of the nine local boards had considered and approved Year 1 funding.
5. The Whau Local Board considered the funding at their meeting held on 17 September 2014 and resolved as follows:
Resolution number WH/2014/2 MOVED by Member A Chand, seconded by Member R Manukia-Schaumkel: That the Whau Local Board: a) Accords the Jill Naysmith, Chairperson of the Manukau Harbour Forum speaking rights for this item. b) Allocates funding of $4,000 from its Infrastructure and Environmental Services budget for Whau river and harbours for 2014/15 to the Manukau Harbour Forum to enable an agreed action plan and work programme to progress. c) Will consider future funding through Long Term Plan process and advocacy to the governing body for the subsequent two years. CARRIED |
6. The Waitakere Ranges Local Board held a workshop to consider the request and will be forwarding a response to the Forum in regard to their position on this funding.

2. Allocation of the 2014/15 Infrastructure and Environmental Services Budget

MOVED by Member LT Fuli, seconded by Member MA Gush:
That the Ōtara-Papatoetoe Local Board:
a) approve funding the amount of $7,029 towards the Wai Care programme.
b) forward this report and associated resolutions to the Manukau Harbour Forum.
c) request that the Infrastructure and Environmental Unit engage with Contact Energy, and/or other interested stakeholders to provide full or part funding of the Wai Care programme to ensure sustainability of this educational programme.

1. Providing an update on the hui held with Mana Whenua representatives in October 2014.
Executive summary
2. The Forum have always acknowledged Mana Whenua as a key stakeholder in regard to the Manukau Harbour and wanted to start a dialogue with Iwi about how this relationship could progress.
3. An inaugural hui was held with representatives of the Forum, Mana Whenua and Council staff being present on Monday 13 October 2014.

Manukau Harbour Forum, Local Board and Mana Whenua meeting 13 0ctober 2014

David Rameka opened the hui and welcomed everyone present, followed by Victoria Villaraza providing an overview of the Manukau Harbour Forum and purpose of the hui.
Introductions were made by Manukau Harbour Forum members, Mana Whenua representatives and supporting Council staff.
The Chair of the Forum advised that it had been established by the nine local boards surrounding the harbour in 2011, with a view to championing sustainable management of the harbour. It enables the member boards to have a common voice to advocate and improve the health of the Manukau Harbour.
Vision:
Over the last term of Council the Forum established a Vision and Strategy Document, with related action plan, the adopted vision is:
The Manukau Harbour is recognised and valued as a significant cultural, ecological and economic asset, and through integrated management has a rich and diverse marine and terrestrial environment that is able to be enjoyed by all.
Feedback was received from Mana Whenua as follows:
· The health of the harbour is health of the people.
· I am the harbour –the harbour is me.
· The vision should be for the harbour rather than for the benefits from the harbour.
· Care for the harbour itself and the rest will follow.
· Prefer the language to be more cultural, e.g. ‘cultural taonga’ rather than ‘asset’.
· Current forum vision would be better to elevate the cultural or health value above the other values.
Workplan:
Forum’s workplan was presented to give all a view of what the money that has been allocated by Local Boards will fund this year: Communications focus to build public understanding and awareness. Public opinion is not yet behind the importance of uplifting the state of the Manukau Harbour and the communication plan could improve this awareness.
Flagship sites programme with industry and community to build awareness and commitment amongst business to harbour friendly management practices and pollution prevention.
Symposiums to bring together technical expertise to share knowledge about the harbour and fill in identified knowledge gaps.
Advocacy:
Manukau Harbour Forum has been an advocate within Council putting forward at each opportunity the importance of the Manukau Harbour. Governing Body has not yet seemed to allocate this a priority forum members and Mana Whenua believe it warrants.
The Marine Spatial Plan will be a great milestone in understanding the waters of the harbour and the effects of human interactions. Timing and funding of this is now uncertain. If this does not go ahead the Hydrodynamic Modelling of the Harbour needs to.
Central Government has not yet indicated a willingness to play a role wider role in funding or management.
Manukau is not the backdoor to Auckland it is the front door as 95% of people come in this way – we need to ensure that the Governing Body recognise this and provide appropriate funding to improve its health.
Feedback and Future Role of Mana Whenua:
Discussion took place on what was sought from Mana Whenua at this hui and what role they could have in the future of the Forum, with the following feedback:
· We are not here to rubber stamp a vision already adopted – is it able to be changed?
· Not interested in just an advocacy group, but if you are developing work programmes to improve the health and raise the profile of the state of the harbour then definitely interested.
· Our representation doesn’t change every three years we are ready and waiting to be involved to get the harbour back to how it was – sick moana/sick people, healthy moana/healthy people.
· Would like to be involved in flagship site programmes as an observer and receive information on research collation that has already been made.
· Is it possible to “reseed” natural kaimoana stocks?
· We are passionate to ensure the Manukau Harbour is not Auckland’s dumping ground.
· How can the Hauraki Gulf and Kaipara bask in glory whilst the Manukau is continually degraded?
The staff members from Waikato Tainui Te Kauhanganui Incorporated shared their experience in relation to the Waikato River Settlement and governance committee established which half were appointed by the Crown with half being Iwi representatives. The shared vision for the Waikato River was developed by all stakeholders and as such was something that all could advocate for:
Restoring and protecting the health and wellbeing of the Waikato River for future generations
The key here is that Iwi were involved from the start and has resulted in connecting the people back to the awa. Their goal is to integrate the vision and strategy with other users and kaitiaki of the river.
It was acknowledged that whilst some improvements had been made in the management of discharges to harbour but not enough. Progress the reduction of sewerage input to the harbour within ten years.
It was agreed that a further workshop was required and advice received in regard to possible membership of Mana Whenua on Forum.
