Irene Hemmingsen was in attendance to present to the Regulatory and Bylaws Committee regarding set nets at Browns Bay Beach.

Hibiscus and Bays Local Board Deputy Chairperson Greg Sayers was in attendance to present to the Regulatory and Bylaws Committee regarding proposed set netting restrictions.

Resolution number RBC/2014/54

MOVED by Chairperson CM Penrose, seconded by Deputy Chairperson DA Krum:  

That the Regulatory and Bylaws Committee:

a)      receive the presentation from the Hibiscus and Bays Local Board regarding the proposed set netting restrictions.

b)      thank Greg Sayers, Deputy Chairperson for Hibiscus and Bays Local Board, for attending the Regulatory and Bylaws Committee meeting.

Proposed summer set net control at Shakespear Regional Park beaches

 

Cr SL Stewart left the meeting at 11.35 am.

Cr SL Stewart returned to the meeting at 11.47 am.

Cr GS Wood left the meeting at 11.59 am.

Cr GS Wood returned to the meeting at 12.04 pm.

 

Secretarial note:          Changes to the original motion were incorporated in recommendation  a) with the agreement of the meeting, and as a Chair’s recommendation under b).

 

 

 

MOVED by Chairperson CM Penrose, seconded by Deputy Chairperson DA Krum:  

That the Regulatory and Bylaws Committee:

a)      adopt a summer set net control from 20 December to 31 March annually for Army Bay and Te Haruhi Bay at Shakespear Regional Park, extending 200 metres seaward of the mean high water springs.

b)      note that council staff will monitor set netting activities at Browns Bay, Hatfields Beach and Omaha Beach over the 2014/2015 summer period, and that evidence of public safety and nuisance issues be reviewed in 2015 at the time of the Rodney District Council – Prohibition of Set Netting Arkles Bay Bylaw review.

moved an amendment to the original motion as way of addition as follows:

b)         adopt a summer net control from 20 December to 31 March annually for Hatsfield Beach extending 200 metres seaward of the mean high water mark

c)         adopt a summer net control from 20 December to 31 March annually for Browns Bay and Omaha extending 200 metres seaward of the mean high water mark

That the Regulatory and Bylaws Committee:

a)      note the initiatives undertaken to support the implementation of the new Navigation Safety Bylaw 2014 and Controls.
