4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and

(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Rent Consultation Housing for Older Person Service

Purpose
1. To seek the Panel’s advice on the most effective method to consult with residents in the council’s Housing for Older Persons’ (HFOP) Service and other stakeholders, on the proposal to harmonise rents under the Long-term Plan (LTP).
Executive summary
2. The council owns social housing units in five legacy council areas with rents based on six different polices which vary from $52 to $221 per week. Rents had not increased for between three and six years prior to the application of a region wide 5 per cent increase for the 2014/2015 year.
3. Council considered four options as basis for setting uniform rentals:
1. 30 per cent of pre-tax income (housing affordability benchmark in Auckland Plan)
2. 70 per cent of market (equivalent to non-government social housing providers)
3. 25 per cent of after-tax income (equivalent to Housing New Zealand)
4. Status quo.
4. Council has adopted option 1 for consultation as part of the LTP. Under this scenario, all tenants would be paying rent below the housing affordability benchmark referenced in the Auckland Plan. The proposed policy reduces the cost to ratepayers whilst maintaining a rent level comparable to Housing New Zealand and affordable to tenants. It is also broadly consistent with the intent of the policies of the legacy councils.
5. Tenants’ new rentals would transition by capping the change in rent in any one year to no more than a $15 per week, either up or down. Rents would be increased each year in line with changes in tenants incomes. As 99.7 per cent of tenants are on government benefits, adjustments would take place when these are changed.
6. It is important that council consults with affected parties and stakeholders of the HFOP service as part of the LTP consultation process. Staff are seeking the Panel’s advice on how to accomplish this most effectively.
7. Staff will give a powerpoint presentation at the meeting.
That the Seniors Advisory Panel: a) note the decision of the Governing Body on 6 November 2014 that i. rents be harmonised across the council’s social housing units ii. be set at 30 per cent of tenants’ pre-tax income iii. for any given year, changes to annual rents (including increases and decreases) resulting be capped at $780 per unit (equivalent to $15 cap on weekly rents) b) provide advice on the most effective consultation process with residents and stakeholders. |

Arts and Culture Strategic Action Plan

Purpose
1. To provide an opportunity for formal feedback on the Arts and Culture Strategic Action Plan (ACSAP) so to inform the development of the delivery plan.
Executive summary
2. The Arts and Culture Strategic Action Plan (Part One) was adopted by the Arts and Culture Events Committee on 28 October 2014.
3. Further engagement on delivery will take place with local boards, mana whenua, mataawaka and stakeholders over November 2014 through to February 2015.
4. Part Two the delivery plan will be reported to committee by June 2015.
That the Seniors Advisory Panel: a) provide advice on issues particularly relevant to older people and advise of any organisations that should be included in further targeted consultation to inform the development of the delivery plan. |

That the Seniors Advisory Panel: a) adopt portfolios for a period of one year b) endorse that portfolios support the panel's programme of work and do not alter it or panel members' responsibilities c) endorse that portfolios can be adjusted with the agreement of the Chairperson.
