The Chairperson
opened the meeting and welcomed those present.

Members
were reminded of the need to be vigilant to stand aside from decision making
when a conflict arises between their role as a member and any private or other
external interest they might have.
Specifically
members are asked to identify any new interests they have not previously
disclosed, an interest that might be considered as a conflict of interest with
a matter on the agenda.
At its meeting on 28 November 2013, the
Waitakere Ranges Local Board resolved (resolution number WTK/2010/5) to record
any possible conflicts of interest in a register.

Waitakere Ranges Local Board Transport Fund Application

That the Waitākere
Ranges Local Board:
a)
Approves $20,000 from its Local Board
Transport Capital Fund to start the
investigation phase on several Oratia projects, which
includes footpaths on both northern and southern sides of West Coast Road,
kerb build outs and a pedestrian refuge on Shaw Road near its intersection
with West Coast Road, and a parking reassessment on the southern side of West
Coast Road.
b)
Approves $15,000 from its Local Board Transport Capital Fund to undertake the
initial survey and investigation works on the Waitakere Ranges foothills
walkway - Mountain Road from Opanuku Pipeline track to Henderson Valley Road.

findings for lily control options at the Claude Abel Reserve pond and the
associated lily control proposal.

that the board will have further face to face discussions with locals around
management options.

a) Resolves to review local dog access rules in the Waitakere
Ranges Local Board area in 2014/15 as follows:
i) a review of local beach and foreshore dog access rules.
ii) a review of local parks adjacent to beaches.
iii) a review of ‘picnic area’, ‘fitness apparatus’, ‘bushwalk’
and ‘protected wildlife area’ dog access rules.
iv) a review of the default dog access rule for local and sports
parks

Draft Community Facilities Network Plan

That the Waitākere
Ranges Local Board:
a)
Approves the feedback in the tabled document “feedback on the Draft
Community Facilities Network Plan”, subject to the following additional
points or amendments agreed at the meeting:
i)
delegates the authority to the Deputy Chair to make changes to
the list of community facilities
ii)
notes a strong correlation between the operating condition of
community centres and halls and their potential operating revenue and
percentage of use
iii)
the local board notes that recent deferrals of renewals will
have an impact on the viability of the community halls and centres.
b) Notes proposed revised
timeframes to include libraries in the Community Facilities Network Plan and
that further engagement with local boards will be undertaken to discuss the
libraries content and the final revised network plan.
