7          Update from Ward Councillors

 

An opportunity is provided for the Waitakere Ward Councillors to update the board on regional issues they have been involved with since the last meeting.

 

8          Deputations

 

Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Waitākere Ranges Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

 

8.1       Titirangi Festival of Music

Purpose

Dave Parker from the Titirangi Festival of Music 2015 has asked for an opportunity to update the board and discuss the following:

 

1.       Invitation

As our festival is part of the Auckland Council’s annual plan and also the local board has such a close supportive relationship with our event I would like to address the board early in the process. Next year’s festival is our 10th Anniversary and I would like to briefly outline the scope of the event and invite members of the local board to attend the festival opening and other activities.

 

2.       Festival outline

As usual we intend next year’s festival to be a community celebration with a mix of free family-friendly events and some top-line ticketed concerts. So I would like to put the board fully in the picture as to what is planned. I would also be interested in any feedback the board would like to offer.

 

3.       Survey

I would like to present some of the key findings from the independent survey initiated by Council and conducted by Colmar Brunton at this year’s festival.

 

4.       Issues

Because of the success of the festival we are expecting next year’s festival to be the best attended yet. This raises some issues that I would like to put forward for discussion:

 

a)    Cost - The festival will cost more next year due to some special programme features – for example the inclusion of more ‘street performers’ and some major musical artists, more extensive décor features such as flags, lights and general event décor.

These features will help enhance the festival experience for our audience and further enhance the festival’s prestige but will place more financial pressure on the event. I would like to raise the possibility of local board assistance in the shape of rental adjustments for facilities directly under Council control such as for the Memorial hall, Lopdell house theatre, Community house and our Festival office within the Lopdell house Precinct.

 

b)    Parking issues - We will be looking to deal with possible parking issues by running a shuttle bus from the bottom of Atkinson road and using local schools to help with over flow. I would like to discuss this and any assistance that could be given to us to enable us to provide this service.

c)    Sound issues - I would like to ask if there is anything the board can do to help address this issue. We always pay close attention as to how sound may impact on the surrounding community- through our attention to performance programming and the location and treatment of performance spaces, however our main venue (Memorial Hall) could be better sound-proofed by extra draping, but this is expensive, and also I would like to ask if any lenience or extra cooperation could be given to any sound complaints up to 11.30 pm.


 

 

 

Recommendation/s

That the Waitākere Ranges Local Board:

a)      Receives the deputation from Dave Parker, Titirangi Festival of Music 2015 and thank him for his presentation.

 

 

 

8.2       Glen Eden Community House

Purpose

Glen Eden Community House have asked for an opportunity to thank the board for their support and to provide an update on their Annual Report presented at their Annual General Meeting in October (attachment A)and achievements against its 2014-2015 Work plan as per agreement set-out below:  

The 2014-2015 funding agreement valued at $37,429 was negotiated and paid to Glen Eden Community House Inc in the first quarter.  This funding agreement outlines in it work plan how the programmes and activities at Glen Eden Community House contribute to the Waitakere Ranges Local Board priority outcome-promoting sustainable living and working.

The Glen Eden Community House have committed to do this through:

·        Promotion of its programmes and activities and the awareness raised across the community

·        Community participation and engagement in the programmes and activities held

The reporting requirements to Auckland Council are that:

·        Monthly statistics are provided

·        Quarterly reports on progress against its work plan which include highlights.

·        The Society’s annual report –financial account.

 

Recommendation/s

That the Waitākere Ranges Local Board:

a)      Receives the deputation from Glen Eden Community House and thank them for the presentation.

Proposed Safety Improvement work on Piha Road - Proposed crash barriers

Purpose

1.       This report provides a response to the submission made by the Waitakere Ranges Local Board dated 30th October 2014 on the proposed safety improvement work on Piha Road. In particular, the proposed crash barriers on Piha Road.

Executive Summary

2.       The New Zealand Transport Agency (NZTA) has developed a guide for road safety in New Zealand, changing the focus of road safety to safe system engineering, “Safer Journeys”.

3.       The “Safer Journeys” document identifies target areas for engineers to focus on to improve road safety, including:  safer speeds and more forgiving roadsides. As a result the “High-risk Rural Roads Guide” (HRRG) was developed by NZTA.

4.       This guide identifies loss of control crashes and speed as major contributors to deaths and serious injuries in New Zealand.

5.       Piha Road has been identified as a high risk rural road. To this end Auckland Transport undertook a crash reduction study which identified a number of areas where road safety issues were identified as being of concern.

6.       To address the specific issues identified, remedial action has been proposed. Crash barrier proposals were developed at two specific sites where a number of crashes have occurred.

7.       The specific locations outlined in this report present a risk to road users where a number of loss of control crashes have occurred. Given the geometry of the surrounding area, steep gradients and slopes alongside the road, the implication of not having a crash barrier increases the likelihood of someone being severely injured or killed. Research has indicated that loss of control type crashes account for 80% of serious injury crashes within 70 km/h speed environments.

8.       Auckland Transport appreciates the scenic importance of this area and the potential visual impact that crash barriers may have on visitors and residents of Piha.

9.       Auckland Transport has considered various mitigation measures in response to these concerns and has provided options for the Local Board’s consideration. This includes a “skin” that could be designed in a wood finish or otherwise to blend into the surrounding environment or powder coating of the crash barrier in a colour that would blend into the existing environment.

10.     The height of the proposed crash barrier is approximately 0.75 – 0.82 metres. The average driver eye height is approximately 1.1 metres. Vehicles approaching the proposed crash barriers would be travelling downhill towards the beach. Therefore, the crash barrier should be below the line of sight and not adversely affect the views. 

11.     Consultation was undertaken with the affected residents / owners, Waitakere Ranges Local Board and the various community groups of Piha. The main concerns were in relation to the impact of pedestrian safety, potential visual impact to this area and concerns that the crash barrier will direct vehicles into the driveway of property 85, 87, 89 and 91 Piha Road. Please refer to ‘Discussion’ section of this report for further information.


 

 

Recommendation/s

That the Waitākere Ranges Local Board:

a)      Receives the report.

b)      Supports the proposal that to mitigate the visual impact of these crash barriers on the surrounding area, the crash barrier be powder coated (i.e. painted with green or brown) such that it will blend in with the surrounding environment.

 

 

Discussion

 

Proposal

 

12.     Auckland Transport is proposing to install crash barriers at two locations on Piha Road. The two locations are:

§  Site 1 - Piha Road, between the vehicle crossings of property No. 87 and No. 101.

§  Site 2 - Piha Road, opposite property No. 292.

 

Background Information

13.     Piha Road has been identified by the New Zealand Transport Agency (NZTA) and Auckland Transport (AT) as a high risk rural road within the Auckland Region with over half of the route having a medium-high collective and personal risk. A crash reduction study was undertaken by Auckland Transport in 2012. At the time, it was identified that between 2007 and 2011 inclusive, the entire route had five deaths and serious crashes and a total of 97 crashes. A significant proportion of these crashes involved speed and / or loss of control (94%).

14.     Through the crash reduction studies, several safety improvements works were identified. These include signage and delineation upgrade (physical work completed in 2012), speed management, road marking upgrade, minor vegetation clearance (physical work completed in 2013), installation of crash barriers and pavement rehabilitation / improvements.  

15.     The two locations where crash barriers are being proposed have been identified through the crash reduction study as areas where the calculated risk is high. In addition, a site visit was undertaken with the chief of the New Zealand Fire Services (Piha) on Thursday 24th July 2014 and these two areas have also been highlighted as areas of high risk in need of protection. 

 

Auckland Transport Response to Waitakere Ranges Local Board Submission

16.     The Waitakere Ranges Local Board has made a submission to Auckland Transport relating to the proposed safety barriers on Piha Road. This submission was received on 30th October 2014.

17.     In relation to Auckland Transport’s proposal to install crash barriers at two locations on Piha Road, the Local Board’s submission appears to only be related to the proposed crash barrier at Site 1 (the section of Piha Road before the lookout). No submission has been made for the proposed crash barrier at Site 2.

18.     In its submission the Local Board made the following points (In blue italic text): “The Local Board is aware that Auckland Transport recently agreed to reduce the speed of Piha Road to 50 km/h from 170 Piha Road down to Piha. The Local Board supports this and believes this reduction in speed could well obviate the need for crash barriers at this site.”

19.     Over the past five years, 2009-2013 inclusive, there have been a total of 10 reported crashes on Piha Road between Te Ahuahu Road and Pendrell Road. Of these 10 crashes, 4 were loss of control type crashes near the area which a crash barrier is currently being proposed. Of the 4 crashes, 3 involved vehicles travelling towards Piha Beach and was reported to be travelling at speeds of 50 km/h or less prior to the crash. The fourth crash was travelling uphill away from Piha Beach. This particular crash involved a young driver driving too fast for the conditions as well as the driver being distracted by friends who were occupants in the car.

20.     “We are unclear as to how Auckland Transport considered the requirement of the Act [Waitakere Ranges Heritage Area Act] in proposing these guardrails”

21.     The Waitakere Ranges Heritage Area Act recognises that an important feature of the heritage area is the subservience of the built environment to the area’s natural and rural landscape. However, ‘The Waitakere Ranges Heritage Area Monitoring Report (2013)’ highlighted the impact that urban style road corridor design was having on the landscape of the heritage area and recommended the design specifications for infrastructure in the road corridor in the heritage area to be reconsidered.

22.     Auckland Transport has taken into account the need to consider the impact of the proposed safety improvement on this area as well as the safety for all road users. A crash barrier is recommended at this location due to the safety risk and exposure. Auckland Transport recognises that a crash barrier has can give an area an urban appearance. As such, mitigation options including powder coating of the crash barrier to a colour that would blend into the existing environment or wrapping a ‘skin’ that could be designed in a wood finish or otherwise to blend into the existing environment has been considered and options have been provided to the Local Board for consideration. 

23.     “The Local Board notes the response of the Piha Ratepayers and Residents Association, and its concern that the matter of crashes at this site have been canvassed a few years ago, leading to the installation of crash barriers to the north of the slip road. The Board wonders whether the installation of this crash barrier bears any relationship to the case being advanced for crash barriers to the south of the slip road”

24.     The crash barriers to the north of the slip road were installed in 2012. Crash data has been reviewed for the period 2009-2013, and the four reported loss of control type crashes in this area all took place before 2012. Thus, the installation of this proposed crash barrier does not bear any relationship to the Crash barrier installed in 2012.

25.     Whilst in the last few years there have been no reported incidents, this is still a high risk area identified by both Auckland Transport and the NZ Fire Services (Piha). At the approach to the first part of the curve there is a large rock (roadside hazard) and a steep drop off (non-recoverable slope), both of which would increase the severity of injuries should a crash occur. In addition, it would be very difficult and dangerous for emergency staff to access any accident in this location and provide medical care, as well as undertaking extrication of the occupants.

26.     “The Local Board notes that there are already three styles of barriers at this location, and is concerned at the impact on visual amenity and coherence of the site from yet another style or road furniture”

27.     Auckland Transport recognises the scenic and characteristic importance of the Waitakere Ranges Area in particular along Piha Road. However, it is also important for Auckland Transport to ensure that our roads are safe for all users.

28.     At the workshops held with the Waitakere Ranges Local Board on the 14th November 2013 and recently on 28th August 2014, concerns were raised with regards to the visual impact of the proposed crash barriers. Auckland Transport recognises that the crash barriers have an urban appearance and may visually impact on the surrounding Heritage Area.

29.     Auckland Transport investigated options to reduce the overall visual impact of these proposed crash barriers to the surrounding Heritage Area.

30.     Wire rope barriers are considered to be the preferred crash barriers type for the Waitakere Heritage Area with least visual impact to the environment. The option to use the wire rope barriers was investigated, however due to their installation and performance requirement, the minimum length of a wire rope barrier for it to be able to perform and redirect vehicles will result in the closure of No. 101 Piha Road’s driveway.

31.     Further options were investigated, including the option to powder coat the proposed Armco crash barrier to a colour that blends with the surrounding environment. . Alternatively, the use of a “skin” to wrap around the crash barrier was also considered. These options were presented at the Waitakere Ranges Local Board workshop on the 28th August 2014 for consideration. No feedback on these proposals was received from the Local Board.

32.     “We have heard from residents regarding the difficulty the crash barriers will propose for pedestrians. This occurred with the earlier crash barriers. With the purchase of the Byers property as parkland, the regional parks team has gravelled the road leading down to the Gap. This is not intended for vehicles, but it is expected that people living in this locality will use this road to access the Gap on foot, and Piha beyond that, and vice versa. Crash barriers will make walking impossible and will force people to cross the road at a very difficult bend. The Board believes the safety of pedestrians is critical and road furniture should not create risks to people on foot.”

33.     The physical width (footprint) of the proposed crash barrier is smaller than the existing timber faced crash barriers. As part of the proposal, Auckland Transport will be clearing out the weeds and flax behind the proposed crash barrier and reinstating the area behind the guardrail with a metal shoulder. The metal shoulder will be approximately 1.0 m in width has sufficient space for pedestrians to walk in single file behind the proposed crash barrier.

34.     Walksafe Piha has also raised similar concerns. A site meeting with the representative from Walksafe Piha was undertaken on 28th October 2014 and they are happy with the proposed crash barrier arrangement.

 

Public Consultation Summary

35.     Public Consultation was undertaken between 16th October 2014 and 30th October 2014. The following were consulted:

§  Piha Rate Payers and Residents Association

§  Walksafe Piha

§  Village voice

§  Waitakere Ranges Local Board

§  Emergency Services (Fire, Police and Ambulance)

Responses and comments were received from the following:

§  8 residents / owners.

§  4 residents / owners were in support of the proposed crash barrier. However, they raised concern regarding impact on pedestrian safety and the need to provide some sort of walkway behind the crash barrier. One of the respondents requested additional crash barriers to be installed outside 98 Piha Road.

§  1 resident /owner opposed to the proposed crash barrier unless a footpath could be provided behind it. As discussed above, the weeds and flax behind the guardrail will be cleared and metal shoulder will be reinstated thus creating a safer path for pedestrian to use.

§  3 residents / owners opposed as they are concerned that the proposed guardrail will direct drivers and visitors down their driveway. To address this concern, it is proposed that red raised reflective pavement markers are proposed along the existing white edge line road marking to guide vehicles around the corner 

§  Piha Ratepayers and Residents Association – Opposed. Concern mainly about the proposed safety barrier and its visual impact to the Waitakere Heritage Area.

§  Walksafe Piha – Initially opposed the proposal due to the impact on pedestrian safety and that they will have to walk on the road if the safety barrier were installed. Auckland Transport met with the Walksafe representative on 28th October 2014 to discuss its proposal and the type of safety barrier which is being proposed. Following the meeting, Walksafe’s representative was happy with the proposal as long as a path can be made available.

36.     In summary, through the consultation process, 6 were in support of the proposed crash barrier and 5 in opposition.

New community lease to The Laingholm and District Citizens Association (1998) Incorporated, 69 Victory Road, Laingholm

Purpose

1.       This report seeks Waitakere Ranges Local Board approval to grant a new community lease to The Laingholm and District Citizens Association (1998) Incorporated for Laingholm Village Hall, located on part of Laingholm Hall Reserve, 69 Victory Road, Laingholm.

Executive summary

2.       The Laingholm and District Citizens Association (1998) Incorporated (the Association) had a temporary lease agreement entered into with the legacy Waitakere City Council to manage the Council owned Laingholm Village Hall (the hall) located on Laingholm Hall Reserve.   The agreement was for a term of one month commencing 26 May 2008 for council to formalise a community lease.  A lease application was received from the Association on 26 June 2008 but was not progressed.  The temporary lease agreement allows for the Association to continue managing the hall on a month by month basis if a formal community lease had not been entered into after the one month term.  The Association wishes to formalise a community lease with Auckland Council and has given one month’s notice terminating the temporary lease agreement on the understanding that a new community lease will commence on 1 December 2014.

3.       The hall is located on part of Laingholm Hall Reserve being Lots 39 and 40 on Deposited Plan.  Lot 39 is held in fee simple by Auckland Council and subject to the Local Government Act 2002.  Lot 40 is held by the Crown through Department of Conservation and classified as a local purpose (site for public hall) reserve, and vested in Auckland Council, in trust for that purpose and is subject to the Reserves Act 1977.

4.       In January 2013 the Fire Service attended a fire at the hall.  A second fire occurred at the site in June 2013 as a result of arson causing additional damage to the hall.

5.       On 10 April 2014 Waitakere Ranges Local Board confirmed their intention to invest in the repair of the hall.

6.       The Auckland Council Community Occupancy July 2012 provides that community occupancy agreements for community halls and community houses may not necessarily be publicly notified.

7.       This report recommends the granting of a community lease to The Laingholm and District Citizens Association (1998) Incorporated for a term of five years commencing 1 December 2014 with one five year right of renewal.  This is the recommended term in the Auckland Council Community Occupancy Guidelines July 2012.

 

Recommendation/s

That the Waitākere Ranges Local Board:

a)      Approves granting a new community lease to The Laingholm and District Citizens Association (1998) Incorporated for the Laingholm Village Hall located on part of Laingholm Hall Reserve being part of Lot 39 and Lot 40 on Deposited Plan 19099 (Attachment A) subject to the following terms and conditions:

i)        Term – 5 years commencing 1 December 2014 with one 5-year right of renewal;

ii)       Rent - $1.00 plus GST per annum if requested;

iii)      The Laingholm and Districts Citizens Association (1998) Incorporated Community Outcomes Plan as approved be attached to the lease document (Attachment B);

iv)      Auckland Council has adopted a Smoke-Free Policy to apply on Council land, which Policy The Laingholm and District Citizens Association (1998) Incorporated is obliged to abide by during the Term.  The Laingholm and District Citizens Association (1998) Incorporated will use its best endeavours to ensure its members, employees, invitees, contractors and agents abide by the Policy;

b)      All other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012.

 

Comments

8.       The Laingholm and District Citizens Association (1998) Incorporated (the Association) had a temporary lease agreement entered into with the legacy Waitakere City Council to manage the Council owned Laingholm Village Hall (the hall) located on Laingholm Hall Reserve.   The Agreement was for a term of one month commencing 26 May 2008 for council to formalise a community lease.  A community lease application was received from the Association on 26 June 2008 but was not progressed.  The temporary community lease agreement allows for the Association to continue managing the hall on a month by month basis if a formal lease had not been entered into after the one month term.  The Association wishes to formalise a community lease with Auckland Council and has given one month’s notice terminating the temporary lease agreement on the understanding that a new community lease will commence on 1 December 2014.

9.       The hall is located on part of Laingholm Hall Reserve being Lots 39 and 40 on Deposited Plan.  Lot 39 is held in fee simple by Auckland Council and subject to the Local Government Act 2002.  Lot 40 is held by the Crown through Department of Conservation and classified as a local purpose (site for public hall) reserve, and vested in Auckland Council, in trust for that purpose and is subject to the Reserves Act 1977.

10.     In January 2013 the Fire Service attended a fire at the hall.  A second fire occurred at the site in June 2013 as a result of arson, causing additional damage to the hall.

11.     On 10 April 2014 Waitakere Ranges Local Board confirmed its intention to invest in the repair of the hall.

12.     Repairs to the hall are expected to be completed by late November 2014.

13.     The Association will start managing and promoting the hall as a venue for gatherings, meetings, celebrations, talks, films, classes, small concerts and other activities once a confirmed completion date is given.

14.     The Association plans to install new kitchen fittings and equipment, audio and video equipment in the hall along with yoga mats for users to hire.

15.     The Association was registered as an Incorporated Society on 5 March 1998.  The Association’s objectives are to: 

·        Represent the residents of the District of Laingholm with the intention of promoting overall planning for the benefit of the resident of Laingholm so as to effect improvements to the environment, roads, footpaths, drainage, parks, beaches, public buildings and amenities within Laingholm

·        Promote, create and provide community and social amenities, facilities and improvements for the benefit of Laingholm and the residents thereof

·        Work together with and offer support to any organisation or group of organisations that is at present engaged in any of the aforesaid purposes

·        Acquire, purchase, buy, let or lease any property real or personal moveable or immovable that can or might conveniently be used for all or any of the aforesaid purposes

16.     All residents of Laingholm are automatically deemed members of the Association.  The population of Laingholm is approximately 2500.  Membership is free of charge.  All committee members donate their time voluntarily.

17.     The Auckland Council Community Occupancy July 2012 provides that community occupancy agreements for community halls and community houses may not necessarily be publicly notified.

18.     Council staff have sought input from relevant council departments.

Consideration

Local board views and implications

19.     Council staff have sought input from the local board portfolio holder.

20.     The Waitakere Ranges Local Board is the allocated authority to approve the granting of a new community of lease.

Māori impact statement

21.     There are no changes in use or operational activities being conducted on the land.  It is considered that the granting of a new community lease will not have any adverse impact for Maori.  Instead, Maori will benefit as members of the Association and users of the facility.

22.     Ensuring community facilities are well maintained and accessible for all members of the community, will be of benefit to all, including Maori.

Implementation

23.     The recommendations contained in this report do not trigger the Auckland Council Significance Policy.

24.     There are no cost implications for Auckland Council.

Decommissioning of the Glen Eden Library way-finding sign

Purpose

1.    To seek approval from the Waitākere Ranges Local Board to decommission the Glen Eden Library way-finding sign designed by the artist Susannah Bridges, located outside the entrance of the Glen Eden Community Library, as illustrated in Attachment A.

Executive summary

2.    In 2004 Libraries commissioned the artist Susannah Bridges to design the Glen Eden Library way-finding sign as part of the Glen Eden Library construction project. 

3.    Libraries have requested the removal of the signage structure because it is now in poor condition and reduces visibility of the Library entrance because of its size.  The signage is not a public art asset; however the Arts and Culture Collection Services team would manage its removal and disposal. The signage structure is unsuitable for re-siting.

4.    The library signage on the building immediately behind the structure is sufficient and additional signage will not be required after its removal. The Citizens Advice Bureau (CAB) has outdated signage attached to structure and they will acquire an external tear drop banner and sandwich board to increase customer awareness.

5.    The artist has been consulted and is happy for council to proceed with its removal and disposal.  The CAB and key internal stakeholders support its removal.  The signage structure would be dismantled on site with the materials either recycled or safely disposed of. The ground would be reinstated. 

6.    The Arts and Culture Collection Services 2014-2015 OPEX budget will meet the cost of removal and disposal.

That the Waitākere Ranges Local Board:

a)      Approves the decommissioning and disposal of the way-finding signage designed by Susannah Bridges located outside the entrance of the Glen Eden Community Library.

 

Comments

 

Background

7.    The sign was commissioned by Libraries as part of the 2004 Glen Eden Library construction project. It is located outside the entrance to the Glen Eden Library, 12-32 Glendale Road.

8.    The structure is made of moulded fibreglass and comprises two shaped cream and charcoal forms both approximately 5 metres in length x up to 2 metres in height. Aluminium signs are fixed to the surface of the structure.    

9.    Libraries have requested removal of the sign because of ongoing problems with tagging, its generally poor and deteriorating condition and the lack of visibility of the Library entrance because of the size of the sign. It is not suitable for re-siting.

12.  The artist has been consulted and does not wish the work to be returned to her.  She has agreed that council can remove and dispose of the sign structure as it sees fit. 

13.  The removal and disposal work would be done by council contractors who would dismantle the work on site, recycle as much as they can and dispose of the remaining materials safely.  The ground would be re-instated and grass seed would be sewn.

14.  The cost of removal and disposal will be met from the Arts and Culture Collection Services    OPEX 2014/2015 budget.

15.  This project presents no significant financial, resourcing, legal or legislative implications.

16.  Decommissioning decisions are the responsibility of local boards and this report formally requests that the Waitākere Ranges Local Board approve the decommissioning of the sign designed by Susannah Bridges.

Māori impact statement

17.  The Arts and Culture Unit recognises mana whenua as the Auckland region’s indigenous people. The relationship with mana whenua is not impacted by the proposed way-finding signage decommissioning.

Implementation

18.  This project will be managed and delivered by the Collection Services team, who will co-ordinate all the affected parties.  No significant implementation issues are expected.
