TERMS OF REFERENCE
The purposes of the Youth Advisory Panel will be as follows:
· Identify and communicate to the Council the interests and preferences of the youth of Auckland in relation to:
o the content of the strategies, policies, plans, and bylaws of the Council, especially the economic development strategy; and
o any matter that the Panel considers to be of particular interest or concern to the youth of Auckland.
· Advise the Mayor and the Council’s governing body and local boards, of the Council processes and mechanisms for engagement with the youth in Auckland; and
· Engage with Local Boards on youth issues.

3 Confirmation of Minutes
That the Youth Advisory Panel: a) confirm the ordinary minutes of its meeting, held on Monday, 13 October 2014, including the confidential section, as a true and correct record.

4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Draft Local Approved Products Policy for feedback

Purpose
1. To seek feedback from the Youth Advisory Panel on the draft Local Approved Product Policy (LAPP).
Executive summary
2. On 9 October 2014 the Regional Strategy and Policy Committee approved the draft LAPP for public consultation (REG/2014/123). The draft LAPP will prevent licences being granted in areas of high deprivation, near high schools and near addiction and mental health treatment centres. It would also limit how close to an existing shop a new shop could open. The policy also has a separate set of rules for the city centre where licences won’t be granted in areas of high residential deprivation and there will be a limit on how close a new shop can be to an existing shop.
3. The Youth Advisory Panel discussed the proposed draft LAPP on 11 August 2014 and provided comprehensive written feedback. The panel recognised the importance of the policy to preventing harm to youth in Auckland. The feedback supported the general approach of the policy but recommended increasing buffer zones around schools.
4. The Youth Advisory Panel is being asked to provide formal feedback on the draft LAPP by the end of December. There will be an opportunity for the panel to present their views to the hearings panel in February 2015.
5. As a result of the feedback to the proposed draft the following changes were made:
· Buffer zones around schools with year 7 or older students were increased from 300m to 500m
· Buffer zones around schools with year 6 and younger students were increased from 100m to 200m
· Buffer zones around mental health and addiction treatment centres were increased from 300m to 500m
· New rules for the city centre were added.
6. A more detailed presentation on the content of the policy will be delivered by staff at the meeting.
That the Youth Advisory Panel: a) provide feedback on the draft Local Approved Product Policy Statement of Proposal, as attached to the agenda, by the end of December 2014.

Purpose
1. To respond to invitations and participation opportunities presented to the Youth Advisory Panel since the previous meeting.
Executive summary
2. The Youth Advisory Panel receives invitations to participate in opportunities in addition to events planned for in the work programme.
3. Since the last meeting, the panel has received an invitation to participate in the upcoming Community Development Conference being held 18-20 February 2015 at Unitec. Major themes include place-making, community economic development, diverse communities and reclaiming democracy. There are opportunities to both present and to participate in conference proceedings.
4. The Chair has also received an enquiry from the University of Auckland about the possibility of partnering in a youth health project.
That the Youth Advisory Panel: a) note the invitation to participate in the upcoming Community Development Conference being held 18-20 February 2015 b) note the enquiry from the University of Auckland about the possibility of partnering in a youth health project c) forward relevant opportunities to local youth voice mechanisms.
