1          Apologies

That the Youth Advisory Panel:

a) accept the apologies from Liaison Councillor L Cooper, Members I Lenihan-Ikin, T Matthews, N Montgomerie, and M Townley for absence, and Members J Auva'a and M Liu for lateness.

2          Declaration of Interest

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

3          Confirmation of Minutes

That the Youth Advisory Panel:

a) confirm the ordinary minutes of its meeting, held on Monday, 13 October 2014,  as a true and correct record.

4          Extraordinary Business

There was no extraordinary business.

5	Draft Local Approved Products Policy for feedback
	Secretarial note:          Changes to the original recommendation a) were incorporated into the motion, and as additional recommendations b) and c) with the agreement of the meeting.
	Member M Liu entered the meeting at 6.16 pm.
	Member S Yoon entered the meeting at 6.17 pm.
	Resolution number YOU/2014/68 MOVED by Chairperson F Apulu, seconded by Member A Wong: That the Youth Advisory Panel: a)      agree to provide formal feedback on the draft Local Approved Product Policy Statement of Proposal, as attached to the agenda, by the December panel meeting, through a working party constituted of Members T Appanna, M Roche, M Stininato, M Valgre and A Wong. b)      agree to invite respective youth councils to provide feedback. c)      thank Callum Thorpe, Principal Policy Analyst, for his presentation. CARRIED

6	Updates from Youth Advisory Panel Members
	Resolution number YOU/2014/69 MOVED by Chairperson F Apulu, seconded by Member S Vaili: That the Youth Advisory Panel: a) note the updates from the panel members. CARRIED

7	Working Party and Sub-committee Updates
	Secretarial note:          Changes to the original motion were incorporated as additional recommendations c), d) and e) with the agreement of the meeting.
	Member J Auva'a entered the meeting at 6.49 pm.
	Member T Campel left the meeting at 7.43 pm.
	Member G Vakaheketaha-Nelisi left the meeting at 7.43 pm.
	Resolution number YOU/2014/70 MOVED by Chairperson F Apulu, seconded by Deputy Chairperson M Mafile'o: That the Youth Advisory Panel: a)      thank the working party/sub-committee leads for their updates. b)      forward sub-committee/working party updates for the attention of respective local youth voice mechanisms. c)      note the Draft Community Facility Network Plan working party has now completed this stage of the process, but may reconvene at a later date if necessary. d)      agree that the Homegrown Youth Change-makers Project be open to all young people in Auckland, and note that local youth voice mechanisms will be asked to provide recommendations around funding recipients. e)      agree that the following members be part of the Homegrown Youth Change-makers Project working group: Chairperson F Apulu, Members T Appanna, D Goh, T Matthews and M Roche. CARRIED

8	Opportunities for Engagement
	Secretarial note:          Changes to the original recommendations were incorporated with the agreement of the meeting.
	Member G Vakaheketaha-Nelisi returned to the meeting at 7.46 pm.
	Member T Campel returned to the meeting at 7.46 pm.
	Deputy Chairperson M Mafile'o left the meeting at 7.57 pm.
	Resolution number YOU/2014/71 MOVED by Chairperson F Apulu, seconded by Member A Zhou: That the Youth Advisory Panel: a)      note the invitation to participate in the upcoming Community Development Conference being held 18-20 February 2015. b)      agree that the following members constitute a working party to co-develop and present an abstract with council staff for the upcoming Community Development Conference: Chairperson F Apulu, Deputy Chairperson M Mafile'o, Members T Appanna, D Goh, M Liu, M Roche, M Stininato, M Valgre, A Wong, S Yoon, and A Zhou. c)      agree that the Community Development Conference working party members under decision b) take part in the closing proceedings of the conference. d)      note the enquiry from the University of Auckland about the possibility of partnering in a youth health project, and that Chairperson F Apulu is the liaison for this project. e)      forward relevant opportunities to local youth voice mechanisms. CARRIED

9          Consideration of Extraordinary Items

There was no consideration of extraordinary items.
