That the Disability Advisory Panel:

a)         accept the apologies from Member D McKenzie for absence, Member J Herring for lateness and Member N Keyworth for early departure.

3          Confirmation of Minutes

MOVED by Chairperson H Hickey, seconded by Member D Buckingham:  

That the Disability Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Monday, 24 November 2014 as a true and correct record.

4          Extraordinary Business

 

There was no extraordinary business.

Proposed Work Programme 2014/2015

 

Sarah McGhee, Lead Officer Support for the Youth Advisory Panel and Warwick McNaughton, Principal Advisor, Democracy Services were in attendance to assist members in finalising their proposed work programme for 2014/2015. Comments from members included the following:

  • Colleen Brown – how can the Panel directly influence Council and how can the Panel be involved when Council works with Central Government?
  • Huhana Hickey – referred to new inappropriate housing at Mangere Bridge.
  • Clive Lansink – felt that the ‘Ongoing’ items in the programme should be removed.
  • Jade Farrar – suggested that the Panel should reflect on the Disability Strategy item first before finalising the proposed work programme. Asked when last a review of the website had been carried out.
  • Colleen Brown – felt that the role of Local Boards was vital and that relationship building was important. The Panel needs to promote its priorities through Relationship Managers.
  • Huhana Hickey – the Panel needs to agree at least 3 achievable goals that they can meet in the next six months. These could include dialogue with Urban Design Panel, input to Council’s Family, Whanau and Sexual Violence Multi-Sector Action Plan, input to Council’s Long-term Plan and meeting with Office for Disability Issues all by March 2015 and a Housing Community Summit by June 2015.

There was general agreement that the work programme should be split into two documents with priority projects separated from ongoing action items.

 

 

Resolution number DIS/2014/84

MOVED by Chairperson H Hickey, seconded by Member D Hughes:  

That the Disability Advisory Panel:

a)      endorse the statement of aspirations, outcomes, principles and demographic information contained in Attachment B of the agenda.

b)      agree to provide the proposed work programme 2014/2015 of the Disability Advisory Panel, as amended at this meeting, to the Council’s Regional Strategy & Policy Committee for its approval.

Disability Strategy for Auckland

 

Resolution number DIS/2014/85

MOVED by Chairperson H Hickey, seconded by Deputy Chairperson CB Brown:  

That the Disability Advisory Panel:

a)      consider Auckland Council’s response to the Panel’s request for a Comprehensive Disability Strategy to be developed and request Dr Roger Blakeley, Chief Planning Officer to attend a future meeting to provide a verbal explanation to his letter dated 9 December 2014.

Long-term Plan Consultation Approach

 

Joanna Wilkins, Specialist Engagement & Consultation was in attendance to speak to this matter and respond to questions from the Panel. Comments from members included the following:

  • Jade Farrar – queried use of social media and videos and whether diversity was addressed.
  • Clive Lansink – asked about an accessible Consultation Document and the timing of Long-term Plan reviews
  • Susan Sherrard – asked if a subject matter expert was going to be present at the Disability Have Your Say Event.

Panel members requested that the Have Your Say Event on 11 March 2015 be split into two events at say 4pm and 6pm rather than just one event in the evening. Also asked if wheelchair access at the Fickling Centre venue could be checked.

 

 

Resolution number DIS/2014/86

MOVED by Chairperson H Hickey, seconded by Member J Farrar:  

That the Disability Advisory Panel:

a)      provide feedback on the proposed engagement approach for the draft Long-term Plan to ensure planned activities and events will resonate with disabled Aucklanders across the region.

Auckland Transport’s Accessibility Groups

 

Martine Abel, acting Lead Officer Support spoke to this report. There was general agreement amongst Panel members that staff should continue to represent the Panel on Auckland Transport’s Accessibility Groups.

 

 

Resolution number DIS/2014/87

MOVED by Chairperson H Hickey, seconded by Member D Buckingham:  

That the Disability Advisory Panel:

a)      agree that the Panel does not wish to appoint one of its members to be a member of Auckland Transport’s Capital Projects Accessibility Group and the Public Transport Accessibility Group.

CARRIED

 

The meeting adjourned at 11.55am and reconvened at 12.25pm.

Auckland Council Inclusive Employment Forum update

 

Martine Abel, acting Lead Officer Support spoke to this report and asked Panel members whether they would like further information about the forum. There was general agreement amongst Panel members that they would like to see the presentation on what Auckland Council has available or is currently doing for its disabled staff and that they would also like to see the forum summary and evaluation material once it becomes available.

a)      receive this update on the Auckland Council Inclusive Employment Forum held on 27 November 2014.
