TERMS OF REFERENCE
The purposes of the Youth Advisory Panel will be as follows:
· Identify and communicate to the Council the interests and preferences of the youth of Auckland in relation to:
o the content of the strategies, policies, plans, and bylaws of the Council, especially the economic development strategy; and
o any matter that the Panel considers to be of particular interest or concern to the youth of Auckland.
· Advise the Mayor and the Council’s governing body and local boards, of the Council processes and mechanisms for engagement with the youth in Auckland; and
· Engage with Local Boards on youth issues.

4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Long-term Plan 2015-2025 Consultation Approach

Purpose
1. The purpose of this paper is to provide an update on the consultation approach for the Long-term Plan 2015-2025 (LTP).
Executive Summary
2. Auckland Council is committed to designing and delivering the most accessible and representative LTP consultation process with Aucklanders to date.
3. This will include a longer consultation period and we will give people an opportunity to be ‘heard’ during this period.
4. We wish to give the panel a presentation on the Long-term Plan consultation approach.
5. We would like to think through, with the Youth Advisory Panel, the best ways to involve young people in the LTP engagement process.
That the Youth Advisory Panel: a) receive the update on the proposed engagement plan for the draft Long-term Plan 2015-2025.

Youth Employment JobFest15 in Auckland

Purpose
1. To inform the panel of JobFest15 scheduled on 21 February 2015.
Executive Summary
2. Auckland Council is committed to addressing the region’s youth employment issues through the Youth Connections initiative and the Mayor’s Youth Employment Traction Plan. One of the actions in the traction plan is the delivery of three youth employment summits. The third summit JobFest15 will take place on 21 February 2015 at Manukau Institute of Technology.
3. Members Sam Yoon and Savannah Steele are working with the JobFest15 project team and a number of other young people are engaged in its design and delivery.
4. JobFest15 is an opportunity to bring together businesses offering job opportunities and young people seeking employment. In addition, there will be a range of career and employment related seminars.
That the Youth Advisory Panel: a) note that the upcoming JobFest15 event will take place on 21 February 2015.

Rangatahi tü rangatira: Māori youth leadership in Auckland

Purpose
1. To request the Youth Advisory Panel to support the next phase of the Rangatahi tū rangatira project.
Executive summary
2. I Am Auckland identifies actions to build rangatahi leadership in Auckland, and to support rangatahi to develop actions that will help all rangatahi in Tāmaki Makaurau to thrive.
3. Youth Advisory Panel members have supported the formation of the Foundation Rangatahi Roopu. The Foundation Rangatahi Roopu has identified an appropriate kaupapa for engaging with the council on matters of importance to rangatahi.
4. The Foundation Rangatahi Roopu seeks the support of the Youth Advisory Panel to continue with the project as part of the implementation of I Am Auckland.
5. The Foundation Rangatahi Roopu wants to work inclusively with the Youth Advisory Panel through a working party to guide the development aspects of the project.
That the Youth Advisory Panel: a) endorse the Rangatahi tū rangatira project as implementing the Goal 7 in I Am Auckland b) appoint a working party to work with the Foundation Rangatahi Roopu on the establishment of a Rangatahi Roopu for Tāmaki Makaurau.

Comments
6. Goal 7 in I Am Auckland promotes rangatahi leadership development and working with rangatahi and tamariki to develop action. Goal 7 in I Am Auckland responds to feedback received from young Māori from across Auckland during the development of the Auckland Plan.
7. Since I Am Auckland was adopted in September 2013, a cross-council support network has been established to support the aspirations of I Am Auckland. The support network agrees with a youth-led development approach in a similar way to how the Foundation Youth Advisory Panel was developed. This youth-led development approach is consistent with principles of Te Ao Māori.
8. There have been numerous hui with the community and a foundation roopu of rangatahi have been working together since Matariki 2014 to develop a new advisory Roopu made up of rangatahi representing the voices of young Māori. A background report prepared by the project team is provided in Attachment A.
9. The project team has also developed a work plan that involves collaborating with the Youth Advisory Panel (Attachment B). This work plan outlines the actions for the Foundation Rangatahi Roopu over the next 8 months. The project team would like to develop a strategic relationship with the Youth Advisory Panel, through a working party, to guide the development aspects of the project.
Consideration
Local board views and implications
10. Local boards have not been consulted on this initiative. The representative model for the Rangatahi Rōpu is still being developed by the foundation Roopu but is likely to be modelled more closely on that used by the Independent Māori Statutory Board.
Māori impact statement
11. The intended impact of this project is to improve Māori outcomes in education, economic development, cultural expression and leadership from young Māori aged up to 25 years. The Rangatahi tu rangatira programme will enable young Māori to participate in the development of policy, strategy, activities and services that are led by the council.
Implementation
12. The Foundation Rangatahi Roopu will commence engagement with mana whenua and mataawaka to better understand intended impacts on Māori in Auckland.
13. The working party will participate in key hui on outcomes from the engagement with mana whenua and mataawaka and will be expected to inform the Youth Advisory Panel about any issues and risks that are raised over the course of the project.
14. Working party members will be expected to commit approximately four hours per month until March 2015 when a final report is expected to be presented to the Youth Advisory Panel. This report will outline the representative model, recruitment and selection process and a kaupapa for the mahi that the new rōpu will be responsible for undertaking.

Presentation from Youth Delegates on the LocalNZ Workshop

Purpose
1. To provide Member Sam Yoon and Youth Delegate Yanni Cowie with the opportunity to present on the outcomes of the LocalNZ Connecting Youth Committed to Local Government workshop.
Executive summary
2. Member Sam Yoon and Youth Delegate Yanni Cowie were nominated by Councillor Cooper and Councillor Clow to participate in the LocalNZ Connecting Youth Committed to Local Government workshop held 16-19 November in Whanganui and Wellington. As part of the nomination process, these two young people were invited to present to the Youth Advisory Panel. Three other youth delegates from Auckland also participated in the workshop.
3. LocalNZ connected 30 young New Zealanders aged 18 to 25 and provided a collaborative space for them to identify existing and emerging opportunities and challenges. Participants were either members of youth councils or young people interested in local government.
4. The first two days were spent at the ‘A Place to Live’ conference in Whanganui, followed by a day in Wellington, where the participants discussed their thoughts and observations. Young people worked together to create a document and presentation that articulated their thoughts and observations about New Zealand's long-term future. On the fourth day, participants presented in Parliament.
5. The LocalNZ Connecting Youth Committed to Local Government workshop was a collaboration between New Zealand Treasury, Wellington City Council, the MacDiarmid Institute and Victoria University of Wellington, in association with the Royal Society of New Zealand, Wanganui District Council, the Whanganui River Māori Trust Board and the McGuinness Institute.
6. The initiative forms part of the McGuinness Institute’s TalentNZ project – creating an informed, focused and networked group of young New Zealanders able to engage effectively with government and the communities in which they live. TalentNZ is a strategy developed by Sir Paul Callaghan to ensure New Zealand is a country “where talent wants to live.”
7. The McGuinness Institute is a privately funded, non-partisan think tank working towards a sustainable future – contributing strategic foresight through evidence-based research and policy analysis.
8. As part of their application, participants were required to pay ten hours forward, donating their time to a public activity during 2015. This presentation is a partial fulfilment of the ‘pay-it-forward’ requirement.
