Auckland Transport Update – January 2015

Purpose
1. The purpose of the report is to respond to local board requests on transport-related matters and to provide information to Elected Members about Auckland Transport activities in the local board area.
Executive Summary
2. This report covers matters of specific application and interest to the Manurewa Local Board and its community; matters of general interest relating to Auckland Transport activities or the transport sector; and Auckland Transport media releases for the information of the Board and community.
That the Manurewa Local Board: a) receives the report “Auckland Transport Update – January 2015”. b) wishes to proceed to detailed design (utilising the LBTCF) for the following projects: · Station signage (attached to Southmall property) · Wayfinding line and signage (on Southmall property) · Real-time display (attached to Southmall property) · Covered link (Structurflex) over the car park from the bridge to Southmall

Discussion
Local Board Transport Capital Fund (LBTCF):
3. Under the Local Board Transport Capital Fund the Manurewa Local Board is allocated $593,314 per annum. These funds can be used annually or rolled together to use the full three years of funding ($1,779,942) for larger projects.
4. During the 2012/2013 financial year only $34,178 was spent, leaving $559,136 of the annual budget unspent. This unspent money has been authorised by the Governing Body to be rolled over on a one-time-only basis, giving the Manurewa Local Board a total budget of $2,339,078 available in this electoral term to be spent on transport projects.
5. In 2012/2013 the Board allocated $534,000 to seven projects, and in 2013/2014 another $48,000 was allocated. However, the Board subsequently decided to reduce the scope of the Wiri Industrial area footpath project, and the total estimated cost of projects approved in the current electoral term was reduced to $321,720.
6. The balance that still needs to be allocated to new projects in order to fully spend the available budget is therefore $2,017,358.
7. The Manurewa Local Board through Resolution MR/2014/258 approved the following projects proceed to detailed design phase:
· Arts and Plants: investigating a pedestrian and cycle link to Nathan Homestead and Auckland Botanical Gardens. Projects under investigation include a new shared path, seating, new informative signage and safe crossing treatments.
· Great South Road/Railway station connectivity: This project will incorporate a range of practical opportunities to better link the Great South Road and the Train Station. Potential improvements include an improved entrance from Great South Road, easier movement through Southmall, pedestrian improvements at the rear of Southmall, wayfinding signage, real-time commuter information, a covered walkway over the car park to the bridge and a stairway onto the platform.
· Great South Road pedestrianisation: The Board is investigating a range of options for making Great South Road, Manurewa more pedestrian friendly. Improvements may include building a gateway to Manurewa and enhanced pedestrian crossing facilities.
8. It is expected there are enough projects in the pipeline for the Manurewa Local Board to spend the available $2,017,358 by the end of its electoral term.
Decision of the use of the LBTCF on Private Land:
9. In response to resolution MR/2014/258 from the 11 December Board meeting, the pedestrian link from Great South Road to Manurewa Train Station (Rail Station/Great South Road connectivity project) has been discussed with the Chief Financial Officer and General Counsel, Legal Services.
10. The following projects are approved to proceed to detailed design utilising the LBTCF, as they directly improve the customer experience and safety for rail users:
· Station signage (attached to Southmall property)
· Wayfinding line and signage (on Southmall property)
· Real-time display (attached to Southmall property)
· Covered link (Structurflex) attaching from bridge to Southmall
11. Legal agreements including easements, licences and gifting, will need to be worked through and negotiated directly with Southmall.
12. However, Auckland Transport is unable to make a case for use of the LBTCF on the following initiatives on private land:
· Planter alteration at the entrance to Southmall from Great South Road;
· Northern entrance to Southmall
· Southern Entrance to Southmall

13. Consultation documents for the following proposals have been provided to the Manurewa Local Board for its feedback. As the Board’s transport portfolio holders provide feedback on the Board’s behalf, the material below is included for general information purposes only.
· Proposed 'No Stopping at All Times' parking restriction - 71 Great South Road, Manurewa. Auckland Transport is currently in the process of assisting the owners of a childcare centre to install broken yellow lines in the vicinity of 71 Great South Road, Manurewa. The broken yellow lines are a condition of their resource consent that has recently been granted.
· Traffic calming improvements in Randwick Park. The objective of these improvements is to promote road user safety through speed management (to slow down vehicles and make it difficult for them to travel at speed).

Local Board delegations for Have Your Say events

Purpose
1. To provide for local board delegations for the public consultation process for the local board agreement in the Long-term Plan 2015-2025 (LTP).
Executive Summary
2. Under the Local Government Act 2002, Auckland Council is required to follow the special consultative procedure to seek public feedback to inform the Long-term Plan 2015-2025 (including local board agreements).
3. Recent changes to the Local Government Act 2002 provide council with more flexibility in how it consults with Aucklanders, in particular in how council can hear the views of Aucklanders. The consultation process is introducing a number of changes that satisfy legislative requirements while also enabling Aucklanders to engage in the public consultation process in a variety of ways to suit their personal preferences.
4. A key change involves replacing traditional hearings with public spoken interaction events called Have Your Say (HYS) events across the Auckland region from 14 February through to the 14 March 2015. Aucklanders can provide feedback on regional and local issues at these events which will be attended by a mix of governing body members, local board members, Auckland Transport Board members (or their delegates) and well supported by staff to record all feedback.
5. Aucklanders who choose to attend a HYS event will be able to present their views through spoken interaction with decision makers or their representatives. Local boards are decision makers for their local board agreements, which form a part of the LTP. As the governing body are also decision makers on local board agreements it is important that both hear feedback on local proposals.
6. To make sure that there are sufficient decision-makers (or delegates) to hear all the feedback provided if attendance is higher than expected for a HYS event, or if a board member is unable to attend, it is recommended that the local board make delegations to staff to hear on their behalf. At their meeting on 18 December the governing body made delegations to cover this risk.
That the Manurewa Local Board: a) Delegate to the following staff the power and responsibility to hear from the public on the local board agreement through “spoken interaction/NZ sign language interaction” at the “Have Your Say” events: i) Tier 2 staff ii) Tier 3 staff iii) Local Board Relationship Manager, Local Board Senior Advisor, Local Board Advisor iv) any additional staff approved by the Chair.

Discussion
7. Each Have Your Say session will run for approximately two hours, however there could be more than one session held at an event depending on the number of people who register. Public feedback will be collected across three broad areas:
· The key LTP issues including balancing affordability with progress: transport, rates and a more active development role for the council.
· Local priorities and proposals
· Other regional matters
8. A range of options are available for the structure and format of these events. This flexibility will enable events to be tailored to account for the community preferences, logistical variations in the number of Aucklanders who attend, what they would like to talk about, and the number and mix of elected members available.
9. To help manage this, Aucklanders will be asked to register their attendance for these events online through the Shape Auckland website. It would be at this point where they would request a sign interpreter or Māori interpreter if required.
10. Aucklanders who choose to attend a HYS event will be able to present their views through spoken interaction with a decision maker or their representative. Local boards are decision makers for their local board agreements, which form a part of the LTP. If attendance is higher than expected for a HYS event, it may be difficult for the local board members present to hear all the feedback on local proposals. To manage this eventuality it is recommended that the local board make delegations to staff to hear on their behalf. These delegations would only come into play if needed due to high public attendance at the HYS event. They are not intended to undermine the importance of local board members being present to hear from their communities.
11. Local board members attendance at the HYS event is important to enable them to hear the views of their communities on local proposals given the board’s decision making role. The HYS event also provides an important opportunity for local board members to hear the views of their communities on regional proposals to inform their advocacy.

Local Board Views and Implications
12. Local board views have not been sought on this report as it is recommending a pragmatic delegation to staff to manage events that attract larger numbers.
Maori Impact Statement
13. Te Waka Angamua staff will attend all HYS events to facilitate and capture feedback from Maori participants. Therefore it is not anticipated that the recommendation in this report has a specific impact on Maori.

Urgent Decision - World Record Event Ice-Cream Dessert being held at Mountfort Park on 28 February 2015 - additional funding request

Purpose
1. Informing the Manurewa Local Board that an urgent decision was approved on 9 January 2015 to allocate a further $7,000 to assist with payment of on-going expenses incurred in organising the World Record Ice-Cream Dessert event taking place on Saturday, 28 February 2015 at Mountfort Park.
Executive Summary
2. At the 9 October 2014 Manurewa Local Board business meeting the board approved $10,000 for the World Record Event Ice-Cream Dessert event. This event was being held in conjunction with the Manurewa community day. The funds were paid to the Manurewa Community Events Trust.
3. The board have agreed to contribute an additional $7,000 to the Manurewa Community Events Trust (vendor 700880) to assist with costs for the World Record Ice-Cream Dessert event.
4. The additional funds will be allocated from the Local Events Support Fund/Contestable Fund Manurewa budget (WBS N.002462.10).
5. The event is taking place on 28 February and funds were required as soon as possible to progress the organisation. An urgent decision was required rather than waiting for the next board meeting.
That the Manurewa Local Board: a) note the urgent decision approved on 9 January 2015 as follows: i) That the Manurewa Local Board approves additional funding from the Local Events Support Fund (WBS N.002462.10) of $7,000 to assist with payment of on-going expenses incurred in organising the World Record Ice-Cream Sundae event taking place on Saturday, 28 February 2015 at Mountfort Park.
