8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Whau Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Happy New Year to everyone and all the best for the year ahead.
Long term plan consultation starts
1. The consultation period for the long term plan 2015-2025 runs from 23 January to 16 March. During this time we are hosting a Have Your Say Day on February 26th at the Bay Olympic in Portage Rd, New Lynn. We are also holding feedback events at Avondale, Blockhouse Bay, Kelston and Rosebank. Times and venues are still in the process of being finalised and will be promoted through the Whau Local Board Facebook page, Auckland Council website and locally. At these events your ideas for LTP priorities will be gathered, however the final decisions are made by the Governing Body and not by local boards.
Lynmall Redevelopment
2. Work is underway this week at Lynmall expanding New Zealand’s first shopping mall to include a cinema complex, and new retail and dining outlets. When the rebuild is complete in November, New Lynn will be an even more desirable metropolitan centre, welcoming new residents and giving them ready access to quality commercial amenities.
Funding support for Community meeting hosted by Pulela’a Youth, New Lynn Tongan Methodist Church
3. On 30th January Pulela’a Youth, New Lynn Tongan Methodist church are hosting a community meeting showcasing the four corners of youth priorities. Sandra Tesimale and Latu Fonua spoke at our December meeting outlining initiatives for preventing youth suicides, problem gambling, drug and alcohol issues and other challenges young people are facing, and requesting consideration of funding support for the community meeting. The application will be considered through this report as the timing does not fit with the local board’s other discretionary funding rounds. Details of the application are attached.
Outstanding Property Matters
4. For over a year local board services staff have been requesting that an outdated council sign be removed from the wall of a convenience in Blockhouse Bay shopping area. This has not yet been actioned by property.
5. Also a fascia veranda sign for the Whau local board office has been requested for at least a year and still no signage is installed. Lack of signage has contributed to both visiting staff members and members of the public being late for meetings and hearings because they are unable to find our office. We are continuing to request the progress of these two items.
That the Whau Local Board: a) Considers allocating up to $4,700 to the New Lynn Tongan Methodist Church as a contribution to costs associated with a community meeting. b) Requests Auckland Council Property to immediately action outstanding property matters of outdated sign in Blockhouse Bay Shopping area and installation of veranda fascia sign at the Whau Local Board office. |

Portfolio Update: Member Ami Chand

Purpose
1. This report provides an opportunity for Member Ami Chand to give an update with regards to activity within his portfolio areas.
2. Portfolio holders are responsible for leading policy development in their portfolio area, proposing and developing project concepts, overseeing agreed projects within budgets, being active advocates, accessing and providing information and advice.
3. Member Chand has lead for the Ethnic diversity portfolio and he is a representative on Manukau Harbour Forum.
Executive summary
4. Last month was busy due to holiday season and school holidays. Everyone was busy planning their holidays and people were organising Christmas parties.
5. I attended few functions during December 2014 and January 2015:
a) St Leonard end of year school prize giving; where Whau Local Board was thanked by the principal Mr. Daren Smith for the work done by the board in the community. A special thank was extented to members Chand and Zhu for attending the event.
b) On 3rd December 2014 I attended Kelston Primary School year 5 students prize giving.
c) On 5th December 2014 I attended Kelston Boys High School year 13 students prize giving which I attended as Trustee of Portage Licencing Trust and as Whau Local Board member.
d) On 12th December 2014 I attended a lunch which was organised by the Cosy Club which is associated with the Kelston Community Hub at Bricklane in New Lynn. The lunch was attended by 53 club members.
e) On Saturday 10th January 2015 Araya Samaj, West Auckland Branch held an Indian prayer meeting at The Olympic Sports Hall, Portage Rd, New Lynn. A fire ceremony was held which started at 7am and continued till 6pm. The meeting was attended by 500 to 600 devotees. The organisation is looking for a new venue as current venue is small for purpose and lease has expired. These meetings are held on a monthly basis.
6. Indian Kite Festival event is coming up on Saturday 17th January 2015, which I am planning to attend.
7. Happy New Year to all and I am looking forward to another exciting year ahead!

Renewal and variation of community lease to Portage Ceramics Trust, 8 Ambrico Place, New Lynn

Purpose
1. This report seeks Whau Local Board approval to grant a renewal and variation of community lease to Portage Ceramics Trust, located on part of Ambrico Historical Reserve, 8 Ambrico Place, New Lynn.
Executive Summary
2. Portage Ceramics Trust (the Trust) has a community lease entered into with the legacy Waitakere City Council for a term of 5 years commencing 12 March 2010. The lease contains one 5-year right of renewal. The Trust wishes to exercise its right of renewal for the period 12 March 2015 until 11 March 2020. The lease issued to the Trust incorrectly recorded its name as Portage Ceramics Trust Incorporated.
3. The Trust wishes to continue leasing the Auckland Council owned building known as Ambrico Studio located on part of Ambrico Historical Reserve, 8 Ambrico Place, New Lynn being Lot 3 on Deposited Plan 124443 (Attachment A, aerial photograph) . The land is held in fee simple by Auckland Council as an unclassified historic reserve and is subject to the Reserves Act 1977. The activities of the Trust align with the reserve classification.
4. Community groups exercising a right of renewal are asked to consider having their community lease varied to include a Community Outcomes Plan. The Trust has advised that they wish to continue their community lease on its current terms and conditions.
5. This report recommends the granting of a renewal and variation of community lease to Portage Ceramics Trust for a term of 5 years commencing 12 March 2015.
That the Whau Local Board: a) Approves a variation to the renewal of lease to correct the name from Portage Ceramics Trust Incorporated to Portage Ceramics Trust; b) Approves the renewal of lease to Portage Ceramics Trust on the following terms and conditions: i) Term: 5 years commencing 12 March 2015; ii) Rent: $2400.00 plus GST per annum; iii) All other terms and conditions as contained in the existing lease dated 22 September 2010 excluding this right of renewal. |
Discussion

8. Due to delays in the fit out of the building, the Trust only took up occupation in January 2014. The Trust is planning an opening in mid-March 2015 and will then be open for public access.
9. The Trust is currently developing a web-site which will enable the collections to be accessed online. National Services at Te Papa are guiding them through the National Standards for Museums.
10. The Trust was registered as an Incorporated Society on 25 July 2008 and is affiliated to Museums Aotearoa. The Trust’s objectives are:
· The preservation, storage and display of Ceramics that originate from the Auckland area
· To work with residents, communities and organisations involved in ceramics in order to achieve the object of the Trust
11. The Trust was formed in 2005, in order to purchase and catalogue a large collection of ceramics and pottery-making equipment. This collection relates to Crown Lynn Potteries Limited, a highly successful New Zealand company which operated from 1948 until 1989. Their products were in virtually every New Zealand home.
12. The Crown Lynn collection is very broad and represents the materials, styles, and techniques employed by the company. For example, it may contain a plaster cast of a particular shape, the mould it was cast from, a bisque example, and a glazed example. The archive may also contain a photograph of the item. Around half of the 6000 objects are the finished result of the process, and the rest are the tools, equipment, moulds and plaster models used to create them.
13. Community groups exercising a right of renewal are asked to consider having their community lease varied to include a Community Outcomes Plan. The Trust advises that they wish to continue their community lease on its current terms and conditions.
14. Council staff have sought input from relevant council departments.

Local Board Views and Implications
15. Council staff have sought input from the local board portfolio holder on 8 September 2014, no objections were raised.
Maori Impact Statement
16. There are no changes in use or operational activities being conducted on the land.
17. Ensuring community facilities are well maintained and accessible for all members of the community, will be of benefit to all.
General
18. The recommendations contained in this report do not trigger the Auckland Council Significance Policy.

Whau Local Board support for Waitangi Day Event at Hoani Waititi Marae, 6 February 2015

Purpose
1. The purpose of this report is for the Whau Local Board to consider the application [Attachment A] from the Te Whanau o Waipareira Trust for allocation of funds toward the 2015 Waitangi Day celebrations.
Executive Summary
2. The Whau Local Board received a deputation at the November 2014 meeting, seeking support for the 2015 Waitangi celebrations by all people at Hoani Waititi Marae.
3. Te Whanau o Waipareira Trust, in collaboration with the Hoani Waititi Marae Trust, has submitted a project outline, along with a letter of support from Dame June Mariu of the Hoani Waititi Trust, for the board’s consideration. [Attachments C and D].
4. The 2014 event drew in 10,000 people from all parts of Auckland and the Marae believes the 2015 event could potentially attract 15,000 to 20,000 people from all cultures.
5. Funding secured by the Te Whanau o Waipareira Trust for this event include:
· Regional Event Funding $10,000
· Henderson Massey Local Board $ 7,000
· Waitakere Ranges Local Board $ 4,000
6. The Whau Local Board has been approached for funding support to run the Waitangi Day 2015 event; specifically, to sponsor the children’s rides at this event. The rides were provided for free at the 2014 event and the organiser hopes for the same provision in 2015.
7. Sponsorship will be publicly acknowledged and promoted throughout the day by the MC and the on-site LCD screen.
That the Whau Local Board: a) Considers the amount it wishes to be allocated from the Whau Local Events budget to Te Whanau o Waipareira Trust, to sponsor the children’s rides at the 2015 Waitangi Day Celebrations at the Hoani Waititi Marae on 6 February 2015. |
Discussion
8. By way of deputation at the Whau Local Board meeting on 19 November 2014, funding support was sought for the Waitangi Day celebrations on Friday 6 February 2015 at the Marae located at 451 West Coast Road, Oratia. This marae serves the greater West Auckland Area, including the Whau.
9. Hoani Waititi Marae is a pan-tribal marae opened in 1980 through the efforts of the large Maori community of West Auckland. It serves a large area that includes the Whau.
10. The application indicates the Hoani Waititi Marae’s desire to invite all cultures into their space to share in celebrating the New Zealand national day.
11. Waitangi Day 2014 was launched at the Hoani Waititi. It was a family/whanau-oriented event. The event was judged a huge success, drawing 10,000 multicultural participants from across Auckland.
12. Auckland Council engaged Colmar Brunton to provide an independent survey of the 2014 Hoani Waititi Marae Waitangi Day event. The result of that independent review is attached [Attachment B]. The survey indicates 91% of participants were satisfied with the event overall and 90% would recommend the event to others: “the free rides and bouncy castles are attractive sites for families with children, which I find most enjoyable because of the excitement and smile it brings to children’s faces”.
Local Board area participation percentages are reflected as follows:
· Henderson-Massey 44 %
· Waitakere Ranges 25 %
· Whau 9 %
13. This is promoted as a family affair focusing on whanau and togetherness – advocating for a smoke free, alcohol free and agro free day. These objectives sit well with the Whau Local Board’s desire to create great local communities.
14. The Whau Local Board had a presence at the 2014 celebrations, setting up a booth alongside other stakeholders such as the Police and the Citizens Advice Bureau. An invitation has once again been extended to participate in the 2015 event.

Local Board Views and Implications
15. The Whau Local Board Plan 2014 has identified the need to work toward making our increasingly diverse communities reflect the best of our respective cultures and aspirations.
Maori Impact Statement
16. The Whau Local Board Plan 2014 notes the Auckland Council’s commitment to meeting its responsibilities under Te Tiriti o Waitangi and its broader statutory obligations to Maori. As part of this commitment Whau Local Board intends to increase and develop formal relationships with local iwi and Maori.
17. The Whau Local Board acknowledges the Treaty of Waitangi as the founding document of our nation and the board continually looks at ways of working with all Maori and the representative bodies to progress opportunities and outcomes for its Maori community.
