6.1

New Year Honours

 

Emeritus Professor John Boys – Takapuna – Companion of the New Zeland Order of Merit (CNZM) for services to science. Professor Boys is highly regarded internationally for his work in engineering and the commercial impact of his research. The work of Professor Boys and his team has brought more than $70 million in funding to the University of Auckland, transformed the fortunes of several national and international companies and contributed to the green economy worldwide.

Mr Gary Monk – Takapuna – Officer of the New Zealand Order of Merit – (ONZM) for services to the seafood industry and the community. Mr Monk has helped establish global markets for New Zealand seafood as the founder of seafood export business Intersea. He is also chairman to YES Disability Centre in Albany, a trustee of the North Harbour Charitable Trust and North Harbour Club, a foundation member of the Bruce Mason Centre and a sponsor of the North Shore Hospice Trust.

Mr David Poppelwell – Milford – QSM for services to the community. Mr Poppelwell has contributed to the North Shore and Hastings communities for more than 50 years. He spent 13 years as a trustee of the Bruce Mason Centre, planning the centre’s direction and how best to serve its diverse community.

Mrs Jean Rockel – Devonport – QSM for services to early childhood education. Ms Rockel has recently retired as a senior lecturer in early childhood education after 21 years working at the University of Auckland and Auckland College of Education. She is the editor of the journal ‘The First Years: Nga Tau Tuatahi’, which she founded in order to increase the profile of infants and toddlers in the academic and teaching communities

6.2

John McHugh

 

Member Hale and Member Cohen acknowledged the passing of John McHugh, aged 57, valued member of the Devonport Community Board, and the Chair of the Board Works Committee between 2001 and 2004. During his tenure, John proposed changes for parking on Wynyard Street from free to paid parking, and was proudly involved in the decision to upgrade Cambridge Terrace. He was also a valued member of business community  and had served as a board member on the Devonport Business Association in the past, and had recently been elected to the board of the newly established Devonport Business Improvement District.

Member Hale tabled a document titled “Eulogy for John McHugh”

A copy of the tabled document has been placed on the file copy of the minutes and can be viewed on the Auckland Council website.

6.3

Takapuna Grammar School Get2Go team

 

Member Cohen acknowledged Adam McPheat, Sean Green, Oscar Koller, Jono Nicholas, Saskia Vosper, Alex Dooley, Anna Jacobs and Julia O’Brien of the Takapuna Grammar Get2Go team, which placed fifth at the nationals competition, making them the top performing Auckland team.

a)         acknowledge the Takapuna Grammar School Get2Go team on their achievements at nationals.

6.4

Passengers injured on ferry

 

Member Gillon acknowledged the passengers injured on the ferry Kea at Devonport, following an accident shortly before the board meeting.

a)         acknowledge the passengers injured on the Devonport ferry accident on 17 February and pass on best wishes for a speedy recovery.

Annual Enviroschools Celebrations

 

Member Cohen acknowledged the schools that have completed bronze, silver or green-gold reflection at the annual Enviroschools celebration on 5 December 2014. Milford and Vauxhall Schools received Bronze signs this year. Milford and Takapuna Kindergartens and St Leo’s Catholic School received Silver signs and Forest Hill School received a Green-Gold sign at the celebration.

Sculpture on Shore

 

Member Bergin acknowledged the success of the Sculpture on Shore event held from 5 November to 16 November 2014 at Fort Takapuna.

7.1

Sharon Byron-McKay - Support of non-chemical spraying on reserves and sports-fields

 

Sharon Byron-McKay was in attendance to present a petition to the Devonport-Takapuna Local Board objecting the use of chemical spraying on reserves and sports-fields in the area.

 ROUNDUP herbicide is still being used on our sports fields, despite a stated intention to work towards alternative means of weed control.

If you want our community to be truly environmentally friendly and safe for all, then please complete your details below.

The petition from Sharon Byron-McKay was tabled at the meeting, along with a supporting document that was presented. A copy of the tabled documents have been placed on the file copy of the minutes and can be views at the Auckland Council website.

That the Devonport-Takapuna Local Board:

a)         receive the petition and the additional information from Sharon Byron-McKay regarding the support of non-chemical spraying on reserves and sports fields.

b)        thank Sharon Byron-McKay and supporters for attending the 17 February business meeting.

c)         ask officers to forward the petition on behalf of the petitioners, to the Long Term Plan (LTP) submissions team for their consideration as a submission to the LTP.

Quarterly performance report for the period ending 31 December 2014

That the Devonport-Takapuna Local Board:

a)         receive the Performance Report for the period ended 31 December 2014.

b)        acknowledge the work done by Takapuna Aquatic Centre.

c)         request a written report from officers on the progress of the Marine Square.

d)        express concern over the Long Term Plan proposals to increase social housing accommodation rentals, noting that the proposal will:

i)       adversely affect and stress some of our most vulnerable residents; and

ii)      create the potential to turn our social housing tenants into welfare recipients.

Devonport-Takapuna Local Board Discretionary Community Funding - Devonport Community House

 

Resolution number DT/2015/11

MOVED by Member G Gillon, seconded by Member DP Hale:  

That the Devonport-Takapuna Local Board:

a)      approve the application from the Devonport Community House requesting $1,600 towards heating, staff salaries and flier design for the weekend play programme at Devonport Community House between May 2015 to October 2015.

Auckland Transport update on issues raised in December 2014 and January 2015 for the Devonport-Takapuna Local Board

 

Resolution number DT/2015/12

MOVED by Chairperson MA Cohen, seconded by Member DP Hale:  

That the Devonport-Takapuna Local Board:

a)         receive the Auckland Transport December 2014 and January 2015 Issues update.

b)        note that the present bus shelter outside Takapuna Grammar School on Lake Road, nearly opposite Eversleigh Road, is not fit for purpose because of the inability of the driver to see passengers waiting for a bus and passengers unable to see approaching buses, due to adshel advertising blocking line of sight.

c)         ask Auckland Transport to either remove the adshel advertising from the northern end of the Takapuna Grammar School bus shelter on Lake Road, nearly opposite Eversleigh Road, or separate the bus shelter into two separate shelters, with the advertising on the south side of both shelters.

d)        ask Auckland Transport to supply information, especially passenger numbers, to support their decision to retain the bus stop on King Edward Parade near the Devonport library/Windsor Reserve.

e)         ask Auckland Transport to urgently investigate on the parking issues at Cockayne Crescent and other streets near the Sunnynook bus station, and report back to the board on the action to address the issues.

Rachael Findlay-Clarke from the Sunnynook Community Association was in attendance to address parking issues in Sunnynook.

Local board input on the draft Regional Land Transport Plan 2015-2025

 

Resolution number DT/2015/14

MOVED by Chairperson MA Cohen, seconded by Member DP Hale:  

That the Devonport-Takapuna Local Board:

a)         agree to provide feedback to Auckland Transport on the draft Regional Land Transport Plan 2015-2025 by:

i)       speaking at Auckland Transport’s Transport Stakeholder event.

ii)      providing written feedback to Auckland Transport.

b)        delegate the Chairperson and transport portfolio holders the power to speak on behalf of the board at Auckland Transport’s Transport Stakeholder event.

c)         delegate the Chairperson and transport portfolio holders the power to approve the board’s written feedback to Auckland Transport on the draft Regional Land Transport Plan (RLTP) 2015-2025 following circulation of the draft to members for their feedback, prior to the board’s written feedback being finalised.

d)        express concern that the Devonport-Takapuna Local Board is classified as a stakeholder of Auckland Transport, when in fact it is a part of what makes up Auckland Council.

e)         note with concern that it seems that no ability has been recognised for the board to reflect on the submissions received from the community through the Long Term Plan (LTP) consultation process prior to Auckland Transport’s Transport Stakeholder event, so that the board can represent the communities views at that event.

f)          express concern that the $54 million budget to upgrade Lake Road is removed from the proposed LTP, and delegate the Chairperson and transport portfolio holders to advocate to Auckland Transport to have the money returned to the budget, to support easing the congestion problems on Lake Road.

g)        note that the basis of the board’s feedback to the draft RLTP 2015-2025 will be the community led Devonport-Takapuna Local Board Plan.

a)      delegate to the following staff the power and responsibility to hear from the public on the local board agreement through “spoken interaction/NZ sign language interaction” at the “Have Your Say” events, in the event that there are insufficient elected representatives present at each table:

i)       Tier 2 staff (executive lead team members of Council staff – e.g. Roger Blakeley – Chief Planning Officer)

ii)      Tier 3 staff (Senior Management – e.g. Karen Lyons, Manager Local Board Services)

iii)     Local Board Relationship Manager, Local Board Senior Advisor, Local Board Advisor

iv)     any additional staff approved by the Chair.

Resolution number DT/2015/18

MOVED by Chairperson MA Cohen, seconded by Member DP Hale:  

That the Devonport-Takapuna Local Board:

a)         receive the Chairperson’s report.

b)        delegate the Chairperson the responsibility to write to the Chief Executive of Ports of Auckland Ltd. (POAL), expressing the Devonport-Takapuna Local Board’s anger over POAL’s lack of consultation with the board prior to making any decision regarding its future expansion plans.

c)         remind council officers that the Devonport-Takapuna Local Board is an essential party to any discussions relating to POAL ambitions, particularly where they relate to the expansion of wharves, or changes to services to Devonport Peninsula arising from changes to POAL infrastructure.

d)        ask officers to prepare a report advising the Devonport-Takapuna Local Board on the options available to the board when considering the expiry of the Takapuna Golf Driving Range lease over the Barrys Point Reserve, and the financial implications of those options.

e)         delegate the Chairperson the responsibility of representing the Devonport-Takapuna Local Board at a zone 1 Local Government New Zealand (LGNZ) meeting to advise LGNZ of the board’s concern about the government’s social housing policy.

f)          ask officers to report urgently on the background to the reported changes to water and wastewater, and the steps being taken to minimise the financial impact on and retroactive charging of community organisations that may be affected by those charges.

Approval of the Gould Reserve Playground concept plan

That the Devonport-Takapuna Local Board:

a)         adopt the draft concept plan for the Gould Reserve playground included as Attachment A.

b)        approve the project to proceed to detailed design and construction, subject to compliance with the conditions of the appropriate legal agreement between the Trust and Auckland Council for the delivery of the Gould Reserve Playground.

c)         grant land owner consent to the Takapuna Beach Playground Charitable Trust for the construction of a playground on the area of Gould Reserve indicated on Attachment A, subject to the appropriate officer’s advice.

ii)    1 Derby Street, Devonport

b)      grant the 64B Heathcote Road, Castor Bay application with the condition that the trellis is covered; clause (a-k) is met at all times; that the spa pool remain in the same location as on the day of inspection, and is granted to current owner.
