TERMS OF REFERENCE
The Terms of Reference set out the purpose, role and protocols of the Panel.
Panel members will also be expected to abide by the Code of Conduct for members of Auckland Council advisory panels.
Purpose
The purpose of the panels is to provide strategic advice to the Council on issues of significance to their communities and to advise on effective engagement by Council with those communities.
Outcomes
The Panel will provide advice through an agreed annual work programme, integrated wherever possible, with other panels and approved by the Regional Strategy and Policy Committee.
Annual work programme
The Council will advise the Panel of the areas of strategy, policy and plan development that are likely to require comment or advice from the Panel during the course of the year. The work programme should also provide scope for the Panel to respond to issues and concerns arising from its communities and to develop its own priorities.
As resources allow, budget is available for the Panel to support activities that clearly contribute to the agreed work programme but the Panel may not access external resources for activities or events, except with the agreement of Council
Submissions
Panel advice will contribute to Council decision-making, but panels will not make formal submissions on Council strategies, polices and plans, for example, the Long Term Plan.
In their advisory role to the Council, Panels may have input to submissions made by the Council to external organisations but do not make independent submissions, except as agreed with Council.
This does not prevent individual members being party to submissions outside their role as Panel members.

4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Advice on voting and candidates for the 2016 local government elections

Purpose
1. To provide input and advice on voting and candidates for the 2016 local government elections.
Executive Summary
2. The next local government elections will be conducted by postal vote, concluding at 12 noon on Saturday 8 October 2016.
3. Auckland Council has begun its planning for the elections and is seeking advice from the council’s advisory panels. Council’s key objectives for the next elections are to deliver:
· an excellent experience for candidates and voters, resulting in a pool of candidates that reflects Auckland’s diversity, and a voter turnout of at least 40%;
· a candidate-to-member ratio of 3;
· user-centric, innovative and transparent local body elections.
4. We seek your input and advice on two key questions:
a. What can we do to encourage younger people and those from ethnic and migrant communities to consider standing as candidates?
b. What can we do to encourage younger people and those from ethnic and migrant communities to register and to vote?
5. Generally speaking, the turnout in local government elections in New Zealand is on the decline. Younger people and those from ethnic and migrant communities have a lower incidence of voting than other groups. By way of background, please find attached the Justice and Electoral Select Committee Inquiry into the 2013 Local Government Elections (Attachment A); and the Results from the General Social Survey 2013 (Attachment B).
6. The Manager, Democracy Services and Manager, Elections Planning will attend the Panel meeting to hear your advice on the above questions and any other input panel members may wish to provide, and can also answer questions.

Long-term Plan 2015-2025: Consultation Update

Purpose
1. To receive an update on the 10-year budget (Long-term Plan (LTP)) consultation process so far.
2. To receive details on events and other opportunities for people to have their say.
3. To discuss ways to ensure high levels of participation by ethnic people.

Discussion
4. Auckland Council, in consultation with Aucklanders, is developing its next 10-year budget and we need views on what we invest in and prioritise. This budget covers everything we do and how we pay for it over the next 10 years. It is the most significant review of Auckland Council’s work programmes and budgets since amalgamation and aims to invest more in Auckland than any other decade while keeping rates affordable.
5. We want views on whether we have the balance right and are focusing on these key consultation topics:
· Investing in Auckland
· Fixing Auckland Transport – major investment is needed to avoid worsening congestion. We need to decide whether to invest more to deliver the transport network Auckland needs and also consider options for how to pay for this
· Your Rates – making them fair / who pays what
· Housing and development – a more active development role for council is proposed
· Proposals in local areas
6. Changes to the Local Government Act 2002 present an exciting opportunity to improve the way council engages the diverse communities of Auckland. This includes providing a wider range of channels from which to receive public feedback as well as the introduction of spoken interaction events (which we are calling Have your say events) to replace the traditional LTP hearings.
7. Within the legislation, and backed up with our newly adopted Significance and Engagement Policy, there is specific reference to having regard to the views of all communities and taking into account the diversity of our community.
8. We are making this consultation more accessible and have provided a number of ways for people to provide feedback:
· Written - using the feedback form attached to the summary or online via ShapeAuckland
· Digital – participating in social media, commenting on one of our blog posts or one of the online live-chats scheduled. See ShapeAuckland for more information
· In person – by attending a Have your say event (formal); these are taking place throughout the region during the consultation period or by participating at one of the community events (informal). More information about these events and how to register is available on ShapeAuckland
Targeted communications
9. We have been widely promoting the consultation period and the upcoming Have your say events. Advertisements have been placed in print and online – including ethnic and pacific media:
· Samoa Observer
· Taimi o Tonga
· Chinese Herald
· Mandarin Pages
· Indian Newslink
(almost all were translated)
10. We have also promoted on a number of ethnic and pacific stations, including:
· PI, Niu, Radio Tarana (Indian), Radio Samoa, Mai FM, Radio Waatea, New Supremo (Mandarin), Real Good Life (Cantonese)
11. The Mayor will be holding a briefing with ethnic and pacific media next week. Advising the audience specific Have your say events is on-going, there will be more targeted communications and media releases over the coming weeks.
12. Following consultation, feedback will be considered by elected members. Decisions will be made in May and a final plan will be adopted by the Auckland Council Governing Body in June 2015. You will be able to view decisions on ShapeAuckland in July.
Have your say events process
13. The purpose of these events is to listen to the views of Aucklanders and accurately record public feedback that will inform council decision making. All this feedback will be considered by decision makers.
14. There will be at least one Have your say event held in each local board area; some of the larger board areas will have two events (Franklin, Rodney, Howick and Henderson-Massey). In addition to these locally hosted Have your say events, we have decided to run audience specific events. The Ethnic event will happen on Monday 2 March (6-8pm) at the Town Hall, Auckland
15. These events will cover the same issues as the local events, but will be tailored more to suit that particular audience. The topics may focus on slightly difference aspects depending on the group. We hope that by having audience specific events, attendees can be part of a group they relate to; these events may capture those who would not normally be involved in the process.
