b)         That this item needs to be considered before the next  meeting of the Mangere-Otahuhu Local Board because the organisers of  the ‘Everyday Heroes Event’  seek confirmation of grant from the Board  in light of the planned  changes of location and date to the event.

Auckland Transport Quarterly Update to Local Boards

a)         Receives the Auckland Transport Quarterly Update to Local Boards Report.

b)      Does not believe that the Local Board Transport Capital Fund project at Bader Drive and Idlewild Road has been effective in addressing the issues of making the intersection safer and enabling better traffic flow, therefore the local board requests Auckland Transport investigate and report back on signalisation at this intersection, incorporating safe pedestrian crossing.

b)      Endorses Auckland Council Property Limited’s recommendation to the Regional Strategy and Policy Committee to dispose of 237R James Fletcher Drive, Otahuhu.

c)      Requests that the Local Board receives the revenue from this sale for local activities and projects.

a)      Agree to provide feedback to Auckland Transport on the draft Regional Land Transport Plan 2015-2025 by:

i)       speaking at the Auckland Transport, Transport Stakeholder event

ii)      providing written feedback to Auckland Transport as tabled and amended.

b)      Delegate to the chair and the transport portfolio holder the power to speak on behalf of the board at the Auckland Transport, Transport Stakeholder event.

c)      Delegate to the chair and the transport portfolio holder the power to approve the board’s written feedback to Auckland Transport on the draft Regional Land Transport Plan 2015-2025.

Supporting Māori Input into Local Board Decision Making

That the Māngere-Ōtāhuhu Local Board:

a)      Commits to partner with Mana Whenua, taking a collaborative approach guided by Te Tiriti o Waitangi, in order to:

i)        further explore, enhance and enable meaningful relationships and genuine engagement with iwi Māori, and

ii)      reduce inequalities and improve community wellbeing.

b)      Appoints Walter Togiamua to represent the local board on a political steering group on Māori input into local board decision-making.

c)      Allocates $8,000 from its Community Response Fund (OPEX) to support the political steering group.

a)      Note that the event organisers have sought to reconfirm  grant support from 5 boards, including Mangere-Otahuhu due to changes in the location, date and specific items requested.

b)      Note that the event organisers have informed grants will be used for additional promotion and advertising if the board re-confirms the grant.

c)      Alters their allocation from $6,160 to $3,000 from the 2014/2015 Local Event Support Fund to the Everyday Heroes Event to be held on Saturday 28 March 2015 at Botany Town Centre (Shopping Mall).

·         Councillor Anae attended this morning’s blessing and sod turning event for the future development of the site. According to Civic Events: “Part of Colin Dale Park is about to be developed to accommodate identified activities, including Karting, off-road racing, motor-cross, BMX, jet sprint and radio controlled cars. The project has generated significant interest and will provide great community benefit, both locally and regionally.”

 

 

 


ITEM 19

 

Mangere-Ōtāhuhu Local Board provides the following feedback on the draft Regional Land Transport Plan 2015-2025 (RLTP):

  1. The Auckland region is at a critical point in history and has the opportunity to drastically transform the region by making some of the big calls to sort out Auckland’s Transport Infrastructure.
  2. Through the Long-term Plan (LTP) process, the board will strongly advocate for the expanded ‘Auckland Plan’ transport programme to minimise delay for the provision of critical public transport infrastructure across the region including the Ōtāhuhu Bus interchange and the Manukau Interchange.
  3. The board support an alternate option for funding the ‘Auckland Plan Transport Network’ which is a 3.5% petrol and diesel tax and proposes that this option is investigated for the governing body for formal consideration.
  4. The strategic response outlined in the RLTP for each mode of the ‘One System’ approach fails to recognise that a ‘transformational shift’ is required away from ‘roads’ as the backbone of our transport infrastructure to rail, cycling, walking and alternate modes of transport.
  5. Subsequently the ‘ranking and prioritisation’ process used by Auckland Transport to assess projects, is required to be amended to give greater weighting to public transport projects and associated initiatives.
  6. Greater weighting for cycleways and walkways projects is also required.
  7. Future implementation of the parking strategy previously consulted on through the “Draft Parking Discussion Document” and potential increased costs to the Auckland public for the alternate Funding for Transport will have a significant impact on commuter choices. Providing high quality public transport infrastructure and customer experience will be critical to prove that alternatives modes of transport are a viable option for commuters.
  8. That high quality cycle and walkway networks need to be prioritised as part of the ‘One System’ approach to add to the viable alternatives for commuters. The board supports the proposed Auckland Plan expenditure for walk and cycleway networks.
  9. The board also supports that light rail be investigated as a means to service those areas which can’t be served by commuter rail or buses but that time and energy is not spent chasing funding and developing concepts for light rail at the expense of south Auckland public transport projects already planned.
  10. Without significant focus on improving transport choices for commuters through public transport, walkways and cycleway and providing high quality, affordable services, there is a risk that our current transport problems will be unaffected by this RLTP as the shift of commuters out of cars will not occur.
  11. That ‘Māngere Town centre Bus Interchange upgrade’ is reintroduced into the final RLTP which is not currently listed in the draft document.
  12. The board also supports the retention of the $10m pa to local board initiatives (better known as the Local Board Transport Capital Fund) but seek to increase this fund should to $20m pa to offset the lack of funding for local projects under the draft RLTP.  This is a relatively small sum, which could be found by reprioritising large projects in the RLTP.  It would enable local boards to carry out local place making projects which don’t meet Auckland Transports regional prioritisation criteria but are critical to our communities.
  13. Delivery on key transport projects by Auckland Transport is vital to the success of the “The Southern Initiative”, a major place based priority of the Auckland Plan. Auckland Transports commitment to the roll out of Public Transport Network in Southern sub-region for example is essential as a number of TSI outcomes hinges on the improvement in the public transport network in the southern area of Auckland..  It has impact on youth employment, worker mobility and improved accessibility to and from the area to the rest of the city. It  will also accelerate Economic Development Initiatives for the four TSI boards involved.
  14. The board also requests to be heard in support of their submission.
