Award of Manurewa Local Board Rangatahi Youth Scholarships 2014/2015

Purpose
1. This report seeks Manurewa Local Board approval to allocate funding to recipients of Rangatahi Youth Scholarships for 2014/2015.
Executive summary
2. The Manurewa Local Board budgeted $10,000 for the Rangatahi Youth Scholarships in 2014/2015. Applications for these scholarships closed at 5pm on Friday, 12 December 2014.
3. The board established a panel consisting of the Chairperson, Deputy Chairperson, Member Darryl Wrightson, and Amar Jakhu (Manurewa Youth Council representative), to consider the applications and provide recommendations for the board’s consideration.

Comments
4. The Manurewa Local Board budgeted $10,000 for Rangatahi Youth Scholarships in the 2014/2015 financial year. The purpose of the scholarship is to assist young people up the age of 24 to undertake tertiary education or training, or to develop their leadership potential. A copy of the criteria and application form is attached as Attachment A.
5. The scholarships were advertised in the Manukau Courier, through the Manurewa Youth Council, in local schools, by email and on the Manurewa Local Board’s Facebook page. Applications closed at 5pm on Friday, 12 December 2014. Late applications were not accepted.
6. Twenty applications were received from across the local board area, requesting a total of $38,000. One applicant did not specify an amount. Two applications did not meet the scholarship criteria; one was from outside the local board area and the other was for education not covered by the criteria.
7. Applications were received from nearly twice as many females (13) as males (7). Ages ranged from 15 up to 24, with 12 (60%) of the applicants aged either 17 or 18. Thirty per cent of applicants identified with more than one ethnic group and two did not provide ethnicity details. Ten applicants were of New Zealand European descent, eight of Maori descent, four from Pacific Island backgrounds (Cook Islands (2), Samoa and Tonga), two Chinese, one Indian and one Cambodian.
8. The majority (16) of the applications requested funding for tertiary study or training, two sought assistance to help with funding to attend conferences in Australia and one for a contribution to attend an Outward Bound training course. One application was for funding for secondary education which falls outside of the scholarships criteria. In some cases, tertiary costs were a “top up” on another primary purpose so that the application reached the maximum of $2000.
9. Most of the tertiary study or training (11) applications were for university courses, two each for polytechnic (MIT) and private training establishment study, with two seeking assistance with costs for continuing apprenticeship training.
10. The panel agreed that it would like to fund as many applicants as possible, while still making a worthwhile contribution to the aspirations of each applicant. All of the applicants demonstrated high achievement, were ambitious, aspirational and showed leadership or leadership potential. In making decisions to grant funding, the panel focussed particularly on the purpose for which the scholarships were sought, providing assistance to those beginning their tertiary study or training, and on community contribution through leadership and volunteering.
11. Based on its case-by-case assessment of the applications received, the panel is making recommendations for the full Manurewa Local Board to agree at its February 2015 business meeting.
12. After considering each application the panel has recommended that the Manurewa Local Board award the following scholarships.

13. All applicants have been informed by phone or email of the panel’s recommendations and will receive confirmation in writing following the local board’s business meeting on 12th February, with an explanation of the decision-making considerations relating to their application. Successful applicants will receive their scholarships on completion of the required documentation.

14. All applications were considered by a panel nominated by the Manurewa Local Board. This report seeks the local board’s agreement on the panel’s recommendations.
Maori impact statement
15. Manurewa has a high proportion of young people, many of whom are Maori. In an effort to reflect this and attract more applications from young Maori, the name of the scholarships was changed to Rangatahi Youth Scholarships. Forty per cent of applications received were from people of Maori descent, well up on previous scholarship rounds.

Local board input on the draft Regional Land Transport Plan 2015-2025

Purpose
1. To outline the options for local boards to provide feedback on the draft Regional Land Transport Plan 2015-2025 and agree the approach the Manurewa Local Board will take to provide their feedback.
Executive Summary
2. The draft Regional Land Transport Plan 2015-2025 (RLTP) was endorsed by Auckland Transport’s Board at their 16 December 2014 meeting. It sets out the programme of work Auckland Transport (AT) proposes to deliver over the next ten years, within the funding available, and the models used to prioritise projects. Attachment A is the draft RLTP.
3. Local boards had three opportunities at different workshops in 2014 to discuss the RLTP process, prioritisation mechanisms and proposed projects with Auckland Transport management and staff.
4. Following on from these workshops, local boards are now encouraged to provide formal feedback about the draft RLTP. There are two ways boards can do this. AT would like to encourage boards to take up both opportunities.
a) Speak at the AT Transport Stakeholder event that is taking place on the 10 and 11 March. This is a hearing style event where local board members will be heard by members of the AT board.
b) Provide written feedback to AT by 16 March.
That the Manurewa Local Board: a) agree to provide feedback to Auckland Transport on the draft Regional Land Transport Plan 2015-2025 by: i) speaking at the Auckland Transport Transport Stakeholder event ii) providing written feedback to Auckland Transport. b) delegate to the chair and the transport portfolio holder the power to speak on behalf of the board at the Auckland Transport Transport Stakeholder event. c) delegate to the chair and the transport portfolio holder the power to approve the board’s written feedback to Auckland Transport on the draft Regional Land Transport Plan 2015-2025.

The draft RLTP
5. The draft Regional Land Transport Plan 2015-2025 (RLTP) was endorsed by Auckland Transport’s Board at their 16 December 2014 meeting. It sets out the programme of work Auckland Transport proposes to deliver over the next ten years, within the funding available, and the models used to prioritise projects. Attachment A is the draft RLTP.
6. In addition, the draft RLTP identifies an alternative transport investment package that may be possible if additional funding can be secured.
7. The council’s Long-term Plan (LTP) and the RLTP are developed under a very similar timeline and cover largely the same transport issues. Rather than consulting with Aucklanders on the same issues at the same time, this year a single consultation process will be used to seek Aucklanders’ feedback on transport and inform both the LTP and the RLTP. This consultation is taking place between 23 January and 16 March.
Local board input on the draft RLTP

Therefore boards should already be familiar with the broad direction of the draft RLTP and the constraints involved.
9. Following on from these workshops, local boards are now encouraged to provide formal feedback about the draft RLTP. There are two ways boards can do this. AT would like to encourage boards to take up both opportunities.
a) Speak at the AT Transport Stakeholder event that is taking place on the 10 and 11 March. This is a hearing style event where local board members will be heard by members of the AT board. From those boards speaking at these events, AT is seeking a written summary in advance of the event as well as written feedback (see below for details) which generally summarises and reflects their verbal presentations. Boards will need to delegate to member/s the power to speak on behalf of their board at this event.
b) Provide written feedback to AT by the 16 March by delegating to member/s the power to approve the board’s written feedback prior to submitting it to AT.
10. These deadlines are important because Auckland Transport staff must analyse all submissions and prepare a revised draft of the RLTP for the April 2015 AT Board meeting. The revised draft RLTP must be provided to New Zealand Transport Agency by 30 April to ensure central government considers Auckland’s programme alongside all other regional programmes from across New Zealand.
11. Local boards have already undertaken extensive community engagement to inform their local board plans and advocacy plans, including on transport. This is in addition to the ongoing conversations boards have with their communities about their priorities and the engagement taking place as part of the LTP and RLTP consultation. This information will be useful to inform local board feedback on the draft RLTP.
12. When providing feedback on the draft RLTP, it is useful to remember that:
a) it is the governing body not AT that will decide the level of funding that will be made available to deliver on the transport programme
b) the RLTP presents a proposed programme of work that is able to be delivered within the funding the draft LTP has made available for transport.
13. Therefore if boards have feedback on the level of funding that has been allocated to transport in the LTP this can be advocated to the governing body. Feedback on the draft RLTP could focus on the proposed programme of work and the prioritisation model that has been used to determine this.
14. In addition to local boards providing feedback on the RLTP, the community also has the opportunity through the LTP/RLTP consultation to give their views to AT.
15. Local board feedback will be analysed along with all other feedback AT receives through the RLTP consultation. This will inform any amendments to the draft RLTP which will be reported back to the AT Board in April.

16. This report sets out how local boards have already been engaged in the development of the draft RLTP and how they can now choose to provide formal feedback.
Maori impact statement
17. This report is about how local boards can provide feedback to AT on the draft RLTP. In terms of the process boards can follow for this, there are no specific impacts on Māori. There may be some consideration in boards’ feedback to AT on how the transport programme affects Māori. In addition there are also two regional stakeholder hui that will take place as part of the LTP/RLTP consultation.

18. The final RLTP will be posted on AT’s website as soon as possible after adoption, and printed copies will be made available prior to the statutory deadline of 31 July 2015.

6. Local Economic Development has included a quarterly report for the first time. This is expected to be a standard report every quarter.
7. In consultation with local boards this omnibus report provides the elected members with an overview of local activities from council departments and CCO’s.
8. The Performance Report contains departmental and CCO reports for inclusion and discussion. Some of these will be six monthly reports depending on their traditional reporting cycles.

Proposed Water Supply and Wastewater Network Bylaw

Purpose
1. Manurewa Local Board supports the objectives of consolidating and modernising the regulations governing Auckland Council’s water supply and wastewater networks and makes appropriate recommendations for consideration in the bylaw.
Executive Summary
2. Watercare is proposing that Auckland Council make a single, Auckland-wide water supply and wastewater network bylaw to help protect Auckland’s water supply and wastewater network. This proposal is out for public consultation till February 25th after which hearings will be conducted.
3. Manurewa Local Board supports the proposed bylaw and would welcome a programme in which all stormwater connections to the wastewater network were phased out and replaced with practices consistent with stormwater provisions in the Auckland Plan. The board also recommends caution in restricting the supply of water in cases of non-payment.
Discussion
4. Under the proposed bylaw Council will:
i. require that authorisation from Watercare is obtained for all connections to or disconnections from the water supply or wastewater networks
ii. protect the water supply and wastewater network from damage
iii. manage work near the water supply and wastewater network
iv. ensure appropriate standards for any new infrastructure that will be vested with Watercare
v. enable Watercare to recover costs for damage to the network
vi. prescribe appropriate offence provisions for activities that could cause damage to the water supply and wastewater network
vii. enable Watercare to refuse connections where there is insufficient network capacity
viii. protect the quality of the water supply
ix. allow for the restricting of water supply to maintain adequate quantities of drinking water in the event of drought or other emergency
x. define the “point of supply”, i.e. the boundary between public and private water supply and wastewater networks
xi. prohibit unauthorised taking of water from a hydrant
xii. manage inflows and illegal dumping of material into the wastewater network to avoid wastewater overflows.
5. The proposed bylaw does not cover on-site wastewater systems as they are not part of Watercare’s network. Council will address these in a review of another bylaw.
6. The proposed bylaw will replace similar provisions in eight former councils’ bylaws.
7. Manurewa Local Board Plan includes a focus on enhancing our streams and harbour. In this context the Board seeks that the proposed bylaw be strengthened to require that all practicable steps are taken to avoid ‘overflow’ or ‘discharges’ of wastewater into the streams.
That the Manurewa Local Board: a) welcomes moves to consolidate and modernise the rules regulating the provision of water supply and the treatment of waste water b) note the intention is to protect the public water supply and waste water networks from damage, misuse and interference c) acknowledge that this is significant work and requires time d) note that there has been a practice in older areas of the Auckland isthmus of running the stormwater into the wastewater network e) note that the practice is out of step with modern principles of stormwater management which call for low impact design. f) note that this practice is no longer supported in the context of the Auckland Plan and that the practice can be seen as tantamount to misuse of the wastewater network. g) recommend adding stormwater into the wastewater network be phased out in the modern era because: i. of the risks to public and environmental health which arise when there are overflows into local creeks and harbours at times of heavy rainfall; and ii. because the practice is financially expensive as it results in a very much larger volume of water being required to be transported and then treated through the wastewater network. h) recommend the proposed bylaw be strengthened to require that all practicable steps are taken to avoid ‘overflow’ or ‘discharges’ of wastewater into the streams. i) recommend the Bylaw require that great care be exercised in any restricting the supply of water due to non-payment.
j) delegate the authority to the Chair and Deputy Chair to speak on its behalf at the hearings into the water supply and wastewater network bylaw.

e) strongly supports encouraging and enabling community use of berms as much as practicable. a) f) strongly supports the development of berm-planting guidelines, which would include: i) safe depths to dig to ii) ideal plants in a number of categories – natives, food, trees iii) maintenance expectations, including in regard to safety eg: height iv) working with neighbours. b) g) request a report back to the Manurewa Local Board by March 2015, from Auckland Transport, addressing the berm planting issues and reporting on progress on resolutions e) to i). c) h) support local boards as the key conduit for Auckland Transport to have community relationships around berm planting, for example, the local board in an area has the relationship with a community group or individual who plant and maintain a specific section of berm in that board’s area. Each Local Board will have the ability to form these relationships, record and monitor them, in ways that contribute to broader local board outcomes and priorities. d) i) recognises the role of berms in allowing access to services for utility agencies, and to that end requires Auckland Transport to create maps available online clearly identifying which berms have services running underneath them at a shallow depth and those that do not. |

1. Local Alcohol Ban Review
Kylie Hill (Policy Analyst, Social Policy & Bylaws) gave an overview of the Local Alcohol Ban Bylaw review and the impact on the Manurewa Local Board area.
Evidence is now required in order to retain local alcohol bans. Under the new Act blanket alcohol bans will no longer be acceptable in the bylaw. The board will need to establish that there is a high level of disorder or crime. The definition of “high level” has not been defined in the Act or in the bylaw. Documented evidence is required.
The board asked for a template to be developed to help the various organisations working in the community to record incidents.
The board believed there should be zero tolerance for alcohol around playgrounds.
Kylie advised that there will be 2-3 further workshops to go through the information staff have gathered in detail.
The board to brief the community groups: 1. Record everything – date, time and what happened. 2. Parks contractors, Pacific Wardens, crime watch and volunteer patrols 3. Boy racer roads signage – 160 areas, 150 no signs – therefore never Policed. 4. Signage for the outcomes of the review process is accounted for and will be paid for out of the project.
Kylie to investigate whether there is any data held at the Clendon and Wiri Police stations.
Board member Hawkins felt information relating to the following questions would also be helpful as evidence: · statistics on how many people are being prosecuted might be helpful. · what prosecutions are successful? · how many people are supplied with infringement notices? · how many people don’t pay? · how many infringement notices have been paid. · how long do they take to get through the prosecutions. · are there repeat offenders? · what alcohol related crime has been committed in the area?
David to contact Julia Lynch (Manurewa Area Police Commander) to get information to support local alcohol bans.
Kylie advised that each local board can set their own threshold for the criteria.
The board might want to consider times for the bans. The ban times need to be proportional in relation to the evidence. A small selection of standard times is more efficient.
The Police are the enforcement agency for the alcohol ban areas.

Mark Purdie (Acting Leader Financial Advisor) gave an overview of the quarterly financial performance report.
Mark to ask whether the CCTV cameras looking north and south on Great South Road can be replaced due to the poor quality of picture produced.
Mark to provide the following information before the 12 February Board meeting:
Local Recreation Services · Why have numbers dropped at the Clendon Early Childhood Education centre? · What is the work plan for the Manurewa Recreation Centre? · Have staff made a decision to close the Recreation Centre early/ · What is the investment in terms of repairs and maintenance and are there any plans for renewals?

3. Long-term Plan Engagement
Mary Hay (Local Board Engagement Advisor) gave an update on the consultation process for the Long-term Plan.

4. Local Economic Development Action Plan
Stephen Cavanagh (Local Economic Development Advisor) presented the Manurewa Local Economic Development Action Plan. The plan incorporated stakeholder feedback received to date.
The board members wanted to see the relationship with ATEED and the board strengthened.
Overall board members were happy with the Economic Development Action Plan.
