That the Manurewa Local Board:

a)         accept the apologies from the Chairperson, Angela Dalton, Member Angela Cunningham-Marino, Cr Calum Penrose and Cr Sir John Walker, KMNZ, CBE, for non-attendance.

Manurewa Youth Council Update

 

Kieran Henderson (Chairperson) and Matthew Ward (Deputy Chairperson) Manurewa Youth Council gave a verbal report about the a activities of the Youth Council.

MOVED by Deputy Chairperson SP Brown, seconded by Member KE Penney:  

That the Manurewa Local Board:

a)         receive the verbal report from the Manurewa Youth Council regarding:

i)          appointment of new members

ii)         successful induction - team building – elections - new list of priorities

iii)        plan to make submission on the Long-term Plan - encourage youth participation in policy analysis and consultation

iv)        submission on the Local Approved Products Policy – booked in for 9.30am 23rd February 2015

v)         organised a participation in the Manurewa Waitangi day event which was cancelled

vi)        appointed portfolio roles - encourage new members to take active and rewarding positions in the community

vii)       story in the Courier, profile and Q&A with Manurewa Youth Council chairman

viii)      chairman to give speech at ANZAC day service under advisement from ANZAC Committee

ix)        seeking school representatives on the youth council, chairman (or deputy) and Simeon to approach principals and seek their co-operation, distribute applications through the schools James Cook, Alfriston, and Manurewa High Schools

x)         planning budgets for Youthfest and the consideration of seeking funding from the Wiri Licensing Trust

xi)        organising members to take active roles in the ice-cream sundae world record attempt

xii)       Jobfest approaching, representative visited Youth Council and offered positions in the operation of the event at Manukau Institute of Technology (MIT). Encouraging organisers to contact local board and schools. Additionally, encouraging younger Manurewa Youth Council members to register and meet employers

xiii)      goal this year - strengthening ties to local board and boosting publicity of Manurewa Youth Council.

Award of Manurewa Local Board Rangatahi Youth Scholarships 2014/2015

That the Manurewa Local Board:

a)      note the recommendations of the panel established to consider applications for the  2014/2015 Manurewa Local Board Rangatahi Youth Scholarships.

b)      award scholarships to the following applicants as recommended by the panel:

Local board input on the draft Regional Land Transport Plan 2015-2025

 

Resolution number MR/2015/18

MOVED by Deputy Chairperson SP Brown, seconded by Member GW Hawkins:  

That the Manurewa Local Board:

a)      agree to provide feedback to Auckland Transport on the draft Regional Land Transport Plan 2015-2025 by:

i)       speaking at the Auckland Transport Transport Stakeholder event

ii)      providing written feedback to Auckland Transport.

b)        express concerns over the direction of the Regional Land Transport Plan and the process for hearing community views.

c)      delegate to the Chair, Deputy Chair and the Manurewa Local Board transport portfolio holder the power to speak on behalf of the local board at the Auckland Transport Transport Stakeholder event.

d)      delegate to the Chair, Deputy Chair and the Manurewa Local Board transport portfolio holder the power to approve the board’s written feedback to Auckland Transport on the draft Regional Land Transport Plan 2015-2025.

Responses to questions raised at 27 January 2015 Manurewa Local Board workshop regarding the Quarterly Performance Report for the three month period ended 31 December 2014.  A copy of this document is publicly available on the Auckland Council website.

Proposed Water Supply and Wastewater Network Bylaw

 

Resolution number MR/2015/20

MOVED by Deputy Chairperson SP Brown, seconded by Member DJ McCormick:  

That the Manurewa Local Board

a)         provide the following feedback to the proposed Water Supply and Wastewater network Bylaw:

i)       welcomes moves to consolidate and modernise the rules regulating the provision of water supply and the treatment of waste water

ii)      note the intention is to protect the public water supply and waste water networks from damage, misuse and interference

iii)     acknowledge that this is significant work and requires time

iv)     note that there has been a practice in older areas of the Auckland isthmus of running the stormwater into the wastewater network

v)      note that the practice is out of step with modern principles of stormwater management which call for low impact design

vi)     note that this practice is no longer supported in the context of the Auckland Plan and that the practice can be seen as tantamount to misuse of the wastewater network

vii)    recommend phasing out stormwater being added into the wastewater network in the modern era because:

1)      of the risks to public and environmental health which arise when there are overflows into local creeks and harbours at times of heavy rainfall; and

2)      because the practice is financially expensive as it results in a very much larger volume of water being required to be transported and then treated through the wastewater network

viii)   recommend the proposed bylaw be strengthened to require that all practicable steps are taken to avoid ‘overflow’ or ‘discharges’ of wastewater into the streams

ix)     recommend the bylaw require that great care be exercised in any restricting of the supply of water due to non-payment

 

x)      delegate the authority to the Chair and Deputy Chair to speak on its behalf at the hearings into the water supply and wastewater network bylaw.

a)            receive the report entitled “reports requested – pending – issues” by the Democracy Advisor.

b)            request an explanation as to why it will take till June 2015 to receive an update on (row 9) Auckland Transport’s position on using social media to alert the public to issues on the transport network in real time.

a)      receive the report entitled “Manurewa Local Board Achievements Register 2013 – 2016 Electoral Term”, noting the following additions to the register:

i)          held first consultation session on the Long-term Plan

ii)         supported Music in the Parks at Nathan Homestead

iii)        supported Movies in the Park held at Keith Park.
