That the Waitematā Local Board Finance Committee:

a)         Confirm the ordinary minutes of its meeting, held on Thursday, 20 November 2014, including the confidential section, as a true and correct record.

8          Deputations

 

Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Waitematā Local Board Finance Committee. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

9          Public Forum

 

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from www members.

10        Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Waitemata Local Board Finance Report for six months ended 31 December 2014.

Purpose

1.       To update the Waitemata Local Board members on progress against the operational and

capital budgets for the period ended 31 December 2014.

Executive Summary

2.       This is the quarterly financial performance report for the period ended 31 December 2014.

The net cost of service was $20.7m which is $692k below budget.  This is made up of revenue which is $373k below budget and operating expenses is $1m below budget.

The capital expenditure was $1.6m against the budget of $1.9m.

Please note this report will be incorporated into the board’s December 2014 performance report.

Recommendations

That the Waitematā Local Board Finance Committee:

a)    Receive the Finance Performance Report for the six months period ended December 2014.

b)    Approve the Financial Performance Report for the Waitemata Local Board for the period ended 31 December 2014.

3.       This report informs the Waitemata Local Board of the financial performance to date for the period ending December 2014.

4.       Maori as stakeholders of the council are affected and have an interest in any report on financial results. However this report does not impact specific outcomes or activities. As such the content of this report has no particular benefit to, or adverse effect on Maori.

General

5.       This is the financial report for the 6 months ending December 2014 for the Waitemata Local Board for financial year ending 30 June 2015; the next report will be presented to the board in May 2015.
