TERMS OF REFERENCE

 

 

The purposes of the Youth Advisory Panel will be as follows:

 

·         Identify and communicate to the Council the interests and preferences of the youth of Auckland in relation to:

 

o   the content of the strategies, policies, plans, and bylaws of the Council, especially the economic development strategy; and

o   any matter that the Panel considers to be of particular interest or concern to the youth of Auckland.

 

·         Advise the Mayor and the Council’s governing body and local boards, of the Council processes and mechanisms for engagement with the youth in Auckland; and

·         Engage with Local Boards on youth issues.

a)         confirm the ordinary minutes of its meeting, held on Monday, 8 December 2014, including the confidential section, as a true and correct record.

 

 

4          Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Panel Membership - Waitemata

Purpose

1.       To note the co-option of Alex Johnston as the Youth Advisory Panel representative for Waitematā.

Executive Summary

2.       In December of 2014, Member Isabella Lenihan-Ikin resigned as the Waitematā Youth Advisory Panel representative due to move out of Auckland. To fill this vacancy Alexander Johnston has been co-opted as the local representative on the Youth Advisory Panel.

 

Recommendation/s

That the Youth Advisory Panel:

a)      note the co-option of Alex Johnston as the representative for Waitematā until June 2016

b)      note that a copy of this report has been forwarded to the Mayor for his endorsement.

 

 

Discussion

3.       The Terms of Reference Section 9 “Replacement of Panel Member”, states: “If a vacancy arises the following option will be considered to fill the vacancy:

a)      the selection process used to appoint the member will be used again to fill the vacancy

b)      an unsuccessful applicant from the initial appointment process may be approached

c)      or a co-option may occur.  However if there is less than 12 months until the panel may be re-elected, the vacancy may remain”.

4.       Alex was a candidate in the last election in Waitematā, and placed third equal. Of the candidates that were contacted regarding youth development in Waitematā, Alex has been the most consistently engaged. His dedication to youth development in the local board area has been pivotal in the work to establish a Waitematā Youth Collective as well as other youth-led projects.

5.       Alex’s role as the representative for Waitematā is supported by the Auckland Council Community Development team who are working to enable him to connect with the broad range of youth groups and youth development organisations in the Waitematā Local Board area.

6.       The establishment of the ‘Waitematā Youth Collective’ is a key priority in the youth development work in the local board area.  This ‘youth voice’ group will ensure young people are represented at the local level and will also provide a supportive function to Alex in his Youth Advisory Panel role.

7.       The establishment of the Waitematā Youth Collective is underway through contact made with local schools, youth development organisations, student unions and other youth networks as well as a social media campaign.

Local Board Views and Implications

8.       The Waitematā Local Board, including the Youth Development portfolio holder, is in full support of this co-option.

Maori Impact Statement

9.       Rangatahi are being specifically targeted in the recruitment for the Waitematā Youth Collective.  This is being done by engaging with the Māori units based in local high schools as well as through local sports and cultural groups.

Long-term Plan - consultation update

Purpose

1.       To update the panel on the 10-year budget (Long-term Plan (LTP)) consultation process so far; present details on events and other opportunities for people to have their say; and to discuss ways to ensure high levels of participation by young people.

Executive Summary

2.       Background

Auckland Council, in consultation with Aucklanders, is developing its next 10-year budget and we need views on what we invest in and prioritise.  This budget covers everything we do and how we pay for it over the next 10 years.  It is the most significant review of Auckland Council’s work programmes and budgets since amalgamation and aims to invest more in Auckland than any other decade while keeping rates affordable.

 

We want views on whether we have the balance right and are focusing on these key consultation topics:

·    Investing in Auckland

·    Fixing Auckland Transport – major investment is needed to avoid worsening congestion. We need to decide whether to invest more to deliver the transport network Auckland needs and also consider options for how to pay for this

·    Your Rates – making them fair / who pays what

·    Housing and development – a more active development role for council is proposed

·    Proposals in local areas

 

Changes to the Local Government Act 2002 present an exciting opportunity to improve the way council engages the diverse communities of Auckland.  This includes providing a wider range of channels from which to receive public feedback as well as the introduction of spoken interaction events (which we are calling Have your say events) to replace the traditional LTP hearings.

Within the legislation, and backed up with our newly adopted Significance and Engagement Policy, there is specific reference to having regard to the views of all communities and taking into account the diversity of our community. 

We are making this consultation more accessible and have provided a number of ways for people to provide feedback:

 

Written - using the feedback form attached to the summary or online via ShapeAuckland

Digital – participating in social media, commenting on one of our blog posts or one of the online live-chats scheduled.  See ShapeAuckland for more information

In person – by attending a Have your say event (formal); these are taking place throughout the region during the consultation period or by participating at one of the community events (informal).  More information about these events and how to register is available on ShapeAuckland

 

 

3.       Targeted communications

We have been widely promoting the consultation period and the upcoming Have your say events.  Advertisements have been placed in print and online – we would welcome any ideas of how we could target information to younger people.

 

Following consultation, feedback will be considered by elected members.  Decisions will be made in May and a final plan will be adopted by the Auckland Council Governing Body in June 2015.  You will be able to view decisions on ShapeAuckland in July.

 

4.       Have your say events process

The purpose of these events is to listen to the views of Aucklanders and accurately record public feedback that will inform council decision making. All this feedback will be considered by decision makers.

There will be at least one Have your say event held in each local board area; some of the larger board areas will have two events (Franklin, Rodney, Howick and Henderson-Massey).  In addition to these locally hosted Have your say events, we have decided to run audience specific events.  The Youth/Senior event will happen on Saturday 7 March (2-4pm) at the Town Hall, Auckland.  Please note that the date has moved to avoid a clash with the JobFest15 event in Manukau (http://www.jobfest15.co.nz/).

This event will cover the same issues as the local events, but will be tailored more to suit these particular audiences.  The topics may focus on slightly difference aspects depending on the group.  We hope that by having audience specific events, attendees can be part of a group they relate to; these events may capture those who would not normally be involved in the process.

 

 

Recommendation/s

That the Youth Advisory Panel:

a)      receive the Long-term Plan consultation update;

b)      provide advice on strategies to achieve high levels of participation by young people across all aspects of the consultation;

c)      note the audience-specific Have your say event (this has moved) on the afternoon of Saturday, 7 March 2015 and the opportunity for panel members to participate.

Advice on voting and candidates for the 2016 local government elections

Purpose

1.       To seek input and advice from the Youth Advisory Panel on voting and candidates for the 2016 local government elections.

Executive Summary

2.       The next local government elections will be conducted by postal vote, concluding at 12 noon on Saturday 8 October 2016.

3.       Auckland Council has begun planning for these elections and is seeking advice from the council’s advisory panels. Council’s key objectives for the next elections are to deliver:

·    an excellent experience for candidates and voters, resulting in a pool of candidates that reflects Auckland’s diversity, and a voter turnout of at least 40%;

·    a candidate-to-member ratio of 3;

·    user-centric, innovative and transparent local body elections.

4.       We seek your input and advice on two key questions:

a.       What can we do to encourage younger people to consider standing as candidates?

b.       What can we do to encourage younger people to register and to vote?

5.       Generally speaking, the turnout in local government elections in New Zealand is on the decline. Younger people and people from ethnic and migrant communities have a lower incidence of voting than other groups. By way of background, please find attached the Justice and Electoral Select Committee Inquiry into the 2013 Local Government Elections (Attachment A); and the Results from the General Social Survey 2013 (Attachment B).

6.       The Manager, Democracy Services and Manager, Elections Planning will attend the Panel meeting to hear your advice on the above questions and any other input panel members may wish to provide, and can also answer questions.

 

Recommendation/s

That the Youth Advisory Panel:

a)      provide advice on ways to engage younger people to stand as candidates and to vote.
