Draft governance manual - no surprises policy

Purpose
1. To seek the committee’s feedback on the “no surprises policy” in relation to CCOs.
Executive Summary
2. As part of the CCO review, staff are currently working on a draft CCO governance manual. The objective is to create one clear and well understood governance manual that will incorporate council policies and plans that are applicable to the CCOs.
3. The draft governance manual will be presented to the April CCO Governance and Monitoring committee meeting.
4. The “no surprises policy” is being reviewed as part of the work being undertaken on the draft governance manual. The current purposes of the “no surprises policy” are:
a) to ensure that the right issue is escalated to Auckland Council for the right purpose and vice versa to CCOs
b) to ensure that media queries are handled by the right person to get the highest likelihood that it is satisfied at the first inquiry.
5. Feedback is sought from the committee in relation to the no surprises policy. In particular, staff would appreciate feedback regarding what would be the appropriate “triggers” for the CCOs to share information with council, and what would be appropriate mechanisms for sharing relevant information.
That the Council Controlled Organisations Governance and Monitoring Committee: a) request that staff consider the committee’s feedback relating to the “no surprises policy” when developing the draft governance manual.
