TERMS OF REFERENCE

 

 

Purpose

 

·         Provide advice to the council in relation to:

-     the direction and content of strategies, policies and initiatives

-     any matter that the panel considers to be of particular interest or concern to the historic heritage of Auckland

·         To deliver advice for improving the promotion and management of historic heritage of the Auckland region

·         Advise Auckland Council on council processes and mechanisms for engagement with the historic heritage community, including owners of heritage buildings in Auckland.

·         To recommend historic heritage expert membership and provide advice to the Auckland Urban Design Panel.

 

 

Scope

 

To provide a forum for the consideration of issues affecting historic heritage of the Auckland region and provide advice to the council.

 

 

Priorities

 

The priorities for the panel include:

 

·         Historic Heritage Plan

·         Issues relating to the Unitary Plan

·         Council processes

·         Input into the Auckland Urban Design Panel.

 

 

Membership

 

The panel’s spokesperson is its chairperson.

That the Heritage Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Tuesday, 17 February 2015, as a true and correct record.

 

 

4          Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

2015 Work Program

Purpose

1.       To discuss an agreed work program for 2015.

Executive Summary

At the last Heritage Advisory Panel meeting members were invited to identify areas of work that members could develop. The following areas have been submitted by members:

1.         A significant data project be undertaken to identify, but not limited to, the following;

a.   the rate of loss of historic heritage buildings both pre 1944 and pre 1900s,

b.   a calculation of future loss of historic heritage buildings,

c.   a calculation of alterations or additions on building developments both private and commercial, and

d.   the number of wooden buildings and art-deco buildings in the Auckland region.

Officers Note:             This is a significant program of work for which there are no resources at present.

2.         Investigation into Category B status and whether it affords adequate protection. Could look at numbers of Category B buildings - how many have had alterations/modifications vs how many have been lost.

Officers Note:             This is a significant program of work for which there are no resources at present however it could be progressed as part of a monitoring project, once the PAUP is completed.

3.         Identification and listing of all Council heritage buildings with report on current physical state and any need for preservation work.

Officers Note:             There is already a program of work underway on this aspect which has previously been reported to the Heritage Advisory Panel. An update can be provided.

4.         Development of a policy concept supporting community heritage property trusts where heritage properties are purchased and rented with the income dedicated to the purchase of further key heritage properties.

Officers Note:              This item could be discussed further if the Heritage Advisory Panel wants to pursue the matter.

5.         Carry out a programme identifying non-Maori heritage sites in the same way Council is doing for Maori sites. This should be a collaborative programme with local historical and heritage groups.

Officers Note:             A program for this work currently exists and has been reported to the Panel previously. The outcomes of this work are being defended through the PAUP hearings.

6.         Communications – roles the Panel could play including;

a.   ideas for good news stories

b.   advocates to Council on issues

c.   advocacy to Local boards.

Officers Note:             In general this is part of the Panels terms of reference – a regular agenda item will be included to enable members to raise matters they want to provide communication advice on.

 

Recommendation/s

That the Heritage Advisory Panel:

a)      receive the Work Program report.
