Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

Local Board Transport CAPEX Fund Decisions

Purpose
1. To seek decisions on three Henderson-Massey Local Board Transport Capital Fund project proposals.
Executive Summary
2. Three recommendations from the 5 March Auckland Transport Update Report were not resolved. The board has requested further information and advice from staff to inform their decision making before formally resolving.
3. The recommendations that were not resolved were:
That the Henderson-Massey Local Board:
a) Approves the sum of $763,000 from the Local Board Transport Capital Fund for Project 224, Waitemata Drive Foot & Cycle Bridge and approves the project to move to Detailed Design and Firm Estimate of Cost being of $230,560 to complete the detailed design phase.
b) Approves option A or B and allocates the required funding from the Local Board Transport Capital Fund to Project 225, Glen Road Safety Improvements and approves the project to move to Detailed Design Phase.
h) Gives Auckland Transport a direction on the Local Board Transport Project 337, Universal Drive Cycle lanes assessment.
4. Staff attended the Local Board workshop on 17 March to provide the advice and information to assist the board.

Funding for Waitakere Library entranceway ceiling word art

Purpose
1. To seek funding for installing ceiling word art for the library entranceways at Waitakere Library, Henderson as part of a range of initiatives to reduce the number of safety incidents at the library.
Executive Summary
2. Waitakere Library, Henderson is currently looking at reducing the number of security incidents at the library. These measures include installing a camera covering the entrance foyer on the Great North Road side of the building and removing the public benches (by Council Property Services) near the entranceway on that side of the building. This measure will discourage groups congregating to smoke and/or otherwise create anti-social activities outside the library. The library is also investigating programmes which can be held outside the physical library walls – thereby creating environments that discourage the gathering of groups wanting to engage in undesirable activities.
3. Waitakere Library, Henderson is also joining the local Henderson Business Association to engage further with the local business community – especially, in the possible provision of a meeting room and reference & information services - and partake in security services.
4. The purpose of this ceiling artwork is to visually enhance the current library entranceways on both sides of the building i.e., Great North Road side and the Unitec side, in conjunction with other aspects such as altered seating arrangements, security measures and other artwork in the area.
5. Currently, the entranceways to the library are not always apparent to customers.
6. The ceiling word artwork incorporates a range of words and terms (including Te Reo) associated with modern library usage.
7. The size of each of the ceiling word art images is 6 metres by 2 metres.

2. Henderson Miniature Motor Racing Club Incorporated (the Club) has occupied the building at 26 Seymour Road, Henderson since 1985. To date the Club has not held a formal occupancy agreement with Council.
3. The Club wishes to apply for a new community lease to provide security of tenure.
4. Historically, the land was owned by the Railways Department, and the Club was originally granted a lease by the Railways Department, which has expired. Auckland Council has allowed the group to remain on site.
5. The Club owns the building which is situated within the portion of Section 1 SO 361236 and is held in fee simple by Auckland Council under the Local Government Act 2002 (Attachment A).
6. Council staff recommends the granting of a new community lease to the Group for a term of 10 years with one 10 year right of renewal, as specified in the Auckland Council Community Occupancy Guidelines 2012.
That the Henderson-Massey Local Board: a) Approves the granting of a new community lease to Henderson Miniature Motor Racing Club Incorporated located within the portion of Section 1 SO 361236, 26 Seymour Road, Henderson (Attachment A), subject to the following terms and conditions:- i) Term – 10 years commencing 19 March 2015 with one 10 year right of renewal; ii) Rent - $1.00 plus GST per annum if requested; iii) Henderson Miniature Motor Racing Club Incorporated Community Outcomes Plan as approved and attached to the lease document (Attachment B); All other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012.

Discussion
7. Henderson Miniature Motor Racing Club Incorporated (the Club) has occupied the building at 26 Seymour Road, Henderson since 1985. To date the Club has not held a formal occupancy agreement with Council.
8. The Club wish to apply for a new community lease to provide security of tenure and the Club would like to continue using the building on the land as the site is central for all its members.
9. Historically, the land was owned by the Railways Department, and the Club was originally granted a lease by the Railway Department, which has expired. Auckland Council has allowed the group to remain on site.
10. The Club owns the building which is situated within the portion of Section 1 SO 361236 and is held in fee simple by Auckland Council under the Local Government Act 2002.
11. The Club has been registered as an Incorporated Society since 5 November 1964.
12. The objectives of the Club are the promotion and encouragement of the hobby of slot car racing.
13. The Club was formed in 1962 and the building built by its members in 1964. The building, although old and dated, is painted and maintained regularly.
14. Purpose built tracks are used by members to race slot cars and drag cars. Competition race days are organised for local, national and international slot car racers.
15. Over the years the Club has had an active junior and senior membership which has taken out many New Zealand titles, and has had an all age group travel overseas to compete in world championships; with results that have put these racers in the top twenty of the world’s best.
16. Older members actively pass on their knowledge in the building and maintenance of slot cars.

17. At a Henderson-Massey portfolio holders meeting held on 22 January 2015, support for a new community lease to the Club for a term of 10 years with one 10 year right of renewal was indicated.

12. The objectives of the Woodturners are to foster the craft and skills of wood turning among local people and offer a practical means of utilizing leisure time amongst members of the community.
13. The Guild currently has 51 members who meet every Monday and Saturday and every first and third Thursday of the month. Junior members from 12 to 17 years meet on Tuesdays and are welcome at all meetings and many juniors attend weekly hands on supervised learning.
14. Demonstrations are held annually at Model X, Rudolf Steiner Advent Fair, Lake House Arts Festival and the Helensville Heritage Day.
15. The future plans of the Guild are to continue promotion of woodturning and woodcrafts and increased fostering of juniors and the public in general.

Purpose
1. This report informs local boards about the Local Government New Zealand (LGNZ) Annual General Meeting (AGM) and conference in Rotorua from Sunday 19 July 2015 to Tuesday 21 July 2015 and invites local boards to nominate a representative to attend as relevant.
Executive Summary
2. The Local Government New Zealand annual conference and AGM takes place at the Rotorua Energy Events Centre from Sunday 19 July to Tuesday 21 July 2015.
3. The AGM takes place on the first day of the conference. Auckland Council is entitled to 4 official delegates at the AGM, one of whom is the presiding (or voting) delegate. The Governing Body will consider this at their meeting on 26 March 2015. The 4 official delegates are likely to be the Mayor as a member of the LGNZ National Council, the Deputy Mayor as the Mayor’s alternate for this position, Cr Webster as Chair LGNZ Zone One and a member of LGNZ National Council, and the Chief Executive.
4. In addition to the official delegates, local board members are invited to attend. Local boards should consider the relevance of the conference programme when deciding on attendance, with the expectation that no board will approve more than one member to attend the conference.
That the Henderson-Massey Local Board: a) nominates a representative to attend the Local Government New Zealand 2015 annual general meeting and conference from Sunday 19 July 2015 to Tuesday 21 July 2015 on the basis that the conference programme is relevant to the Local Board’s work programme b) confirms that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy.

Comments
5. The 2015 LGNZ Conference and AGM are being held in Rotorua. The conference commences with the AGM and technical tours from 09.30 am on Sunday 19 July 2015 and concludes at 2.30 pm on Tuesday 21 July 2015.
6. The theme of this year’s conference is “Leading the Charge for our Communities”. The programme includes:

8. Local boards should consider the relevance of the programme when deciding on conference attendance, with the expectation that no board will approve more than one member to attend the conference.
Annual General Meeting
9. The AGM takes place on the first day of the conference. Auckland Council is entitled to have four delegates to the AGM, one of whom is the presiding (or voting) delegate. The 4 official delegates are likely to be the Mayor (or his nominee), the Deputy Mayor, Councillor Penny Webster (as Chair of Zone 1) and the Chief Executive (or his nominee).
10. The Mayor is a member of the LGNZ National Council, the Deputy Mayor is the Mayor’s alternate for this position, Cr Webster is the Chair of LGNZ Zone One and a member of LGNZ National Council. The Governing Body will consider an item on AGM attendance at their meeting on 26 March 2015.
11. LGNZ request that local board members who wish to attend the AGM, register their intention prior to the AGM.

12. The Local Board Services Department budget will cover the costs of one member per local board to attend the conference.
13. Registration fees are $1410.00 (incl GST) before 3 June 2015 and $1510.00 (incl GST) after that. Full conference registration includes:
14. The council hosted tours on Sunday 19 July 2015 are not included in the conference price. Local board members are welcome to attend these at their own cost.
15. Additional costs are approximately $150 per night accommodation, plus travel. Local Board Services will be co-ordinating and booking all registrations and accommodation and investigating cost effective travel.
