Resolution number MO/2015/24 MOVED by Member CF O'Brien, seconded by Member TW Togiamua: That the Māngere-Ōtāhuhu Local Board: a) allocate funds for the following SLIPs projects and nominate a local board representative to act as spokesperson for the proposals as follows:
b) delegate authority to the nominated Local Board Member to provide guidance and advice to the Asset Development Business Support (South) for their allocated proposals, and enable the local board member and the Chair (jointly) to make minor amendments to funding allocations where a variation to the project scope is needed due to unforeseen circumstances. c) request officers to explore local procurement options in the establishment of the Mangere Arts Centre Café, as described in council’s Procurement Strategy and Procurement Policy. d) request officers to ensure the Boggust Park playground project aligns with the Boggust Park Concept Plan approved by the local board |

Resolution number MO/2015/25 MOVED by Member CF O'Brien, seconded by Member TW Togiamua: That the Māngere-Ōtāhuhu Local Board: a) endorse the Auckland Teaching Gardens Trust to provide this programme at the Old School Reserve. b) receive this report and approve the funding of $30,000 per annum for the provision of a teaching gardens programme at the site by the Auckland Teaching Garden Trust from the operations budget of Local and Sports Parks. c) approve that this take effect from 3rd of January, 2015 and so the amount of funds allocated for the service funding in the first year will be $15,000 and thereafter maintained at $30,000 per year for a period of three years when this agreement will be reviewed. d) seek the Parks officers to follow the process to progress a licence to occupy this site by the Auckland Teaching Garden Trust who will be required to follow all such conditions and consents required for management of the site. |

That the Mangere - Otahuhu Local Board decline the request by the Taeaofou I Puaseisei Preschool Trust to lease land at 37 and 39 Winthrop Way, Mangere, for the purpose of establishing an early childhood education centre, as there is no direct benefit to the open space and its users.
A division was called for, voting on which was as follows:

Resolution number MO/2015/26 MOVED by Member TF Lauese, seconded by Member NL Bakulich: That the Mangere - Otahuhu Local Board approve the request by the Taeaofou I Puaseisei Preschool Trust to lease land at 37 and 39 Winthrop Way, Mangere, for the purpose of establishing an early childhood education centre, through normal Council processes. Resolution number MO/2015/27 MOVED by Deputy Chairperson CM Elliott, seconded by Member CF O'Brien: That the Māngere-Ōtāhuhu Local Board: a) approve the allocation of up to $40,000 from the board’s 2014/2015 budget to undertake a needs and options analysis for arts and culture in Ōtāhuhu. b) request that Community Policy South officers (Manoj Ragupathy and team) advance an opportunity identified in the proposed Community Facilities Network Plan to investigate future options for the library space at 12 High Street in Otahuhu, which becomes vacant in 2015, for local community purposes that complement the adjacent Otahuhu Community Centre. |

Resolution number MO/2015/28 MOVED by Member CF O'Brien, seconded by Member NL Bakulich: That the Māngere-Ōtāhuhu Local Board: a) receive the Ōtāhuhu Town Centre Framework 2015 report. b) note that a public information day was held on the 27th of November 2014. c) note that the draft endorsed by the Board on the 16th of October 2014 has been restructured, reformatted and amended to reflect mana whenua engagement. d) formally adopt the Ōtāhuhu Town Centre Framework 2015 in principle, subject to minor amendments, with the Local Board Chair delegated to approve the final version on behalf of the local board.

Resolution number MO/2015/30 MOVED by Deputy Chairperson CM Elliott, seconded by Member CF O'Brien: That the Māngere-Ōtāhuhu Local Board: a) nominate Member Lauese to attend the Local Government New Zealand 2015 annual general meeting and conference from Sunday 19 July 2015 to Tuesday 21 July 2015 on the basis that the conference programme is relevant to the Local Board’s work programme b) confirm that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy.

Resolution number MO/2015/31 MOVED by Deputy Chairperson CM Elliott, seconded by Member TW Togiamua: That the Māngere-Ōtāhuhu Local Board: a) agree to focus the local board's workshops on governance issues, and topics of priority that are member-led. b) adopt the criteria for the allocation of items to meetings, workshops and portfolios set out in the report and attachment A, for the guidance of staff. c) agree that the workshop programme for 2015 should ordinarily consist of two workshops, held on the first and second Wednesday of each month, with a reserve day kept available on the fourth Wednesday, to be utilised when the Chair considers necessary. d) agree that the local board forward-plans and identifies topics and issues of priority for work-programming.

· Councillor Arthur Anae received update regarding preparations for the event which is led by Civic Events team. The two-day conference will be held on 18-19 March 2015 in Manukau. The aim of the event is to provide a forum for governors, mayors and specialists in local government and associated organisations in Asia and the Pacific regions for sharing best practices and evaluating experiences with others for developing and strengthening policies on inclusiveness and disability.
