Mr France tabled a document and spoke to it. A letter seeking the local board’s support in requesting distributors of advertising material to adhere to the “no junk mail” signs on letterboxes and not overload letterboxes that are clearly full was also tabled.

Lee-Cherie King and John Coffey, supported by seven other members of the Maori Input into Local Board Decision Making Focus Group, addressed the board in relation the Supporting Māori Input into Local Board Decision Making agenda item.

Kieran Henderson (Chairperson) Manurewa Youth Council gave a verbal report outlining activities the youth council have been involved in since the last meeting.

Resolution number MR/2015/28 MOVED by Chairperson AM Dalton, seconded by Member MJ Bailey: That the Manurewa Local Board: a) receive the verbal report from the Manurewa Youth Council regarding: i) Manurewa Youth Council participation at the Manurewa Community Day Long-term Plan consultation stall ii) student representatives iii) Youth Fest Event postponed for a few months – will be held in winter indoors iv) Manurewa Youth Council taking part in Counties Manukau Sports project v) encouraging people to attend the Youth Leadership Conference vi) will hold the Youth Leadership Conference in Youth Week on 17 May 2015 vii) will be attending the 14 March Manurewa Have Your Say Event viii) alcohol a critical issue facing youth at this time ix) Manurewa Youth Council website will be shut down – face book is working well for the Youth Council x) invited member to the next Youth Council meeting – Wednesday, 18 March, 6.30pm. b) thank the Manurewa Youth Council for their support at the Ice-cream Sundae Event. |

Resolution number MR/2015/29 MOVED by Chairperson AM Dalton, seconded by Member GW Hawkins: That the Manurewa Local Board: a) receive the verbal portfolio updates from: i) Michael Bailey, Parks Portfolio Lead regarding: · Manurewa South School will take up a guardianship role of the Dale reserve and will also undertake some planting along the stream edge
ii) Danella McCormick, Civil Defence Portfolio Lead · The Civil Defence Community Group is in the process of rebuilding
iii) Simeon Brown, Deputy Chair, regarding: · work undertaken on alcohol · courts are not taking on board the input from the community · appeal to Clendon Wines not upheld · the court requires proof that amenity and good order is impacted in the community by the specific premises
iv) Daryl Wrightson, Arts, Culture and Events Portfolio Lead regarding: · 28 February - Nathan Homestead was broken into through the early childhood area · 28 February – Ice-Cream Sundae event – 595.5 metres – 600 people participated – awaiting confirmation whether the record was officially broken – was a great day brought people together – was a unique event and opportunity – thank you to Marley, Tip Top, Mai FM, Youth Council, and the Church of the Latter Day Saints · Showed a video documenting the Ice-cream Sundae event – a finessed video will be made available online in due course · 1 March – Elvis in the Gardens event – community enjoyed it.
b) thank Daryl Wrightson and Danella McCormick for taking leadership for the Ice-cream Sundae Event and making it happen.
c) formally thank all the sponsors, in particular Marley and Tip Top, for their support and contribution to the Ice-cream Sundae Event. |

Resolution number MR/2015/30 MOVED by Chairperson AM Dalton, seconded by Member MJ Bailey: That the Manurewa Local Board: a) receive the verbal report from the Manurewa Local Board Chairperson regarding: i) thanks to everyone for their support in her absence ii) the Manurewa Local Board Have Your Say Event is being held on 14 March – the Mayor is attending the first session at 10am – encourage people to attend iii) congratulated the Deputy Chair on the work on alcohol and legal highs. |

MOVED by Deputy Chairperson SP Brown, seconded by Member AL Cunningham-Marino: That the Manurewa Local Board: a) commit to partner with Mana Whenua, taking a collaborative approach guided by Te Tiriti o Waitangi, in order to: i) further explore, enhance and enable meaningful relationships and genuine engagement with iwi Māori, and ii) reduce inequalities and improve community well-being. b) appoints the Chairperson, Angela Dalton, to represent the local board on a political steering group on Māori input into local board decision-making. c) allocates $8,000 to support the political steering group on Māori input into local board decision-making from the local board discretionary fund (WBS code N.005833.22). Resolution number MR/2015/34 MOVED by Chairperson AM Dalton, seconded by Deputy Chairperson SP Brown: That the Manurewa Local Board: a) approve the granting of a new community lease to Counties Manukau Cricket Association Incorporated for the Weymouth Cricket Pavilion, Mountfort Park, 25R Dr Pickering Avenue, Manurewa subject to the following conditions: i) Term – 5 years commencing 12 March 2015 with one 5 year right of renewal ii) Rent - $1.00 per annum if requested iii) an annual subsidised maintenance fee of $500.00 per annum iv) the Counties Manukau Cricket Association Incorporated Community Outcomes Plan as approved and attached to the lease document v) all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012. |

Resolution number MR/2015/36 MOVED by Chairperson AM Dalton, seconded by Member D Wrightson: That the Manurewa Local Board: a) note the report entitled “Manurewa Local Board action to reduce alcohol related harm”. b) note that on 5 March 2015 the Alcohol Regulatory and Licensing Authority dismissed the Manurewa Local Board’s appeal to the original decision of the District Licensing Committee to grant the new licence to Clendon Wines. |

Resolution number MR/2015/39 MOVED by Chairperson AM Dalton, seconded by Member DJ McCormick: That the Manurewa Local Board: a) receive the report entitled “reports requested – pending – issues”, noting the following update regarding: i) Row 6 – Auckland Transport’s use of social media to advise commuters of breakdowns - Mark Hannan, Auckland Transport Media Relations Manager advises that Auckland Transport is working on the technical capability to advise commuters of breakdowns using social media and they hope to have it up and running in April 2015. |

Resolution number MR/2015/40 MOVED by Chairperson AM Dalton, seconded by Member D Wrightson: That the Manurewa Local Board: a) receive the report entitled “Manurewa Local Board Achievements Register 2013 – 2016 Electoral Term”, noting the following additions to the register: i) Supported the Manurewa Community Day event held on 28 February 2015 ii) Held the Ice-cream Sundae Event – 28 February 2015 iii) Spoke at the Auckland Transport Have Your Say Event regarding the board’s Regional Land Transport Plan submission iv) Spoke at the Local Approved Product Policy hearing and supported the Manurewa Youth Council with their presentation at the hearing v) Lodged an objection to the Rowandale liquor licence renewal vi) Addressed the Alcohol Regulatory and Licensing Authority regarding an appeal to the Clendon Wines liquor licence vii) Supported Elvis in the Gardens event held on 1 March 2015 viii) Undertook advocacy to gather evidence for the local alcohol ban areas ix) Supported the work in relation to the Maori responsiveness framework x) Consultation on Long-term Plan with residents and community groups. |
