8 Deputations
Standing Order 3.20 provides for deputations. Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

(i) The reason why the item is not on the agenda; and

Proposed Waiheke Inorganic Collection and Resource Recovery Trial

Purpose
1. To seek the Waiheke Local Board’s endorsement for the implementation of a 40 week inorganic and resource recovery trial on Waiheke to be run from August 2015 to June 2016.
2. To request a commitment of funding for $10,000 towards supporting a community organisation (or organisations) on Waiheke to set up and operate a resource recovery function at the Tahi Road site.
Executive Summary
3. A community recycling centre is proposed for Waiheke as part of the development of an Auckland-wide resource recovery network. In order to determine the feasibility of operating a recycling centre on Waiheke, it is proposed to operate an inorganic collection and resource recovery trial in the 2015/2016 financial year.
4. This report outlines the suggested approach of the trial and requests a contribution from the board to support building the capacity of a local community organisation, or organisations, to lead the trial. All other costs of running the trial will be met from regional funding.
That the Waiheke Local Board: a) Endorses the implementation of a 40 week inorganic and resource recovery trial on Waiheke from August 2015 to June 2016. b) Agrees, in principle, to provide funding of $10,000 from its 2015/2016 budget to support building the capacity of a local, Waiheke community organisation, or organisations, to provide additional education and promotional activities to complement the resource recovery trial. c) Approves one board member to act as spokesperson for the inorganic and resource recovery trial. d) Notes that regional funding is available to support all other costs of running the proposed trial. |
Discussion
Background
5. The Waste Management and Minimisation Plan (WMMP) is council’s road map towards zero waste by 2040. The focus of the WMMP is ‘Waste to Resources’ and provides for a regional approach to waste services that includes:
· Disposer pays charging for waste to landfill;
· Changes to the way inorganic waste is collected and paid for;
· Developing a Resource Recovery Network;
· The establishment of the Waste Management and Minimisation Fund (WMIF); and
· Increased waste minimisation education and communications.
6. While the WMMP provides for regional consistency to services, it also recognises the need for tailored and integrated solutions for the Hauraki Gulf islands. The emphasis is to work with relevant local boards, community and businesses to foster on-island solutions for waste.
7. The following are waste streams where gaps have been identified as requiring innovative solutions on Waiheke:
· Food waste
· Green waste
· Inorganic waste
· Construction and demolition waste
8. The contract to operate waste services, including disposal of green waste, on Waiheke is currently held by Waste Management. This contract is scheduled to expire in 2019.
9. A long term strategy to develop an Auckland-wide resource recovery network was agreed by the Regional Strategy and Policy Committee in October 2014. As well as confirming indicative budgets and site selection, the strategy identified 12 areas, including Waiheke, where community recycling centres will be established.
Proposed Inorganic and Resource Recovery Trial
10. A draft proposal to implement a 40 week inorganic trial was discussed with the Waiheke Local Board (the board) in November 2014. The goals of the proposed trial were to;
a) To trial a new inorganic service on Waiheke Island, based at the Tahi Road depot, that increases resource recovery and provides opportunities for local enterprises; and
b) To foster a community-led approach to resource recovery.
11. An indicative timeline for the implementation of the inorganic and resource recovery trial is noted in table 1 below.

12. Waste levy funding is available to meet almost all the costs of the proposed trial. However, it is recommended that the board fund a contribution of $10,000 to support a local community organisation (or organisations) to provide educational and promotional activities that complement the resource recovery part of the trial.
13. The outcomes of the trial are as follows:
· To better understand the flow of materials and what is possible to reuse, repurpose and recycle on island in order to develop a practical inorganic collection service for Waiheke;
· To build the capacity and capability of the community sector for resource recovery; and
· To better understand material flows and capacity requirements of a future Community Recycling Centre on Waiheke.
14. Solid Waste has agreement from City Parks to temporarily share the Tahi Road site to facilitate resource recovery from the inorganic trial. Tahi Road will be re-configured to enable continuation of existing City Parks operations, in addition to creating a space for resource recovery.
15. City Parks will undertake the collection of inorganic material during the trial period.
16. Solid Waste will undertake a community engagement process with Waiheke community organisations to engage a community organisation to undertake the resource recovery function of the trial. All interested parties will be required to complete an Expression of Interest which will be evaluated by a team from Solid Waste. Ongoing support will be provided to the successful party.
Possible Barriers to Implementation
17. In developing and introducing an inorganic and resource recovery trial on Waiheke, the following issues may arise and need to be taken into consideration:
· Support may be required to increase the capacity and skills of the community sector;
· Care will need to be taken to ensure the trial does not undermine existing community groups, for example the New Hope Shop currently operating at the Waiheke Transfer Station;
· Care will also need to be taken not to undermine Council’s relationship with the current waste collection contractor on Waiheke; and
· Community acceptance of trial methodology and expectations after trial completion.
Monitoring and Evaluation
18. As part of the trial a survey will be undertaken to gauge residents’ satisfaction with the collection methodology and resource recovery function.
Consideration
Local Board Views and Implications
19. The board has consistently expressed interest in supporting community organisations and social enterprises to manage waste collection on Waiheke. This proposed trial will determine the feasibility of such an approach, and assess the capability of local organisations to deliver waste collection services.
20. At its meeting on 27 November 2014, the board requested “officers investigate and report back options for the development of a community recycling facility, a resource recovery centre and a council composting facility on council-owned land at Tahi Road or elsewhere” (resolution number WHK/2014/236). This report actions that request.
21. The Waiheke Local Board Plan includes reference to establishing a resource recovery facility on Waiheke, as well as general support for locally-driven waste minimisation initiatives.
22. In addition, a number of conversations have been held with the board on the proposed removal of the subsidy applied to the targeted rate for waste collection on Waiheke. This proposed trial will allow the board to consider how effective a community resource recovery centre could be in reducing waste from landfill (and therefore, the cost of such a service).
Maori Impact Statement
23. There are no particular impacts on Maori. Piritahi Marae will be included in the community engagement process for the registration of interest.
Implementation Issues
24. The proposed operation of the trial is noted in paragraphs 14 to 16 above.
25. Regular reporting on the trial will be included in the quarterly update from the Infrastructure and Environmental Services department, or as required. A formal report to will be presented to the board upon completion of the procurement process, and at the completion of the trial. The final report will present the results of the trial and recommendations for a future inorganic collection service. It will also make recommendations on the way forward for establishing a community recycling centre on Waiheke.
