The Chairperson opened the meeting and welcomed those present.

3 Declaration of Interest
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.
At its meeting on 28 November 2013, the Waitakere Ranges Local Board resolved (resolution number WTK/2010/5) to record any possible conflicts of interest in a register.

Resolution number WTK/2015/21 MOVED by Member GB Presland, seconded by Chairperson S Coney: That the Waitākere Ranges Local Board: a) Agrees to consider an extraordinary item regarding fate of significant Kauri and Rimu trees living on the property at 40 and 42 Paturoa Road, Titirangi at item 20.1 of this agenda. i) The reason the matter was not on this agenda is that the threat to these trees became evident on or about march 7, 2015 when local residents discovered that the felling of smaller trees surrounding the Rimu and the Kauri had occurred. ii) The reason for urgency is that because of consents granted by Auckland Council there are attempts to cut these trees down and large numbers of people including many locals are actively willing to oppose any felling of these trees.

Resolution number WTK/2015/25 MOVED by Chairperson S Coney, seconded by Member SR Tollestrup: That the Waitākere Ranges Local Board: a) Receives the consultation findings to date for options to mitigate erosion along the Huia Domain shoreline and seawall. b) Endorses the consultation plan proposed for further public engagement in order to provide the Huia stakeholders and residents with more comprehensive information around the options to mitigate erosion along the Huia Domain shoreline and seawall.

Resolution number WTK/2015/27 MOVED by Member S Toms, seconded by Member SR Tollestrup: That the Waitākere Ranges Local Board: a) Endorses Member Neil Henderson to attend the Dune Trust Annual Conference held at Whitianga from 11th to 13th March 2015. b) Agrees that any related expenses for attending the Dune Trust Annual Conference held at Whitianga 2015 be provided for in line with the latest Auckland Council’s Elected Members’ Expense Policy 2014.

20 Consideration of Extraordinary Items
20.1 |
Significant Kauri and Rimu trees living on 40 and 42 Paturoa Road, Titirangi |
|
Resolution number WTK/2015/30 MOVED by Member GB Presland, seconded by Chairperson S Coney: That the Waitākere Ranges Local Board: a) Opposes the felling of the significant Kauri and Rimu trees situated on the properties of 40 and 42 Paturoa Road, Titirangi. b) Seeks a report as matter of urgency from officers on if the actions taken by the developers pose any threat to other Kauri on or near the site. c) Requests that officers urgently report back on health of the Kauri on the sites and on the road reserve. d) Requests that Auckland Transport respond to the Board’s request to be properly consulted when landowner consent to consent applications involving significant vegetation is being considered. e) Requests an update on the future of the sites now that the developer has stated that the Rimu and Kauri will remain on site. f) Requests the Council to provide dedicated resources to assist local boards in the processing of responses to resource consent applications noting that the issue is relevant to number of other local boards. g) Raises the issue that local board members should be directly involved in the review identified by Auckland Development Committee resolution number AUC/2015/33. h) Resolves that the terms of these resolutions are conveyed to Auckland Development Committee.
