Resolution number UNI/2015/63 MOVED by Cr MP Webster, seconded by Member L Ngamane: That the Unitary Plan Committee: a) exclude the public from the following part(s) of the proceedings of this meeting. The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows. This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

Resolution number UNI/2015/64 MOVED by Cr MP Webster, seconded by Member J Smith: That the Unitary Plan Committee support: Public Open Space Zones Activity Table a) a more restrictive activity status being applied to the following activities (in certain situations) as set out in the Public Open Space Zones Activity Table after f) below: · clubrooms; · observation areas, viewing platforms and related structures; · parks depot, storage and maintenance; · recreation facilities; · visitor accommodation. b) the following activities being deleted as set out in the Public Open Space Zones Activity Table after f) below: i) offices and administration accessory to a permitted activity (as this activity is inherent in the definition of the respective land use activities); ii) stormwater management devices (as this activity is provided for in the Network Utility rules). c) a less restrictive activity status being applied to the following activities (in certain situations) as set out in the Public Open Space Zones Activity Table after f) below: i) conservation planting; ii) markets; iii) restaurants and cafes (provided they are accessory to and contained in the same building as a permitted activity). d) the following activities being added to the Public Open Space Zones Activity Table as set out after f) below: i) art galleries; ii) early childhood learning services not otherwise provided for; iii) forestry.

MOVED by Chairperson AM Filipaina, seconded by Member L Ngamane: That the Unitary Plan Committee support: e) amending the development controls so that the normal tests for notification apply to development that infringes building height, gross floor area or site coverage controls. f) retaining the status of “activities in accordance with an adopted reserve management plan, conservation management strategy or conservation management plan”.

MOVED by Chairperson AM Filipaina, seconded by Cr C Darby: That the Unitary Plan Committee: Public Open Space Zones – Land Use and Development Controls g) support retaining the building height controls. h) support retaining the gross floor area controls. i) support increasing the maximum site coverage control in the Public Open Space – Sport and Active Recreation zone from 20% to 30%. j) support amending the calculation of maximum site coverage in the Public Open Space – Conservation zone from 1% of the site area to 1% on any one hectare of the site. k) support a new precinct being developed for the Auckland Netball Centre to give effect to the Environment Court consent order issued in 2004. Restatements l) note that the report and attachments regarding – Proposed Auckland Unitary Plan – council position for mediation and hearings - Public Open Space – will remain confidential until the conclusion of the Proposed Unitary Plan Hearings. m) note that the minutes a) –k) above will be restated in the open section of the minutes and reflected in the draft provisions on the Proposed Auckland Unitary Plan Independent Hearings Panel website as soon as practicable after the meeting. |
