TERMS OF REFERENCE

 

 

Purpose

 

·         Provide advice to the council in relation to:

-     the direction and content of strategies, policies and initiatives

-     any matter that the panel considers to be of particular interest or concern to the historic heritage of Auckland

·         To deliver advice for improving the promotion and management of historic heritage of the Auckland region

·         Advise Auckland Council on council processes and mechanisms for engagement with the historic heritage community, including owners of heritage buildings in Auckland.

·         To recommend historic heritage expert membership and provide advice to the Auckland Urban Design Panel.

 

 

Scope

 

To provide a forum for the consideration of issues affecting historic heritage of the Auckland region and provide advice to the council.

 

 

Priorities

 

The priorities for the panel include:

 

·         Historic Heritage Plan

·         Issues relating to the Unitary Plan

·         Council processes

·         Input into the Auckland Urban Design Panel.

 

 

Membership

 

The panel’s spokesperson is its chairperson.

That the Heritage Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Tuesday, 24 March 2015, as a true and correct record.

 

 

4          Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Presentation on the First World War Commemoration Activities

Purpose

1.       To update the Heritage Advisory Panel on the First World War commemoration activities.

Executive Summary

2.       WW100 Auckland, Auckland’s First World War (1914 - 1918) centenary commemorations, is part of a wider national programme, led by the Minister for Arts, Culture and Heritage.

 

3.       Auckland Council has established a Political Steering Group which is providing leadership and direction for the development and implementation of council-led initiatives. The group works with local boards, iwi and community groups to foster and support activities and ensure a cohesive programme of events across the region.  A number of Auckland Council-led activities are currently underway, and will be discussed in a verbal update to the Heritage Advisory Panel.

 

Recommendation/s

That the Heritage Advisory Panel:

a)      receive the update on the First World War commemoration activities.

Central Rail Link - Update on managing heritage impacts

Purpose

1.       To update the Heritage Advisory Panel on the management of heritage impacts associated with the Central Rail Link.

Executive Summary

2.       This is an update to the Heritage Advisory Panel on the progress of the Central Rail Link project since the last presentation to the Heritage Advisory Panel in September 2012. This presentation will discuss the management of key heritage impacts including relating to the former Central Post Office, Martha’s corner, the Albert Street bluestone wall, former Beresford Street toilets, and other issues.

 

Recommendation/s

That the Heritage Advisory Panel:

a)      receive the Central Rail Link presentation on the management of heritage impacts.

b)      thank Greg Milner-White (Auckland Transport) for his presentation.

Update on the Takapuna Barrack Restoration Project

Purpose

1.       To update the Heritage Advisory Panel on the Takapuna Barrack Restoration Project.

Executive Summary

2.       The purpose of this presentation is to update the Heritage Advisory Panel on the restoration of the Fort Takapuna Barracks, which was undertaken by the Devonport-Takapuna Local Board. The barracks, built in 1939, are a significant part of Devonport’s military history.

 

3.       The restoration included:

•     Re-roofing, structural and insulation works

•     New kitchen and bathroom areas

•     Landscaping

That the Heritage Advisory Panel:

a)      receive the update on the Takapuna Barrack Restoration Project.
