Mr. Bowker spoke to the board about Raise Up - a youth empowerment and leadership development program for young people in the local board area.

Ian Miller

Mr. Miller spoke to the board about the abandoned Riverpark hall and requested that the hall be reinstated.

Auckland Transport Update Report – Henderson-Massey Local Board

 

Resolution number HM/2015/57

MOVED by Deputy Chairperson SP Henderson, seconded by Member LW Wilson:  

That the Henderson-Massey Local Board:

a)    Receives the Auckland Transport Update report.

b)   Requests Auckland Transport staff investigate reducing speed limit on Birdwood Road to a speed suitable to residential area.

Secretarial note: Paragraph 23 in item 12 is incorrect. The board has requested that an existing 100kph speed sign be moved along Birdwood Road to a site past the one lane bridge.

Auckland Transport Quarterly Update to Local Boards

 

Resolution number HM/2015/58

That the Henderson-Massey Local Board:

a)      not proceed with Project 337 Universal Drive Cycle Lanes as it is unclear to the board  how this project came on the transport CAPEX project list.

New Road Name Approval for the Residential Subdivision by Golden Ying Development Limited at 37 Sunnyside Road, Sunnyvale

That the Henderson-Massey Local Board:

a)   Approves Stella Rise as the preferred option for the road name subject to New Zealand Post’s approval.

Developing the Empowered Communities Approach

 

Resolution number HM/2015/60

MOVED by Member BA Brady, seconded by Chairperson VS Neeson:  

That the Henderson-Massey Local Board:

a)    Supports in principle, the proposed Empowered Communities Approach.

b)    Thanks the Mayor and the Governing Body for their strong support of local boards’ role in delivering local community development, that is implicit in the Empowered Communities proposal;

c)    Has received feedback that indicates community groups have high expectations of increased financial support as a result of the Empowered Communities approach and requests realistic messaging around the proposal;

d)    Notes that funding for the Empowered Communities Approach, and its impact on local board budgets is unclear, and that it is therefore not possible to come to a definite position of support or otherwise for the proposal;

e)    Envisages that Henderson-Massey Local Board would not make much use of the community practice hub as proposed.

f)     Supports a careful and measured introduction of the Empowered Communities Approach to enable each Board to develop its own community appropriate approach.

g)    Notes the need for flexibility in the implementation of the Empowered Communities Approach, to cater to the individual circumstances of each local board.

h)    Strongly supports locating staff physically within local boards and organisationally within Local Board Services;

i)     Notes the need for a comprehensive change in the organisational culture of the Council, along with the review of many policies and practices across a range of functions, which limit or impede community-led initiatives;

j)     Strongly supports an Empowered Communities approach that addresses staff concerns that the board has encountered such as frequent restructuring, high turnover of staff through local board facing positions, and conflicting accountabilities between regional and local activities

k)    Notes that the Henderson-Massey Local Board has experienced some of the risks involved with a more community empowered approach and requests Council and its CCOs develop more robust governance and accountability systems, staff and elected member capacity development, and robust criteria and procedures for Council’s response when agreed community outcomes  and standards of governance are not being achieved.

Review of alcohol bans 2015

 

Resolution number HM/2015/61

MOVED by Chairperson VS Neeson, seconded by Deputy Chairperson SP Henderson:  

That the Henderson-Massey Local Board:

a)    Confirms the use of a public submission process to complete the review of alcohol bans in the local board area.

b)      Adopt the proposal titled “Proposal Review of Alcohol Bans – Henderson-Massey Local Board May 2015” in Attachment C for the purposes of the public submission process.

c)      Notes that the proposal contained in Attachment C is in accordance with relevant requirements of the Local Government Act 2002 and Auckland Council Alcohol Control Bylaw 2014.

d)      Authorise the Manager Social Policy and Bylaws to make any minor edits or amendments to the Proposal to correct any identified errors or typographical edits.

e)      Authorise the Manager Social Policy and Bylaws, in consultation with the local board chair, to make any amendments to the Proposal to reflect decisions made by the local board.

f)       Appoints the Chairperson, member Shane Henderson, member Tracy Kirkley and member Will Flavell (as an alternate) as a panel to receive, hear and deliberate on submissions and other relevant information and recommend changes to the Board.

g)      Delegates to the Chairperson the ability to make changes to the panel appointed under (e) where this becomes necessary because of the withdrawal or unavailability of any of those persons.
