Resolution number HM/2015/65 MOVED by Chairperson VS Neeson, seconded by Member BA Brady: a) Agrees that Developing the Empowered Communities Approach - next steps: Item 13 be accorded precedence at this time.

Resolution number HM/2015/66 MOVED by Member BA Brady, seconded by Chairperson VS Neeson: That the Henderson-Massey Local Board: a) Supports the Empowered Communities approach in principle. b) Supports the 3 part model (community brokers, community services hub and Auckland-wide response) in principle. c) Considers it should be clear the model is local board centric and have as its purpose implementing the community services activities of the 21 local boards. d) Proposes local board plans are the principal plans to be implemented through the Empowered Communities approach, underpinned by the Thriving Communities Action Plan. e) Supports funding the Auckland wide response unit from the Community Development and Safety Department’s regional budget. f) Supports a funding cap of one-quarter of an individual local board’s community services support budget being available to fund the community services hub. g) Supports the local boards’ community services support budgets being used predominately to support activities that deliver the community services outcomes of local board plans. h) Notes that there are external organisations with skills to build community capacity and capability in community organisations and Auckland Council should not duplicate these services. i) Supports the co-location of local community brokers in local board offices. j) Supports the proposed flexibility in the approach to support individual local boards. k) Requires a strategic broker FTE of at least two people located in the Henderson-Massey local board office. l) Is concerned about travelling time being a downtime for the community service hub that has to be absorbed by local boards. |

Resolution number HM/2015/67 MOVED by Member WW Flaunty, seconded by Member LW Wilson: That the Henderson Massey Local Board: a) Approves the concept design for the renewal of the Massey Community House. b) Approves using $247,159 from the Henderson Massey Local Board Community Development Arts & Culture capex renewals budget 2015/2016 to support the renewal of the Massey Community House. c) Approves the project proceeding to detailed design. d) Approves the project proceeding to building consent and procurement, following completion of the detailed design phase, provided alterations from the concept design to detailed design are only minor and the project is within budget.

Resolution number HM/2015/68 MOVED by Member WI Flavell, seconded by Member LW Wilson: That the Henderson-Massey Local Board: a) Accepts the Auckland Council Property Limited Local Board Six-Monthly update 1 July to 31 December 2014. b) Notes that the board has provided operational funding for 399 Don Buck Rd from its Local Board Plan LDI funding and requests this property is transferred from Auckland Council Property Limited to Auckland Council community facilities department by 1 July 2015. c) Requests staff work with the board to identify community tenants for 399 Don Buck Rd, commencing 1 July 2015. |
