ii) Member Daryl Wrightson, Arts, Culture and Events Portfolio Lead regarding: · ANZAC commemorations – both ceremonies heavily attended · Nathan Homestead - The Roots Art Project – community driven recycled art programme · Peace poppies installed outside the library – well received by the public
iii) Member Angela Cunningham-Marino, Built and Natural Environment Portfolio Lead regarding: · Stormwater discharge consent · Weymouth Beach cross connection of stormwater and waste water
iv) Member Michael Bailey, Sports Parks and Recreation Portfolio Lead regarding: · Area of high erosion in Wattle Downs being fixed in consultation with the community · Pitt Avenue scoping is under way · Weymouth boat ramp – contaminated mud to be removed and work will be done to identify where contamination is coming from · Clendon Reserve land owner approval for extension of shopping centre
v) Member Michael Bailey, Transport Portfolio Lead regarding: · John Turner attended the portfolio meeting - very concerned about traffic flow through Southmall and danger to pedestrians · Ben will put the concerns to the town centre revitalisation steering committee. |

The New Zealand Police have used traffic bylaws to resolve this problem and will continue to do so if the problems flare up again. The remaining 34 will be subject to the public input process beginning 16 June 2015. e) authorise the Manager Social Policy and Bylaws to make any minor edits or amendments to the Proposal to correct any identified errors or typographical edits. f) authorise the Manager Social Policy and Bylaws, in consultation with the local board chair, to make any amendments to the Proposal to reflect decisions made by the local board. g) appoints the full board with Angela Dalton as (Chair) as a panel to receive, hear and deliberate on input and other relevant information and recommend changes to the Manurewa Local Board. h) delegate to the Chairperson the ability to make changes to the panel appointed under resolution (g) above where this becomes necessary because of the withdrawal or unavailability of any of those persons. |

Resolution number MR/2015/74 MOVED by Chairperson AM Dalton, seconded by Member AL Cunningham-Marino: That the Manurewa Local Board: a) receive the report entitled “Auckland Transport Update – May 2015”. b) authorise commitment of $ 1,430,000 of funds from the Manurewa Local Board Transport Capital Fund for the proposed covered link over the car park from the bridge to South Mall and requests that detailed design starts so that a ‘Firm Estimate of Cost’ can be reported back to the local board before construction is authorised. c) approve the traffic calming options in William Avenue / Kirton Crescent, Manurewa to proceed to detailed design noting that consultation will be undertaken with the residents to ensure what is being proposed will meet their needs. d) note recent public concern about reliability, punctuality and safety of the train service. e) note the drop in reliability and punctuality of train performance on the southern line as reported to the Board of Auckland Transport at its meeting on 28 April 2015. f) request a detailed report from Auckland Transport on the reasons for the drop in performance and what actions are being taken to resolve them. g) request a regular report on the reliability and punctuality of train performance on the southern line. h) request that Auckland Transport investigate an option to allow for payment of fines via internet banking as well as by debit/credit card. |

Resolution number MR/2015/77 MOVED by Chairperson AM Dalton, seconded by Member D Wrightson: That the Manurewa Local Board: a) provides the following input on the proposed Empowered Communities Approach, for consideration as part of the report to the Regional Strategy and Policy Committee in June: i) notes that all local boards have a significant role in the wellbeing of local communities and decision making allocated to them for local community development activities. ii) supports the Long-term Plan 2015-2025 direction to develop a more empowered community approach to the work of Auckland Council through a shift from direct delivery to funding community and voluntary organisations to deliver more and enhancing the role of local boards. iii) supports the Thriving Communities action plan which sets out to create an enabling council implementing a community-led approach and in so doing empowering local boards so they can drive that approach. iv) highlights that the level of resourcing for the Empowered Community Approach is unclear, details of the impact on local boards and communities are lacking and the functions described are unclear. Therefore it is not possible to reach a position as to whether or not the proposal can be supported v) requests that staff provide a robust proposal describing functions not form, budget and resourcing information, impact analysis through testing against Local Board Plan outcomes and an implementation programme. vi) the Political Advisory Group has extended discussion on the Empowered Communities Approach, therefore a new timeframe for development is required identifying when local boards will be able to provide additional formal feedback on any amended proposal. vii) reinforces that one size does not fit all. The approach must accommodate local requirements and take into account the wide variety of communities and their capacity, plus be responsive to Maori. viii) recognises that changing organisational culture, as sought by the proposal, needs to include policies, procedures and practices across departments and council controlled organisations (CCOs) and not solely focus on one unit within one department. ix) with change there are always potential risks that need to be minimised. Solid governance and accountability frameworks need to be put in place, linked to a pilot phase for the approach which should inform an implementation programme. b) request that the above resolutions be circulated to all the local boards. |

Resolution number MR/2015/82 MOVED by Chairperson AM Dalton, seconded by Deputy Chairperson SP Brown: That the Manurewa Local Board: a) approve a grant of up to $330 (excluding GST) from the N.005833.22 budget code for the hireage of a skip bin for the Weymouth Play Centre working bee being held on 16 May 2015. b) approve payment of $1,600 (excluding GST) from the N.002454.10 budget code for sandblasting the RSA Ode lettering in Maori on the monument at the Memorial Gardens. c) approve a budget of $10,567 from the Nathan Homestead projects budget code for a series of 2-day workshops by The Roots Creative Entrepreneurs to be held at Nathan Homestead, to connect with the facility, local youth, local artists and the town centre. As well as the skills gained by the participating youth and the experience of working with artists from The Roots, the artworks created will be gifted to Nathan Homestead or distributed back to the community or installed in community locations. d) approve a grant of $1,200 from the N.002454.10 budget code to sponsor a Manurewa Youth Council member to attend the Aspiring Leaders Forum 2015. e) approve a budget of $500 from the N.002454.10 budget code for road naming. |
